WHAT I WANT TO LEARN FROM THE PRESIDENTIABLES

Now that the period for filing Certificates of Candidacy is over, it's time to get a bit more serious by starting with the basics: their campaign platforms.

Presidentiables should be able to give the most realistic out-of-the-box answers to the following questions. Note that this is not an exhaustive list because the items are just off the top of my head: the list may likely expand over the next several months.

1. Agriculture

-- How do we stabilize food prices while maintaining strategic food production capabilities?

--How do we reconcile food importation policies while still maintaining significant local production that will protect us from disruptions in the food supply chain?

-- Specifically, how do we sufficiently protect our domestic rice, poultry, and pork industries? And how do we balance prospective protectionist policies with our obligations to the international community?

2. Information Technology

-- How can we sustainably and realistically develop our IT infrastructure in the fastest possible way?

-- How can we most efficiently and most effectively develop e-commerce?

3. Foreign Policy

-- What is the most sustainable way to pursue our strategic international interests in light of the rapidly shifting global order?

-- How do we position our international policy thrusts vis-à-vis the rivalry between China and the United States?

-- How do we most realistically and most sustainably address pressing geopolitical issues like increasing instability in the Middle East and the South China Sea?

-- How do we improve our international image?

-- How do we balance our need for sovereignty with the realities of globalization?

4. Energy Security

-- How do we ensure a steady and sustainable supply to meet our country’s rising energy needs?

-- Should we scale up local energy production and more importantly, how?

-- How do we make energy more affordable and more available to the masses?

5. Healthcare

-- How do we best fix issues involving the state insurer PhilHealth and what reforms can we implement (aside from the painfully obvious ones) to optimize PhilHealth’s actuarial life while providing sufficient funding to our healthcare facilities?

-- How can we best secure our country against health-related threats, both present and future?

-- Should we invest more in R&D and why? If yes, how do we secure sustainable funding and attract (or realistically repatriate) the appropriate talent?

-- How do we make compensation for healthcare workers more competitive as they are increasingly attracted to overseas job offers?

6. Economy

-- How do we jumpstart our economy?

-- How do we address our trade deficit while relying less on overseas remittances?

-- How do manage our fiscal deficit without overtaxing the Common Tao?

-- On which sectors should the government invest and why?

-- How will we industrialize?

-- What is the best policy mix that balances debt servicing and government spending? How will we restructure our borrowings? How do we get the best deal when borrowing from abroad?

-- How do we end "endo"? If we can't, how will you balance the interests of the business owners with those of the Common Tao. What is the best policy mix?

7. Peace and Security

-- How do we deal with secessionism and terrorism in the quickest possible manner and with the least amount of collateral damage?

-- What is the best solution to the NPA problem and how do we implement it?

8. Governance

-- How will we encourage more honest and more talented people to join government, and how will we encourage their rise in the government ranks?

-- How will you deal with bureaucratic inertia once you enter Malacañang? How will you shock the system into submission, or do you have a more innovative plan?

-- How will you balance the reality of having to entertain political appointments with the need for more meritocratic hiring process in a more technocratic government?

-- Should the constitution be reformed/amended/revised? If yes, which provisions should be changed, or do we need a total overhaul? And how exactly will you make that happen considering that many of those in power benefit from the existing domestic order?

-- If we vote for you, we will also be de facto voting for everyone around you, so please give a tentative list of appointees to key cabinet positions so we can check their backgrounds.

9. Education

-- How do we address the education gap?

-- How do we make our domestic education system globally competitive?

-- How do we make education more accessible to the masses?

-- Again, INTERNET. How do we fix INTERNET?

The next president should be able to give satisfactory answers to the following questions. If not, then he or she has no place in Malacañang. I cannot accept motherhood statements: I want sufficiently well-defined answers.

Truth be told, some answers are already obvious (e.g. minimizing corruption), but I want someone who can provide policy solutions that take into account political realities: I don’t want someone who will just argue in a vacuum, who thinks that we live inside a fairy tale and that God will simply provide. No, that’s not good enough.

Salute to our Fallen Soldier, Pfc Dexter A Paquit who was killed in action after a group of 20 ASG members led by Radzmil Janatol encountered the Scout Ranger Company camp in Sitio Jungle Base, Barangay Baiwas Sumisip, Basilan at around12 noon last August 19.

Our heartfelt condolences to the bereaved family.
