Alsons Power Group to provide backup power for the entire Bohol Island
Alsons Power Group, Mindanao’s pioneering independent power producer, ceremonially breaks ground on September 14, on its 95.5 MW baseload backup power plant project in Barangay Imelda, Ubay Municipality in Bohol, marking the construction of a facility that promises to bring a game-changing solution to the long-standing energy challenges faced by the province.
The power facility which is registered in the energy market as Ubay Power Corporation (UPC), is the latest addition to Alsons’ power portfolio, which will serve as a backup source of electricity for Boholano consumers in the event that the province gets isolated from the Visayas grid during calamities or natural disasters.
“When natural calamities like typhoons and earthquakes hit, Bohol gets isolated from the grid,” said Ubay Municipal Mayor Constantino Reyes.
Mayor Reyes laments how Bohol’s energy supply has been normally precarious, relying heavily on Leyte's submarine interconnection.
In October 2013, a 7.2 magnitude earthquake hit Bohol. Barely a month after that, Category 5, super typhoon, Yolanda made landfall in the Visayas. As a result of these successive natural calamities, transmission towers of the National Grid Corporation of the Philippines (NGCP) were toppled cutting off Bohol from the Visayas grid. The same calamitous situation struck in December of 2021 when Category 5, super typhoon, Odette made landfall in Siargao and passed Bohol on its way to the West Philippine Sea.
“Thanks to this backup power of Alsons, Bohol now has the assurance of a reliable power supply, even in the face of natural disasters,” said Mayor Reyes.
The Odette experience is still fresh in the mind of Barangay Imelda, Ubay Chairman Freddie Lawas.
“Hapit tuig wala mi kuryente dinhi sa Bohol tungod kang Odette,” said Chairman Lawas. [We were without electricity for almost a year because of (Typhoon) Odette.]
This power project will subsequently enhance investments, therefore, increasing local employment opportunities in Ubay and neighboring localities, Mayor Reyes adds.
Also present during the groundbreaking ceremony, Bohol Vice Governor Dionisio Victor Balite applauds the project as a collaboration and a strategic alliance that will ensure a steady supply of electricity to the whole province at least for the next ten years.
“Nalipay gyud mi nga nia na ning proyektuha sa Bohol, dako gyud ning tabang sa among lugar. Wala na gyud tay problema unya sa kuryente busa Abante, Bohol!” Vice Governor Balite said in his speech.
[We have been very pleased with this new project here in Bohol. It is proving to be of great help to our community. Finally, our power issues have been resolved, so let's march on, Bohol!]
For this Ubay power facility, the Alcantara-led Alsons Power, with its proven decades of experience in energy generation, will install and subsequently operate stand-by modular diesel plants in two phases. UPC as a business affiliate will run and manage the facility, with an initial capacity of 57.7 MW expected to be delivered by 2024, and the remaining capacity by year 2026.
PMM Works Inc. and Ferowelds Construction Inc. will handle the engineering, procurement, and construction (EPC) of the Ubay power facility.
The Ubay Power facility's generated capacity is governed by a Power Purchase Agreement (PSA) between First Gen's Energy Development Corporation (EDC) and One Bohol Power Distribution Utilities (1BP). According to the PSA, EDC’s Unified Leyte Geothermal Power Plant will be responsible for supplying Bohol with a baseload power supply while the Ubay modular diesel facility operated by UPC will serve as an in-island backup power source.
1BP is comprised of the Bohol Light Company Incorporated (BLCI) operating in Tagbilaran City, Bohol Electric Cooperative 1 serving twenty-six municipalities, and Bohol Electric Cooperative 2 providing electricity to twenty-one towns.
Alsons’ commitment to clean, affordable, responsible energy wows new PENRO chief
The Maasim-based Siguil Hydro Power Corporation (SHPC), one of the Alsons Power Group's power business affiliates received a visit from the recently installed Provincial Environment and Natural Resources Office (PENRO) chief Shalimar Disomangcop on Tuesday, September 19. Company officials accompanied PENRO Disomangcop to the site of the ongoing SHPC 14.5-megawatt (MW) hydroelectric power plant project which came after a project briefing. Now currently making remarkable strides in the development of its hydroelectric station in Maasim town, SHPC sets the stage for future projects that will further enhance Alsons Power’s renewable energy portfolio. The Alcantara-led power firm plans to deploy about 200 MWs of hydroelectric power and 400 MWs of solar energy across various regions, with a primary focus on Mindanao and some areas of Visayas.
Alsons Power Group crucial to sustainable development says NEDA Chief
In a recent statement, National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said that the Philippines' commitment to the Sustainable Development Goals (SDGs) hinges on the active involvement and collaboration of the private sector. Balisacan underscored the importance of expertise, resources, and innovation of companies like the Alsons Power Group to address pressing social and environmental challenges.
“Power is an important additional driver for (the) economy and I think this is also much related with sustainable development (through) for renewable energy because if we don’t get those sustainable development initiatives with the help of the private sector, (we) might as well kiss goodbye to our aim to grow the economy rapidly. So we need all these drivers, and we need strong support from the private sector,” Balisacan said.
On September 7, a delegate of more than fifty NEDA key personnel led by Balisacan along with his executive committee and regional directors visited Alsons Power’s 210-megawatt (MW) Sarangani Energy Baseload Plant located in the Kamanga Agro-Industrial Economic Zone (KAIEZ) in Maasim town. The visit was organized as part of NEDA's management committee project site, aimed at fostering closer ties with industries in the SocSKSarGen Region.
