Cross-country payments currently still use the Nostro Vostro account system. Nostro is a legacy payment solution that still exists in some countries. It has supported payments in euros, dollars for more than 50 years.

It provides customers with multi-currency accounts and an easy way to pay bills and exchange currencies between account holders. The Nostro Vostro system is currently still used for business transactions with other people internationally.

What are Nostro and Vostro accounts?
Nostro and Vostro accounts are the most widely used payment systems in business today. The difference between them is that the nostro is called "ours" vostro is called "yours".

For example :
Adam lives in Indonesia and wants to send money to david, his business partner in America. So he will send Rupiah from Bank Indonesia and Bank America will receive dollars.

For the process itself, Adam uses Bank Indonesia, while David uses Bank America. Adam only has rupiah in the bank, but Bank Indonesia cannot send dollars to American banks.

Well, this is why bank Indonesia has a Nostro account at bank America, meaning that the Nostro account stores dollars belonging to bank Indonesia. The bank Indonesia does exchange rupiah for dollars. And American banks can make dollar payments to david.
So you could say Nostro Vostro account is locked money that is not used, it will be used when someone makes cross-border transactions.

Ripple creates a global settlement network and financial infrastructure that anyone can use to send money anywhere in the world in real-time and cheaply. Ripple pays protocol that allows banks to send payments to their individual accounts without the need for an intermediary institution.
As said by Brad Garlinghouse, CEO of Ripple. If the bank uses XRP, the money locked in the Nostro Vostro account can be used for a better economy.
