TAGUM CITY (April 26, 2023)- In light of the recent series of killings in Tagum City, including the tragic deaths of 18-year-old Nike Andyriana Kasim and Grade 1 pupil Monalisa Pagharion, Davao del Norte Governor Edwin Jubahib on Wednesday is urging the Sangguniang Panlalawigan of Davao del Norte to immediately conduct a thorough and impartial investigation into the recent spate of killings in Tagum City as he expressed
deep concern over the safety and security of the residents here.

β€œI am deeply alarmed and disturbed by the recent spate of senseless killings in Tagum City. The cold-blooded and brutal murders of our fellow Dabaonon, especially young women, have left the entire province in a state of shock and mourning. This blatant disregard for human life is absolutely unacceptable and cannot be tolerated under any circumstances,” Jubahib said.

On Tuesday, the lifeless body of Nike Andyriana Kasim was discovered in Purok Pine Tree, Barangay Magugpo North at around 2 p.m. Kasim was reported missing on Saturday, April 22, 2023. Meanwhile, the police have yet to identify the suspect in the murder of Grade 1 pupil Monalisa Pagharion, whose decomposing body was found in a grassy area in Barangay Apokon last Thursday, April 20, 2023.

"The safety and well-being of our constituents in Tagum City is of utmost importance. I am urging the Sangguniang Panlalawigan led by Vice-Governor De Carlo Uy to promptly investigate these heinous crimes, identify the root causes of this violence, and develop effective solutions to restore peace in the area,” Jubahib said.

Jubahib said the Sangguniang Panlalawigan, as the legislative body of Davao del Norte province, has the authority and responsibility to address this pressing issue.

The governor has also requested the Sangguniang Panlalawigan to collaborate with the Philippine National Police, the Tagum City LGU, and other concerned agencies to ensure a comprehensive and thorough investigation. This collaboration aims to determine any lapses in the peacekeeping efforts and evaluate the effectiveness of the existing law enforcement strategies.

β€œIt is imperative that the Sangguniang Panlalawigan of Davao del Norte takes swift action to address this grave issue. I strongly urge the Sangguniang Panlalawigan to immediately convene and initiate a comprehensive and impartial probe into these killings, in order to identify the perpetrators and hold them accountable for their heinous actions,” Jubahib said.

Jubahib further emphasized the need for community involvement and cooperation in this endeavor. "I encourage the residents of Tagum City to support our efforts by providing relevant information to the authorities and participating in local peace initiatives. Together, we can ensure a safe and secure environment for everyone."

I condemn in the strongest possible terms the brutal and senseless killing of 18-year-old Nike Andy Riana Kassim. Our community has once again been rocked by the brutal and senseless murder of a young woman, 18-year-old Nike Andy Riana Kasim. Her body was found lifeless on April 25, 2023, at Purok Pine Tree, Magugpo North, Tagum City. This tragic incident follows closely the appalling r**e-slay of 9-year-old Monalisa Pagharion.

The barbaric nature of this crime has left us all in a state of shock and despair. I extend my deepest condolences to her family and friends and assure them that justice will be served.

It is deeply troubling to witness the rise of horrific crimes targeting our children and women in Tagum City. These heinous acts, which have recently become all too common, force us to question the safety and security of our citizens, particularly women, in our beloved city.

As the Governor of Davao del Norte, I demand immediate action from our law enforcement agencies to put an end to this vicious cycle of violence. We cannot afford to let fear and uncertainty pervade our community, nor can we let the lives of our citizens be put at risk.

Is Tagum City still safe for women? Is it still safe for the general public? These are the questions we must ask ourselves as we confront these rampant killings. I urge our local government, police force, and citizens to unite and work together to address the root causes of these crimes and to create a safe and secure environment for everyone.

We will spare no effort in ensuring that the perpetrators of these atrocious crimes are brought to justice. I call upon all concerned agencies to act swiftly and decisively, leaving no stone unturned in their investigations. We will not rest until we have ensured the safety and security of every member of our community.

As the Governor of Davao del Norte, I am fully committed to addressing this issue head-on. I call upon our law enforcement agencies, local government units, and the entire community to join forces and eradicate this evil from our midst.