Former Sarangani Governor and current VP for Operations of the Alsons Agri-Business Unit Miguel Rene Dominguez took the lead in hosting the facility visit. Joining Dominguez were Alsons Power's Senior Vice President for Business Development & Marketing Joseph Nocos and Vice President and Business Manager for PBU Operations Jose Luis Angco. KAIEZ Estate Manager Neil Cachuela also seized the opportunity to deliver a thorough and insightful overview of the ecozone's current state and future prospects.
Balisacan commended the Alcantara-led company for effectively integrating its business operations with the broader goals of sustainable development. As an economic driver, Balisacan added that Alsons Power fulfills a crucial role as it ensures a sufficient supply of power to the markets it serves, all while maintaining a steadfast commitment to ecological sustainability.
“Of course, I have a perspective that the economy is driven by the private sector, not government because it could not do competitive business for that matter…. the incentives are very much different,” Balisacan added. “The government’s job is to provide a good ecosystem so that the private sector could do better… we need strong coordination, collaboration and partnership. I hope my regional directors (with me) here would take the lessons here (at Alsons Power)… I would like to learn more about the projects here (in Maasim), particularly the group’s energy transition (to renewables) and how it could blend with other objectives of poverty reduction, transforming (the) economy and so on.”
In an official statement, Alsons Power emphasized its commitment to environmental responsibility, highlighting its consistent efforts to reduce the ecological impact of its conventional power plants. Currently, Alsons Power has a portfolio of three power facilities with an aggregate capacity of 413 Megawatts (MW) serving over eight million people in 14 cities and 11 provinces in Mindanao. These power facilities include the 103-MW Mapalad Power Corporation (MPC) diesel plant in Iligan City; the Western Mindanao Power Corporation’s (WMPC) 100-MW diesel plant in Zamboanga City; and the 210-MW Sarangani Energy Corporation (SEC) baseload coal-fired power plant in Maasim, Sarangani Province.
The company now sets its sights on achieving a roughly 60:40 ratio of renewable to non-renewable capacity balance across its portfolio. The Siguil Hydro Power Corporation, now currently making remarkable strides in the development of its 14.5 Megawatt (MW) hydroelectric station in Maasim town, is the first of the group's plans to deploy about 200 MWs of hydroelectric power and 400 MWs of solar energy across various regions, with a primary focus on Mindanao and some areas of Visayas.
SZPC: Powering community spirit in Zambo schools
The indomitable bayanihan (community) spirit was recently put on display in the Zamboanga Peninsula as the Sindangan Zambo-River Power Corporation (SZPC) of the Alsons Power Group joined forces once more with the Department of Education (DepEd), local government units (LGU) and communities to carry out this year’s "Brigada Eskwela" in various schools situated in Dumingag and Siayan municipalities.
"Brigada Eskwela," a cherished tradition, is an annual event that aims to prepare schools for the upcoming academic year. It serves as a platform for fostering unity and cooperation among various stakeholders, highlighting the power of community engagement. The Alsons Power Group, known for its commitment to supporting learning environments, access and pedagogies recognizes the importance of providing students with well-equipped facilities.
With a noble effort to empower the young minds of tomorrow, the Alcantara-led company distributed at least 1,000 school bags filled with assorted school supplies to pupils in need across five elementary public schools in Dumingag, Zamboanga del Sur, as well as 3 elementary public schools in Siayan, Zamboanga del Norte. The initiative aims to help learners concentrate on their studies without the burden of inadequate resources.
Dumingag Municipal Mayor Jerry Panglinawan expressed his belief that: “these gifts are nothing short of divine blessings for the people of Dumingag. In the face of numerous obstacles and adversities, it is imperative that we express our gratitude to a higher power for selecting SZPC as the conduit through which these blessings have been bestowed upon us,” Mayor Panglinawan said.
Meanwhile, officials of the municipal and barangay LGUs of Siayan and Timuay expressed their deep appreciation for the consistent school-based support provided by the SZPC, especially during the challenging times brought about by the COVID-19 pandemic, which significantly disrupted the educational landscape in Siayan town.
Llelewyn Lisondra, SZPC’s Senior Supervisor for HR and Community Relations announced that the company will also be providing construction materials to support various school maintenance projects. He added that initiatives ranging from repairing deteriorating classrooms to adding vibrant murals to school walls will ensue.
“As your partner, SZPC will tirelessly invest in building a brighter future for the children in Zamboanga through conducive learning environments and equitable access to quality education,” he said.
SZPC is developing a hydroelectric power project of up to 22 Megawatts (MW) encompassing various municipalities in Zamboanga del Norte.
In line with the theme "Bayanihan Para sa Matatag na Paaralan" (Unity for Strong Schools), this year's "Brigada Eskwela" highlighted the nationwide collective volunteerism to ensure a clean, safe, inclusive, and conducive learning environment for students, teachers, and staff in schools all throughout the country.

Alsons Western Mindanao Power Plant Shields Zamboanga City from Lanao Bombing Power Outages
The timely intervention of the Alsons Power Group’s Western Mindanao Power Corp (WMPC) diesel plant in Barangay Sangali Zamboanga City spared the City from the worst effects of the massive power outages brought about by the bomb explosion that toppled the tower of the National Grid Corporation of the Philippines (NGCP) at Kauswagan, Lanao del Norte in the afternoon of Monday October 24. The bombing tripped the 138 Kilo-volt transmission line resulting in widespread power outages throughout the Zamboanga Peninsula, Misamis Occidental, and parts of Lanao del Norte.

Engr. Pete Torrejon – WMPC plant manager said, “We at WMPC are always ready to ensure the continuous flow of power to Zamboanga City. In last Monday’s emergency and in other similar transmission incidents, we have consistently been able to respond and provide the people of Zamboanga City with the power they need.”
