TRAFFIC ADVISORY: Jonathan Street Reopened
The City of Hagerstown is pleased to announce that Jonathan Street has been reopened to traffic between Washington Street and Franklin Street. The parking lane along the right side of the street, along with the sidewalk, will remain closed while repairs to the Hamilton Hotel building continue. Drivers are urged to exercise caution while driving through this block of Jonathan Street.

TRAFFIC ADVISORY: Fireworks at Fairgrounds Park
On Sunday, July 4, the City of Hagerstown will sponsor the annual Fireworks at Fairgrounds Park event. The event consists of a large fireworks display that begins at approximately 9:30 PM. Beginning at 4:00 PM, no on-street parking will be permitted on Cleveland Avenue between Jefferson Street and the Fairgrounds Park entrance, on Security Road between Vista Street and Vale Street, and no westbound parking on Security Road between Vale Street and Pangborn Boulevard.
Additional street closures will be implemented by the Hagerstown Police Department and the Auxiliary Police at the beginning and end of the fireworks show in order to control traffic flow near Fairgrounds Park. Large crowds of spectators are expected, and motorists are cautioned that traffic will be congested in the vicinity of Fairgrounds Park. The fireworks display will conclude at approximately 10:00 PM, and the streets are expected to be reopened to traffic by 11:00 PM.
If weather prevents the fireworks display from proceeding on Sunday evening, the rain date for the event is Monday, July 5th.
Emergency vehicles will be able to pass through the streets near Fairgrounds Park during the event. However, dispatchers are cautioned that streets in the vicinity of Fairgrounds Park will be congested with vehicular and pedestrian traffic.

Yesterday at the Board of Traffic and Parking meeting, the Board unanimously agreed to present to the Mayor and Council a motion to make E. North Ave. from Potomac to Mulberry Streets One Way west bound, and the make East Ave. One Way east bound from Potomac to Cannon, reducing the number of parked cars struck on both streets and the allow for a safer street for residents in that area. There was also a request to install a 4 way Stop at Woodland Way and May Street, allowing for a safer neighborhood where small children play and reducing the likelihood of speeding on May Street, the Board unanimously supported that request also to present to the Mayor and Council. A huge THANK YOU to staff of the Engineering Dept. for sending out a survey to residents on E. North Ave and East Ave. areas and presenting the findings at the meeting. Overwhelming support from the residents in both areas. Thank you to the Board of Traffic and Parking for moving swiftly on these issues.

TRAFFIC ADVISORY
C. William Hetzer, Inc. plans to resume the reconstruction of Wesel Blvd. on Monday, March 8th. The next section of work will be between Noland Company and the City Limits just west of Chick-Fil-A. This work will be completed in three phases: Noland Company to Sister City Drive, Sister City Drive to Heister Street, and Heister Street to the City Limits.
One lane of traffic will remain open to traffic in each direction at all times; traffic will be shifted to the inside or outside lanes as necessary to provide space for the contractor to perform the work. However, there will be a period of time in each construction phase when an intersection will be closed to cross-over traffic; motorists wishing to reach certain businesses will be forced to use other intersections and internal service roads in the shopping centers on either side to reach their destination.
Motorists approaching the area will encounter cones, concrete barriers, construction signs, and other traffic control devices.
Emergency vehicles will be able to pass this section of Wesel Blvd. while the construction is completed; however, there will be times when certain intersections are closed to cross-over traffic.

Attended my first meeting of the Board of Traffic and Parking today. We discussed several issues that citizens have requested we look in to.
1) Removing the traffic signal at Fairground Ave and N. Locust St.
2) Making North Ave one way West from Mulberry Ave. to N Potomac St.
3) Making East Ave one way East from N Potomac St. to Cannon Ave
We will be sending out a survey to the affected residents in these areas to garner feedback on these changes. I encourage those who receive them to respond as soon as possible so that we can decide what, if any changes, to take to the Mayor and Council.

Thank you Hagerstown for expressing your right to peacefully protest. I stand with HPD in saying I, and so many others across this country, mourn the needless death and injury sustained by those at the hands of dirty cops. I feel grateful to live in a City where our officers and our citizens can communicate and solve issues here, we may not change them across the country, but we can here.....and we do. As I drove by and honked in solidarity, I was in filled with pride for our town and the diversity that was represented on the square. God bless Hagerstown.
Mayor Robert E. Bruchey, II, members of the City Council, and City Administrator Scott Nicewarner will be observing the Memorial Day Holiday and paying tribute to the sacrifices made by members of the armed forces and their families.
While the traditional Memorial Day wreath-laying ceremony, led by Morris Frock Post #42 in front of the Washington County Courthouse has been canceled because of the COVID-19 pandemic, the Mayor, Councilmembers, and City Administrator plan to lay wreaths at the City’s customary locations on Sunday.
The ceremonial tour to lay the wreaths will begin at 1pm along Memorial Boulevard at the memorial monument near the entrance to Rose Hill Cemetery, followed by the Vietnam War Veterans Monument on South Walnut Street near City Park, the Washington County Courthouse, the Medal of Honor Triangle on Jonathan Street, and finish at the Korean War Veterans Memorial along Potomac Avenue at the Mealey Parkway traffic island.
The City of Hagerstown recognizes and appreciates all veterans, their family members, friends, and support networks for the incredible sacrifices made on behalf of our nation on Memorial Day and every day.
There have 337 confirmed cases of COVID-19 confirmed in Washington County. 139 of those have been released from quarantine, which leaves 198 still quarantined or, 1.32 in every 1,000 citizens in Washington County. We currently have 1 on a ventilator. Isn't it time to open up our County and try and save our small businesses?????????
In response to Governor’s Hogan’s recent Order allowing a Stage One reopening of certain facilities, beginning Friday, May 15 at 5:00 PM, the City of Hagerstown is re-opening the following park amenities: all playgrounds, the Fairgrounds Park dog park, and restroom facilities at only City Park, Fairgrounds Park and Wheaton Park.
The City of Hagerstown will re-open the dog park and playground equipment this weekend with the following stipulations:
• Signage will be placed at the playgrounds and dog park asking patrons to social distance. We strongly suggest patrons wear masks.
• We ask that patrons of our facilities bring and use personal hand sanitizer, continue good hygiene and continue to follow CDC guidelines on COVID -19. Hand washing is available in the open restrooms only.
• Please do not gather in groups larger than ten (10).
• Non-contact outdoor recreational activities such as walking, cycling, golfing, etc. are allowed provided social distancing is practiced and groups remain under 10 people.
The City of Hagerstown believes that through these efforts, in compliance with the Health Department’s suggestions, we can keep these recreational areas as safe as possible. If this reopening proves to be detrimental to maintaining public safety and health, the City will reevaluate opening these facilities.
The Potterfield Pool will not open in May due to the pandemic restrictions. Opening the pool will occur when the State permits public pool openings and provides general guidance. Also, City staff and our pool management company need time to have the facility ready to comply with these yet to be determined guidelines.

Therefore, we have closed all high-congestion, high-use areas, such as athletic courts, pavilions, and playgrounds. Park attendants will continue to monitor these areas.
Please understand that Governor Hogan would like to keep our parks open and available. However, we need your cooperation to not violate the closure of certain areas.

Due to the coronavirus pandemic, and the desire to mitigate the potential spread of the virus within our community, this afternoon's Mayor & Council work session has been canceled. The Regular Session scheduled for March 24 at 7pm has also been canceled.
As of now, the next Mayor and Council meeting will be held on Tuesday, April 7. That meeting date is subject to future evaluation. Updated information, when available, will be posted at www.hagerstownmd.org.
