BASAHIN: EXECUTIVE ORDER NO. 17 Series of 2021

“AN ORDER EXTENDING THE IMPLEMENTATION OF GENERAL COMMUNITY QUARANTINE IN THE PROVINCE OF SULTAN KUDARAT UNTIL JUNE 30, 2021 AND PROVIDING GUIDELINES FOR ITS IMPLEMENTATION”

NEW PROVISIONS:

Section 2.

c. RECOGNIZED IDs. Law enforcement agencies shall recognize any of the following IDs:

(i) IATF IDs issued by the regulatory agencies with jurisdiction over permitted establishments or persons,
(ii) valid IDs, or other pertinent documentation issued by accrediting organizations or establishments allowed under GCQ,
(iii) COVID-19 vaccination card for senior citizens, and,
(iv) Community Quarantine Pass issued by LGU for availing of essential goods and services. No other IDs or passes specifically exempting persons from community quarantine shall be required of workers of permitted establishments and/or offices without prejudice to requiring the presentation of other documents establishing the nature of their work.

As to the Community Quarantine Pass (CQP), the barangay shall issue one (1) per household for the sole purpose of accessing establishments to purchase basic necessities, essential goods, commodities, agricultural and fishery inputs, and food products. The CQP shall not serve other purposes (s) than that aforementioned.

The barangay shall provide in the CQP a schedule for the residents to go outside of residence for the above-mentioned purpose.

If the issuing barangay has no public market or the LGU has only one (1) public market, then the CQP could be used by the holder thereof in going to other barangays within the province of Sultan Kudarat for the purpose stated above. The issued CQP to any persons shall be considered valid and should be honored by all barangays in the same municipality.

All Municipal Mayors and the City Mayor of Tacurong shall issue also a Municipal/City Quarantine Pass (MQP) to their requesting residents if the latter intends to go to other municipality for the purpose of accessing establishments/markets thereat to purchase basic necessities, essential goods, and commodities, agricultural and fishery inputs and food products and such Pass shall be honored by every municipality and the City of Tacurong within the province. It is up to the LGU to indicate in the Pass its expiration.

To strengthen the intraprovince boundary relationship among Sultan Kudarateños, all PNP and AFP personnel manning the checkpoint shall extend courtesy to the holder of the CQP or MQP/CQP and allow them to enter and leave the place.

d. MOVEMENT OF CARGOES. The cargo/delivery vehicles, as well as vehicles used by public utility companies, shall present the business permit to determine whether or not their travel is considered essential. Delivery vehicles entering the Province of Sultan Kudarat or entering LGUs within the province carrying or will be carrying a small volume of goods such as vegetables and other agricultural products to be delivered in the public market shall only be required to present a barangay certification, in lieu of the said business permit.

e. ONLY ESSENTIAL TRAVEL ALLOWED. The entry of persons in the Province of Sultan Kudarat from either INTRA-ZONAL or INTER-ZONAL are limited only to ESSENTIAL TRAVELS and therefore banning the non-essential travel to the province.

Interzonal movement refers to the movement of people, goods, and services between provinces, highly urbanized cities, and independent component cities under different community quarantine classifications. Movements to and from areas under granular lockdowns within the province shall be considered as an interzonal movement.

Intrazonal movement refers to the movement of people, goods, and services between provinces, highly urbanized cities, and independent component cities under the same community quarantine classification, without transiting through an area under a different classification.

The movement of fully vaccinated senior citizens shall be allowed, subject to the presentation of a duly issued COVID-19 vaccination card. Provided that no interzonal travel shall be allowed other than point-to-point travel under IATF Resolution No. 118-A s. 2021. Provided further, that strict observance of minimum public health standards shall continue.

q. RELIGIOUS GATHERINGS ARE PROHIBITED. F2F Religious gatherings (mass, samba, sambayang) shall, likewise, be prohibited. The religious denominations should, however, proceed with their online mass service or pray in their respective houses.

EXCEPTION. Gatherings for necrological services, wakes, internment, and funerals for those who died of causes other than COVID-19 shall be allowed only to the immediate members of the family and shall likewise not exceed thirty percent (30%) of the venue capacity. Provided, that the number of days for the wake/vigil shall not last longer than seven (7) days. Provided further that the same shall be in full compliance with the prescribed minimum public health standards for the duration of the activity.

Burial shall be done on the following schedules:

i) suspected and probable COVID-19 cases shall be within 48 hours after death, and
ii) confirmed COVID-19 cases shall be within 12 hours after death

Confirmed COVID-19 cases who are certified as recovered shall be treated as non-COVID-19 cases, thus, not to be considered to be buried in accordance with the above schedule. However, to be considered as recovered, a negative RT-PCR test (saliva or Swab) of the cadaver shall be presented by the immediate member of the family of the deceased to the concerned LGU to dispel all uncertainty on its treatment of the COVID-19 case.

Visits to memorial parks, cemeteries, and columbaria shall be limited to not more than ten (10) persons per group and not exceeding thirty percent (30%) of the venue capacity.

bb. DESIGNATION OF MONITORING TEAM. IATF of LGUS shall designate Municipal/City Monitoring Team who shall strictly monitor compliance herewith and thereby authorized to issue citation tickets for violators of this Executive Order in accordance with the penalty imposed herein and by Provincial Ordinance No. 36 dated August 10, 2020.

The PIATF shall see to it that all LGUS have their Monitoring Team to check if the latter is conducting monitoring at their level.

Moreover, the PIATF shall establish its own Provincial Monitoring Team to determine compliance of all LGUs and its constituents with the provisions of this Order. As such, the PMT shall have the following authority:

1. to conduct ocular inspection on any establishment or workplace, either government, government-owned or controlled corporation or private, within the Province of Sultan Kudarat, and
2. to issue citation tickets or report the violation to the Office of the Provincial Legal Officer for the latter to file appropriate cases, as it may deem necessary, before any court, board, tribunal, or agency of the government for violation of the provisions of this Order.

dd. ALLOCATION OF HOSPITAL BEDS OF NON-COVID REFERRAL PRIVATE HOSPITALS. All non-COVID-19 referral private hospitals are required to allocate 20 of their hospital bed capacity for COVID-19 positive patients with mild symptoms in accordance with DOH Administrative Order No. 2020-0016-A

Ecija, to the 11 sets of Sangguniang Bayan Member headed by Hon. Rafael George Flauta III, Hon. Recardo Bajade, Hon. Lucrecia Rose Ordinario, Hon. Marlon Difuntorum, Hon. Gregorio Navos, Hon. Jay Gilhoyd Sabio, Hon. June Francis Defante, Hon. Jay Baylon, Hon. Romeo Galgo, Sr. SKMF Arnil M. Trabajada, and IPMR Sultan Rey Dakias, and to all the people behind the success of Farm to Market Road.

The constituents of this Barangay specially the constituents of recipient Sitios are very happy for opening a convenient road for their welfare and for easy accessing basic goods and necessities, for reaching the constituents for the betterment of our society, for accessing them easily and bringing them the programs of the Government so that they will never be left behind.
