Central Luzon Disaster Response Network (CLDRN) is a citizen-based disaster response network in the central plains of Luzon encompassing provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales of Region III and Pangasinan.

ALERT | Fellow environmental defenders and church workers Francisco Dangla III and Joxelle Tiong, more closely known by friends and peers as Eco and Jak, respectively, were reportedly abducted at around 8 PM yesterday, March 24, in Barangay Polo, City of San Carlos, Pangasinan.

Witnesses of the abduction stated that unknown suspects coerced the two activists into an SUV. Prior to their abduction, Eco and Jak also faced red-tagging, surveillance, intimidation, and other forms of harassment.

Eco and Jak are founders of Pangasinan People’s Strike for the Environment. Both are staunch and consistent environment defenders who vocally defended the people and ecosystems of Pangasinan against the harms of coal-fired power plants, nuclear power plants, incinerator plants, and offshore mining in Lingayen Gulf.

Kalikasan PNE vehemently condemns the continuous attacks environmental defenders are facing. This marks the 22nd abduction incident under the Marcos Jr. administration, with a whopping 14 cases involving environmental defenders.

AGAPAY ANGELITE is a network of student volunteers from Holy Angel University (HAU) dedicated to extending help and support to various communities in times of intense crisis. In light of the ongoing onslaught of the Southwest Monsoon (Habagat) flooding several barangays and municipalities in Pampanga, a province currently under state of calamity, AGAPAY ANGELITE has relaunched its Disaster Response and Community Involvement networks.

In collaboration with the Central Luzon Disaster Response Network (CLDRN), the Agapay Angelite is knocking on your generous hearts as we conduct relief operations for our brethren affected by the reeling causes of the super typhoon. SA KABILA NG HAGUPIT, HIHIGIT ANG MALASAKIT.

With more than 232 flooded barangays, 114,340 families, 512,177 individuals, and 3,770 farmers and fishermen affected by the former typhoons and the ongoing onslaught of the Southwest Monsoon (Habagat) in Pampanga, AGAPAY ANGELITE has relaunched its Disaster Response and Community Involvement networks.

Founded in 2020 as a relief operation, Agapay Angelite was established to aid the victims in recovering from the severe flooding they experienced during the onslaught of Typhoon Ulysses. Agapay Angelite sought to collect donations both in-kind and monetary and partnered with the Central Luzon Disaster Response Network to transport and provide assistance kits to the recipients in typhoon-stricken communities in Central Luzon.

The initiative's central tenets—Disaster Response and Community Involvement—have inspired individuals to lay the groundwork for providing a helping hand and a compassionate heart during these difficult times. AGAPAY ANGELITE seeks to extend a helping hand to the underprivileged and communities at large through monetary and in-kind donations and other associated relief activities, with coordinated efforts from Angelite councils, publications, and organizations.

PANGASINAN UNDER and

Super Typhoon and enhanced Southwest Monsoon or caused by Typhoon have caused flooding in the province of Pangasinan. As of 03 August 2023 report from NDRRMC, 297 barangays from 31 municipalities and cities have been flooded, affecting a total of 42, 452 families and 203,410 individuals, and an initial report of PhP 3.87 million damage in agriculture.

The municipalities of Calasiao, Sta. Barbara, Mangatarem, and Binmaley, and the city of Dagupan have declared state of calamity with affected barangays and families as follows:

Dagupan City— 31 barangays – 30,070 families with 116,455 individuals
Calasiao— 23 barangays – 13,264 families with 67,398 individuals
Binmaley— 33 barangays – 19,973 families*
Mangatarem— 67 barangays – 10,891 families with 54,453 individuals
Sta.Barbara— 28 barangays - 4,895 families with 24,477 individuals

Other towns with sizable number of affected barangays and families are:

Urbiztondo — 21 barangays – 2,379 families with 11,893 individuals
Aguilar — 11 barangays – 1,800 families with 7,132 individuals

Pannanabangay Umbaley in cooperation with Central Luzon Disaster Response Network will be conducting relief and rehabilitation operations in the province to help our kabaleyans especially the most affected communities and the most vulnerable sectors —farmers, fisherfolk, and urban poor.