We must be vigilant and proactive, not just in our pursuit of justice for Nike Andy Riana Kassim and Monalisa Pagharion, but also in the prevention of future atrocities. DAVAO DEL NORTEβ€”At least 1, 400 farmers in Santo Tomas, Davao del Norte have benefitted from the fertilizer support program implemented by the Department of Agriculture and Davao del Norte Governor Edwin Jubahib aimed at boosting crop production and their farm income.

On Wednesday, Governor Edwin I. Jubahib, along with the Department of Agriculture's Regional Technical Director Marila Corpuz, and officials from the Municipal Government of Santo Tomas led the distribution of Fertilizer Discount Vouchers (FDV) as a much-needed support to 1,400 farmers as this initiative will greatly benefit local agricultural communities in Santo Tomas town.

"We recognize the vital role that our farmers play in ensuring food security and sustaining our local economy. This fertilizer support program is a testament to our commitment to empowering them and improving their livelihoods,” Jubahib said.

He also added, "By providing fertilizer discount vouchers, we aim to help our farmers maximize their productivity and contribute to the growth of our agricultural sector in Davao del Norte."

The Distribution of Fertilizer Discount Vouchers (FDV) event was held in Santo Tomas town’s municipal covered court, is set to benefit 1,400 farmers who can now avail of these vouchers to purchase fertilizers at discounted rates.

This support comes as a crucial step in the government's ongoing efforts to enhance the agricultural sector and uplift the lives of local farmers. The Jubahib administration has prioritized the implementation of this program to help the farmers in Davao del Norte, recognizing the essential role they play in the region's economy and food security.

The FDV program is expected to have a substantial impact on the productivity of the region's farmers, leading to increased crop yields, better quality produce, and improved livelihoods for the agricultural communities.

I am strongly urging the leadership of the Sangguniang Panlalawigan, specifically the Committee on Good Government, Public Ethics and Accountabilities, to conduct a thorough and unyielding parallel probe into a road accident where (SK) Federation President Emerson Dave Silutan was involved on March 21, 2023.

The said committee is chaired by Board Member Orly A. Amit, with Board Members Janet A. Maboloc, Flopone Royle A. Catalan, and Shirley Belen Aala serving as members.

I cannot emphasize enough the absolute necessity for SK Federation President Emerson Dave Silutan to inhibit himself from the SP-led probe, as he is not only the principal subject of the investigation but also the Vice-Chairperson of the Committee on Good Government, Public Ethics and Accountabilities.

It is of paramount importance to uphold the integrity, impartiality, and transparency of this probe, in order to maintain and reinforce the public's trust in our institutions and officials.

The Sangguniang Panlalawigan bears a significant responsibility in exacting accountability from public officials like SK Federation President Emerson Dave Silutan.

As a representative of the youth sector of Davao del Norte, he must be held to the highest ethical standards and face the consequences of his actions, particularly when they have the potential to tarnish the reputation of our beloved province and the bright future of the youth he represents.

I firmly believe that the Sangguniang Panlalawigan will rise to the challenge and carry out this investigation with unwavering professionalism, leaving no stone unturned.

Our province deserves nothing less than the truth, and we must prioritize transparency, good governance, and accountability to ensure that our people continue to have faith in our leadership and institutions.

I find it crucial to address the unacceptable and callous remarks made by Sangguniang Kabataan (SK) Federation President Emerson Dave Silutan in relation to the road accident on March 21, 2023.

His deafening silence since the tragedy and his ill-conceived comments perpetuate the belief that he is somehow above public scrutiny or infallible.

Mr. Silutan's audacity to deflect responsibility by labeling the news as "misleading" and accusing others of exploiting the incident for political purposes with statements like "sakyan man gud og pulitika ba”— in his now-deleted posts on Twitterβ€”demonstrates a blatant disregard for accountability.

Public officials, particularly those shaping the lives of our youth, must hold themselves to a higher standard. As an elected official and a role model for our youth, he must demonstrate transparency and uphold the moral values expected of him.

