If your contractor advises against a permit for below grade repairs , they probably don’t know what they are doing !
This here is a perfect example of Un permitted repair. Not approved water line for city pressure limits , waterline was coiled , as well as no tracer wire run. If previous contractor had pulled permits , these mistakes would have been caught during city inspections .

at Serban foundations we will not perform any below grade repairs or updates without a permit ( in some emergency cases we will begin work with emergency locates to avoid disaster , in this case the disaster was a ruptured line , this Particular material is not meant to be connected to city pressure , as well it was coiled adding extra stress to the material , FURTHER MORE leaving a tri-plex multi family structure ( fully tenanted 3 family’s ) with no water pressure and a flooding basement , thankfully we were able to save the day . We patched in the line for the night , will fully update in the morning , stay tuned to see how we run this new line behind a fully tiled shower without disturbing it 🤟
