Hello, I'm Lisa, and I'm running for Portland City Council in District 4.
With 15 years of public service under my belt, including a decade spent facilitating political transitions in challenging regions such as Afghanistan, Syria, Nigeria, and Bosnia, I bring a wealth of experience to the table. Additionally, I've dedicated my efforts locally, working for the City of Portland since 2022 on crucial issues like gun violence prevention and the modernization of our first responder system, ensuring efficient responses tailored to each situation.
I am a firm believer in the charter reforms passed by voters and am committed to ensuring a smooth transition to our new form of government. Living in SW Portland with my family, I am deeply connected to the community and possess the values and expertise necessary to propel District 4 forward.

Yesterday the City of Portland has released the tentatively agreed upon contract with the Portland Police Association. You can find more information at https://www.rethinkportland.com/ppa-contract
I made a promise to Portlanders we were going to do this contract differently. Over the last 3 years, we took community input, provided as much transparency as labor law allowed, hired outside legal counsel with expertise in police union contracts, & now we have real change.
This includes the ability to continue our expansion of Portland Street Response citywide and creating a clear, fair discipline guide to provide accountability for police misconduct.
While no single contract negotiation will bring about all the changes I personally would like to see, I’m proud that my office’s deep engagement led to a better process and outcomes.

Studies show that it doesn't lead to changed behavior or accountability but with police unions trying to control the footage OUR voice is needed in this conversation.

Body worn cameras are a DOJ requirement, and I agree that they will help us improve our system. The next step is the robust policies and procedures that make camera footage an effective tool toward transparency and justice.

We want to show you how PSR works by highlighting our cases, from the initial crisis response from our first responder team all the way through to the follow-up support and referral process with our community health worker team.
Recently, we were called out on a welfare check for a houseless individual in distress. We were able to connect with this person and find out about their needs. We then connected this person with one of PSR’s Community Health Workers (CHW) to help link this individual with services.
The CHW discovered that this person has been houseless for decades but wanted permanent shelter. The CHW worked with the individual to get them screened for housing and they were approved and placed on the waiting list for appropriate housing that includes wrap-around services.
Due to the client’s historical challenges within various institutions/systems, the CHW and client are working together to build the client’s skills to retain their housing; they will also be connected with a resident services coordinator within the housing complex to ensure they have ongoing support.
In the meantime, PSR’s CHW is helping to get the client’s service animal spayed in preparation for moving in, as well as assistance in getting a medical approval note for the service animal. The CHW has also connected the individual with healthcare providers.
This is just one story about how we help people in the field who need support but don’t know how to access assistance.

JUICE is here cultivating lasting solutions that uphold the pillars of:
JUSTICE- We are continuing the work paved by pervious civil rights activists to provide continuous justice for future generations.
UNITY- Bringing people together for a unified goal to bring an end to systemic racism.
INTEGRITY- The value we intend to hold our public leaders and justice system to, we live ourselves.
COMMUNITY- Advancement of a self sufficient community.
EQUALITY- We aim to achieve legal and systemic change addressing all discrimination against POC’s. We believe in creating a just society where people of color are treated with the same rights and opportunities as non people of color.
DEMANDS:
Policing/Jailing- We demand reform in the way we fund, train, and review police. As well as the way we treat, sentence, and hold inmates.
Housing/Property- We demand easier access for black communities to won their own home and property.
Healthcare- We demand quality healthcare that is affordable and comprised of workers who are trained to recognize and eliminate bias in the system
Education- We demand the implementation of black history and culture as well as the expansion of black educators and funded programs into the educational system.
J.U.I.C.E acknowledges we certainly do not include all of the voices of Portland and that our demands, promises and regards do not speak for everyone. We are one element of a larger, inclusive picture of what the people are demanding through peaceful revolution. We are here for the people, by the people.