The role of an elected official is to uphold accountability, transparency, and public service. Yet, Mr. Silutan's actions exemplify a flagrant disregard for these values, which is utterly unacceptable for someone in his position, particularly as a leader of our youth in the province of Davao del Norte.

I demand that Mr. Silutan immediately reassess his callous statements, acknowledge the harm they have caused, and demonstrate genuine remorse. He must also break his silence, address the public's concerns, and prove that he is not above reproach.

Furthermore, I call upon the Sangguniang Kabataan Federation to maintain the highest standards of integrity, professionalism, and empathy in their service to our young constituents.

Let this be a stark reminder that public service demands an unwavering commitment to the welfare of our people, and as elected officials, our actions and words must always align with the principles and values we have sworn to defend. # # #

Earth Hour is a global environmental initiative led by the World Wildlife Fund (WWF) that seeks to raise awareness about climate change and promote sustainable living practices. This year, Earth Hour will take place tonight, March 25, from 8:30 PM to 9:30 PM.

By simply turning off our lights and electronic devices for one hour, we stand in solidarity with millions of people across the globe who are committed to conserving energy, reducing carbon emissions, and preserving our planet's precious resources.

The Provincial Government of Davao del Norte acknowledges that climate change is an urgent issue that requires the collective effort of every individual, community, and nation.

DAVAO DEL NORTE, Philippines(February 22, 2023) β€”A total of 150 banana growers whose plantations were infected with Fusarium Wilt disease became the first beneficiaries of Governor Kuya Gov. Edwin I. Jubahib KAAGAPAY Corn Program, where they received free corn seeds and fertilizers.

The beneficiaries received two bags of hybrid corn seeds, and free fertilizer during Tuesday’s launching of the KAAGAPAY Corn Program at the VIP Clubhouse, DNSTC, Mankilam, Tagum City. They also received P4,430.00 each from the Department of Labor and Employment (DOLE) under the TUPAD program for displaced or disadvantaged workers.

In his speech, Governor Edwin Jubahib emphasized the importance of helping these farmers who have been struggling with the disease for a long time. "The farmers affected by Panama disease have been asking for our help for a long time. It's our duty to help them, and that's what we're doing with the DavNor KAAGAPAY Corn Program,” he said.

The governor further explained how the program would help farmers earn income through corn production.

Unya ang presyo, naghimo ta’g ceiling price sa farmgate price, dili mobaba sa 17 pesos ang presyo sa mais. So, mao ni nga program nga atong gilunsad nga karong tuiga paningkamotan nako, pinaagi sa tabang sa Asean Hybrid Technical Working Group, sa PAGRO, nga kining tanan affected nga 1000 families matabangan nato tanan for this whole year,” Jubahib said.

Jubahib also highlighted the challenges faced by farmers in controlling the spread of Panama disease. "We've tried to control the spread of Panama disease using various methods. But unfortunately, we still don't have a complete solution to this problem.”

The beneficiaries expressed their gratitude to the Jubahib administration for its efforts to help them recover from the effects of the fusarium wilt disease as the program aims to assist farmers who have suffered losses due to the devastating effects of the Panama disease.

Senior Agriculturist Alphabet G. Gulanes of the Provincial Agriculturist Office said that 50 hectares of farmland would receive support from the Jubahib administration, which includes seed to fertilizer, and up to finding buyers of their harvest.

Meanwhile, Jubahib shared his efforts in controlling and managing the spread of fusarium disease in front of the program's beneficiaries. Despite seeking expert advice from scientists in Israel, South Korea, and China, there is no definitive cure for the disease. To aid the farmers' land cultivation, the governor has provided them with a new backhoe that can be used by the affected banana growers for land preparation.

He then expressed his gratitude to the Department of Labor and Employment (DOLE) for supporting the program through the Tulong Panghanapbuhay Para sa Mga Displaced/Disadvantaged Workers or TUPAD, saying DOLE's support for this program is crucial in helping displaced and disadvantaged workers.

DAVAO DEL NORTE, Philippines (February 23, 2023) β€”No less than Davao del Norte Governor Kuya Gov. Edwin I. Jubahib presented the plans and programs of his administration when he led the first sectoral meeting of the year in Davao del Norte, which brought together various sectors of the society at the DNSTC DavNor Gymnasium in Barangay Mankilam, Tagum City.

