On 27th August, 2020, a memento and a Dimasa muffler have been handed over to the bereaved family of Shri. Samichar Hojai in the name of the TET Teachers'Association, Dima Hasao. Shri. Dilip Chetri who is the present Block Secretary of New Sangbar took the responsibility of conveying our condolences in the deceased's honour. I would also like to express my deepest gratitude to our sensible fellow members - Suresh Blon , Laxmana Jidung ,Arun Rongpi and Moumi Hojai who joined Sir Dilip and gave their warm-hearted support. Thanks to each of you and let's give our best wishes to Smt. Alota Haflongbar and her children for courage and happiness in their life ahead.

GOVT. INSTRUCTION ON RTE ACT 2009, NCTE NORMS FOR RECRUITMENT OF ASSTT. TEACHER OF ELEMENTARY LEVEL SCHOOLS

The Govt of Assam instructed the Principal Secretary of KAAC and DHAC to follow all guidelines, rules and proceedures of State Govt. in exist and of RTE Act 2009 and NCTE norms for recruitment of Asstt. Teacher in Elementary Level (LP & UP) Schools.
The instruction was sent to the Principal Secretary of Karbi Anglong Autonomous Council and Dima Hasao Autonomous Council by the Secretary to the Govt. of Assam, Elementary Education Department, Dispur, Guwahati-6 Smt. Bandana Dutta ACS, in a letter No.PMA.325/2014/133 Dated Dispur the 16th Oct’2019.
The letter stated that the Govt. in Elementary Education Department has followed and observed the Rules, Procedures and guidelines for recruitment of all sanctioned vacant posts of Asstt. Teachers in elementary level (LP & UP) as per RTE Act 2009 and NCTE norms.
Therefore, the two Councils are requested to follow all guidelines, rules and proceedures of State Govt. in exist and of RTE Act 2009 and NCTE norms for recruitment of Asstt. Teacher in Elementary Level (LP & UP) Schools.
This was send as ‘Order’ by the Deputy Secretary to the Govt. of Assam, Elementary Education Department.
The new rules and procedures may be noted below :
New Rules In Primary and Elementary Education Department- Online Salary To LP/Me Teachers and New Instructions to Advertise/Recruit against LP and ME Sanctioned Vacant Posts.
The Govt. Of India had passed an act for children named Right of Children to Free and Compulsory Education- “Right to Education Act-2009 (RTE Act-2009) for the age group of 6 to 14 years in the 2009. In the Gazette Notification No. PMA 627/2010/Pt/94: Dated,Dispur the 11th July, 2011 from the Governor it is notified that this act shall be implemented in the Non-sixth schedule and Sixth schedule districts from the day of commencement of the RTE Act 2009. The sub-section 1 of section 23 of the RTE Act 2009 for which the Gazette Notification F.No. 61-03/20/2010/NCTE/(N&S), New Delhi, the 23rd August, 2010 clearly lays down the Minimum Qualification to be a teacher in elementary level. The notification notifies as : -
(i) CLASSES I – V : (a) Senior Secondary (or its equivalent) with at least 50% marks and 2 year Diploma in Elementary Education (by whatever name known) OR
Senior Secondary (or its equivalent) with at least 45% marks and 2 year Diploma in Elementary Education (by whatever name known), in accordance with the NCTE (Recognition Norms and Procedure), Regulations 2002.
OR Senior Secondary (or its equivalent) with at least 50% marks and 4 year Bachelor of Elementary Education (B.El. Ed.)
OR Senior Secondary (or its equivalent) with at least 50% marks and 2 year Diploma in Education (Special Education)
AND
(b) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE for the purpose.
(ii) Classes VI-VIII : (a)Graduate and 2 year Diploma in Elementary Education (by whatever name known) OR Graduate with at least 50% marks and 1 year Bachelor in Education (B.Ed.) OR
Graduate with at least 45% marks and 1 year Bachelor in Education (B.Ed), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard. OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 year Bachelor in Elementary Education (B.El. Ed)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 year BA/B.Sc. Ed or B.A.Ed./B.Sc. Ed. ORB.A./B.Sc. with at least 50% marks and 1 year B.Ed. (Special Education)
AND
(b) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE for the purpose.
In this regard, The TET Teachers’ Association Dima Hasao, stated that the Primary/Elementary Education Department of Dima Hasao district have not implemented the norms of RTE Act 2009 and NCTE guideline during filling up of the Govt. Sanctioned LP/ME Teachers’ vacant posts till date.
Their press note says, “Eventually, we have seen that like all other departments, the salary of LP & ME Teachers’ working against Govt. Sanctioned vacant posts will be facilitated electronically through Online Salary Bill Preparation for an effective financial and recruitment planning process. This has become a new obligation towards the Government of Assam for the concerned department. Meanwhile, the Elementary Education Department of Secretariat, Assam had sent a letter to the N.C.H.A. Council which directs the latter to follow the RTE Act 2009 and NCTE guideline and norms for filling up of Govt. Sanctioned LP/ME teachers’ vacant posts during the recruitment/advertisement.”
“We wish that this legal guideline and norms will be implemented in the district so that the new and educated TET qualified candidates and the working contractual LP & ME TET teachers can get the opportunity to serve the district in better and positive way. Let us aspire for a positive outcome and anticipate patiently as to what the N.C.H.A. Council Authority decides to do regarding the matter” added their statement.
