Dear DepEd,
Ito ay panahon ng hamon.
But opportunity lies in every adversity. Bawat hamon ay may kalakip na pagkakataon.
Ito ay panahon ng tugon.
The times call for no less than a transformation - in a fast moving world, we are trapped in an education system stagnated by bloat.
May mga debate - No to online. No face to face. No vaccine, no classes. All valid points. But these arguments only reveal how fragile and outdated our education system is.
Pano ba dapat magsimula muli ang klase? When should learning start? Should it even stop in the first place?
Ako po ay may dalawang anak na babae, at sa kabila ng mga alinlangan, lahat ay ginagawa ko para sa kanila. Personally, I do not want them to attend physical classes, given how easily distancing can collapse. It’s not just about the risk of being in a confined class, but also the travel to school and back. Masalimuot ang daan. Pero ayokong matigil ang kanilang pagaaral, gusto ko silang matuto sa bawat pagkakataon, sa ligtas at malikhaing mga paraan.
Dapat magbago. Hindi na po one size fits all, hindi po pwedeng isang style lang ng pagaaral. This is not a zero sum game. Ang pag establish ng mga bagong paraan ay di kawalan para sa mga nakagawian. In fact, mas madami, mas maganda. At dapat may affirmative action para sa mga naiiwan o maiiwan. Di lang inclusive, but diverse. Kasi if one method fails, may sasalo. A redundant system is a resilient system.
We need to transform the infrastructure, the system, and the mindset, para lahat ng pwedeng avenue to learn ay magamit, at magkaroon ng choices na akma sa ating kalagayan. And under the threat of a pandemic, we need to act with haste. Reforms na may sense of urgency. We need to make swift decisions and be flexible in adapting. Agile. May kakayahang sumabay.
Those who argue that classes should not begin until a vaccine is available believe that physical classes are the only way for students to learn. Those who are against online learning argue that few have the resources for it. Both reflect binary thinking and reluctance to change. A change that is overdue and necessary.
We can argue for our limitations, but that will not address the issues. Gawan po natin ng paraan. We have to begin somewhere. Subukan. So latag ko lang ilang mga ideas, baka makatulong.

INTERNET: FOUNDATIONAL IMPERATIVE
Aside muna: Sa totoo lang, napakataas ng cost ng utilities natin. Pano kaya nakalusot na ganito? Panahon na para busisiin at ayusin.
Most urgent is to democratize access to the internet - fast, reliable and affordable internet. Labo lang na ang mahal, pero ang bagal pa din ng speed natin, throttled to the max. Walang acceptable na reason for this. Greed lang. Greed na kung dati ay pinalalampas, ngayon ay wala nang puwang.
Basic need na po ito, kaya dapat universal access - sana tutukan na ng gobyerno.
Also, maybe we can look into our capabilities to manufacture affordable education-designed tablets and laptops. Parang chromebook - barebones, but does the job. This can create jobs din. Maybe we can even export these in the future.
Structural provisions for access. Nothing less.
These things may take a while, so habang nangyayari yan, we can work on practical matters.

LEARN WHERE YOU ARE
Education must go to where the students are. And we must teach them that learning can and should happen wherever they may be.
Eto po mga practical insights:
• Now that we have less need for classrooms and schools, budgets used for their maintenance can be realigned towards access and delivery systems (internet, devices, last-mile). The decentralization can open more funds for reallocation. And since we free ourselves from the physical tyranny of the classroom, we can reach and teach more students. Our public schools can handle more students without the need for more resources. One to sawa, or unli-rice kung baga.
• Videos and other online learning modalities. These are evergreen resources which can be used and reused indefinitely, and updated as needed. Teachers only need to create these once, then made available online, or via TV and radio, supplemented by printed materials. Mahirap lang sa umpisa, pero once available na, it becomes self-sustaining and can be made universally accessible. YouTuber teachers for life.
• Delivery & distribution. For students who lack online access and need printed materials, we can tap our existing on-demand logistics services like grab, lalamove, angkas, etc. for the last mile fulfillment. School divisions can even create their own fleet to generate jobs. To simplify, deliveries can happen once a month or even at a less frequency, depending on how much materials have been prepared. Barangay centers can be hubs for distribution. For smaller localities, the actual schools can be hubs as well. Submissions can be done in the same manner.
• Asan ba sila? Let’s go to where our students are. Asa Mobile Legends ba? Maybe we can tap Moonton to serve weekly educational videos and incentivize watching and taking a quiz - maybe a free skin or border perhaps (yes, I play!) for those with high test scores. Branding at PR mileage ito for these types of enterprises. Walang mawawala if we ask.
All the details in the ex*****on can be fine-tuned. But the strategic principle should be the same: to go where our students are. Technology, plus space agnostic learning will make education more resilient and inclusive. Change will happen naturally once the path has been shaped, once we capacitate.
Madami tayong prepositioned resources. We just have to imagine new ways of casting them under the new normal. I am sure institutions would be willing to be involved. This pandemic has brought out our collective sense of duty. We need to act fast. Let’s not waste this chance.

MOVEMENTS OVER MONUMENTS
If you take a look at social media, there is a grassroots movement to make learning resources, both for teachers and students, easily available. There is a sharing culture. Bayanihan at its best. For our students, no better lesson can be taught. And this is our best hope yet.
Ito po ay undeniable sign of the commitment of our educators to ensure learning continues for our children. Parents and teachers are coming together para po sa ating kabataan. Let’s tap into this, capacitate them further, and ensure their efforts will not be in vain. Kakainspire to watch these small gestures spread and gain momentum. This is one contagion we should all gather around. Ako po ay sasali sa kalikutang ito.
Everyone, from all sectors, trying their best in the face of tremendous and terrifying odds. Is there a better show of excellence?
2020, let’s not let this year be lost. Both for the system and the students. We have already lost so much. Pero wag nating madaliin. Parang pilot year. The period can be used to plan more thoroughly and operationalize more efficiently. For teachers, they can develop and distribute all the needed materials. If students and parents can show some proof of effort, then let’s mass promote them. Fast track instead of delay. Since have a leaner curriculum, we have time to address gaps through bridging.
Andito na lang din tayo sa topic of trimming the curriculum, kung posible pa, baka pwede i-reverse ang K-12. Our students were better under the old system. K-12 is just a concession to the global labor market. This makes it more difficult for Filipinos to finish a formal degree, getting a job after senior high instead of pursuing college kasi di na afford magaral.
Hindi ko talaga maintindihan bakit pinasa ang K-12 when even before that, Pinoys have been known for our smarts, diligence, and work ethic. Kaya nga dami natin OFWs, and all of them were educated under the old K-10. Wala pong idinulot na advantage ang K-12, mas nakabigat at nakasama pa nga. Baka lang pwede pang itama...
Mahirap ang ating hinaharap. Pero kailangan po nating maghanap ng paraan. Let it be said, that in all our stories of struggles and triumphs, this is us at one of our finest.
Matagal nang monumento ang ating edukasyon. Panahon na upang gumalaw ng naayon sa alon.