The meeting was a platform to discuss the province's progress and development under the Juhabib administration and to identify ways to help the different sectors of society. The 1st Provincial Sectoral Forum was organized by the Provincial Social Welfare and Development (PSWDO) Office of the Provincial Government of Davao del Norte.

At the sectoral forum attended by more than 500 individuals, Jubahib expressed his commitment to helping needy families, ensuring that no Dabaonon will be left behind as his administration pursues inclusive progress and development. He emphasized that his administration's priority is to help families in need and provide them with the necessary support and assistance.

Jubahib vowed that his β€œpro-people” programsβ€”designed to help the citizens of Davao del Norte rise above povertyβ€” would be strengthened to ensure that needy families would be able to access these them, giving equal opportunities and assistance to those who are in need.

𝐏𝐫𝐨-𝐩𝐞𝐨𝐩π₯𝐞 𝐩𝐫𝐨𝐠𝐫𝐚𝐦𝐬

One of the programs is the free hospitalization for Davao del Norte residents in government hospitals in the province. Additionally, funds were allocated for the South Philippine Medical Center and the district hospitals to continue the "zero billing" policy, which includes free medicine. Private hospitals were also supported by the government, with the National Government's aid, to provide financial assistance to those who cannot afford medical expenses.

Jubahib also launched a funeral care budget that helps citizens who cannot afford funeral expenses. This budget includes funeral services and a subsidy for poor families who cannot afford to bury their loved ones.

For the education sector, Jubahib also provided scholarships for those interested in pursuing education, regardless of their academic grades. Also, the program has extended support to students with special needs, sending them to the Davao Medical Center for proper intervention as laid out in his PAGASA NI KUYA GOB Program.

To address the problem of hunger and poverty, the Jubahib administration launched the "Kaagapay" program, which prioritizes families who are struggling with food security. Through this program, 40,000 families are already receiving support in planting crops and raising livestock. The excess products are then bought and sold in the province's market, providing them with a sustainable income source.

Moreover, to address the recurring problem of floods in Davao del Norte, the governor launched the "Oplan Kanal" and the "Desiltation Program." These programs help desilt the canals and waterways, making them broader and deeper, and the results are already apparent, showing reduced cases of flooding.

On the other hand, Jubahib also urged the different sectors to form cooperatives and associations to have additional income sources, emphasizing that the administration will continue to invest in and support the various sectors of society.

The meeting was a great opportunity for the different sectors to come together and discuss ways to work towards a better future for the people of Davao del Norte. DAVAO DEL NORTE, Philippines (February 23, 2023) β€” Davao del Norte Governor Kuya Gov. Edwin I. Jubahib has extended assistance to the families affected by the recent flooding incident in Carmen, Davao del Norte due to heavy downpour caused by localized thunderstorm.

Jubahib immediately dispatched the personnel and responders from the Provincial Disaster Risk Reduction Management Office (PDRRMO) with the province’s three rescue trucks, ambulance and rubber boats to rescue and to provide aid to the affected families.

Citing a report from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Carmen LGU, a total of 2,312 families or 8,121 individuals from nine barangays were affected by the flood.

The affected barangays are Mabuhay, Alejal, New Camiling, Ising, Asuncion, Taba, Mangalcal, Tuganay, and Cebulano. Fortunately, no other LGU was affected by the flood.

To assist the affected families, the Jubabib administration conducted water rationing and provided family tents and hot meals. Portable shelters and a water tank were also provided by the provincial government. The Provincial Social Welfare and Development Office (PSWDO) is also preparing food packs for all the affected families.

A total of 92 families were evacuated to the Carmen’s municipal evacuation center. The governor said he is closely monitoring the situation to ensure the safety and well-being of the affected families, assuring the constituents that it will continue to provide aid and support until the situation is fully resolved.

The local government of Carmen expresses its gratitude to Governor Edwin Jubabib and the PLGU responders for their immediate response and assistance to the affected families. # # #