Let’s help Central Luzon!

Successive typhoons Egay, Falcon, and its accompanying southwest monsoon or habagat had caused major flooding in residential areas; triggered landslides and road blockages; destroyed homes, food crops and livelihoods; and interrupted clean water and power supply in the Central Plains of Luzon.

These families need hot meals and food survival packs as they repair their devastated homes, and farm inputs to rebuild destroyed food crops.

Solidarity may come in the form of helping us spread our call for help, organizing and mobilizing networks to raise in-kind and cash support, providing spaces for drop off points, and directly donating in any form to our common endeavors to the accounts below.

Outgoing typhoon and the incoming typhoon are causing devastating effects on the livelihoods, homes, and infrastructures in Central Luzon.

Disaster needs and capacity assessments of Central Luzon Disaster Response Network members in the provinces are in progress.

Incoming initial reports in Guimba, Nueva Ecija as of today, July 29, are as follows:

Brgy. Naglabrahan - nearby river overflowed submerging newly transplanted palay affecting at least 100 families.

Brgy. Casungsong - At least 2 hectares of newly transplanted palay were submerged in floodwater affecting the livelihood of at least 150 families.

Brgy. Sta.Ana - Nearby river overflowed reaching community residences flooding several houses. Rice farms are also submerged in floodwater affecting at least a 100 families.

Nov.5, 2022, matagumpay na naisagawa ng Tulong G**o ang Relief Distribution sa mga pampublikong paaralan na matinding nasalanta ng bagyong . Namahagi ang grupo ng mga g**o ng mga Instructional and Learning Materials sa 18 Schools ng Dingalan at 2 Schools ng Nueva Ecija, umabot sa 400 g**o at kanilang mga mag-aaral ang naabutan ng tulong.

*Ang "Tulong G**o" ay programa ng Alliance of Concerned of Teachers na naglalayong tumulong sa mga g**o at bata tuwing may dumarating na kalamidad tulad ng bagyo, lindol, flash floods at maging ang Pandemic na dulot ng Covid19 sa bansa.

CLDRN had helped 6 community in 4 municipality of Nueva Ecija all in one day, yesterday October 9, 2022, during its Response Program.

Thru the efforts of Bayanihan Alay sa Sambayanan and supported by Tulong Obrero, Sagip Kanayunan, Brigada Kalikasan, Bayanihang Kawani, Tulong Kabataan, and Bayan Muna Partylist, the CLDRN response program were able to serve food support for 800 families or at least 3,500 individuals.

Our region was at the center of the storm and had faced the brunt of Super Typhoon . We are grateful for the immediate support of various organizations that allowed our community partner implementors successful relief operations.

At this point our communities need not only relief but more so, our recovery, and rehabilitation response. We still accept cash and in-kind donations for seeds, farm inputs, and building materials.

Our region was at the center of the storm and had faced the brunt of Super Typhoon . We thank you for the immediate support that allowed our community partner implementors from Project Lampara to deliver the much needed relief to at least 55 families, or around 253 individuals, all residents of 1st Street, Plaridel 2, Barangay Amsic, Angeles City.

The community evacuated pre-emptively, and they were able to prevent and manage damages as parts of Abacan River overflowed into their homes.

We thank the support of all our partner contributors that made possible our effective response in Nueva Ecija, Tarlac, Zambales, Bulacan, and Aurora. These includes Talakad 4.0 AUF CAS, Project Lampara, Pag-asa (People for Accountable Governance and Sustainable Action) and those individuals that contributes directly to CLDRN.

At this point our communities need not only relief bug more so, our recovery, and rehabilitation response.

We thank you for the immediate support that allowed our community partner implementors from Nueva Ecija Community Based Health Program (NECBHP) and Lingap Novo Ecijano to deliver the much needed relief to at least 115 families, all residents of Aduas Sur, Cabanatuan, Nueva Ecija.

We still have more communities in Nueva Ecija, and in Tarlac, Zambales, Bulacan, and Aurora that needs our relief, recovery, and rehabilitation response.
