EXCLUSIVE: A top State Department official has accused Steve Linick, the department’s fired inspector general, of contacting a former colleague, obtaining official documents and returning to his former office -- all in violation of the terms of his administrative leave, Fox News has learned.

In a letter to Linick's attorney, obtained by Fox News, the State Department Under Secretary for Management Brian Bulatao says “in the days before his Congressional testimony, he sent a text message to the Deputy Inspector General, Diana Shaw, requesting a copy of the DOD IG report on the origins of a leak of a draft State OIG report to the media last fall. Without informing her own chain of command, we understand that Ms. Shaw then contacted the DOD Office of Inspector General to request a copy of the report on Mr. Linick’s behalf.”

Bulatao also wrote that “it is not clear what Mr. Linick’s motivation was, but it was inappropriate for him to seek the DOD IG report through the State OIG, given that he was, at the time, on administrative leave pursuant to a decision by the President with a new Acting Inspector General in place."

The official added: "His apparent urgency is all the more unusual given that Mr. Linick had repeatedly refused to share the DOD IG report with anyone in the State Department itself.”

Bulatao also claims Linick “repeatedly returned to his former office without seeking authorization from his Department reporting chain, also contrary to the clear instructions he received.”

An attorney for Linick did not immediately return a request for comment from Fox News.

FIRED STATE DEPARTMENT IG DEFENDS ROLE

President Trump fired Linick May 15 at the request of Secretary of State Mike Pompeo, igniting controversy.

Linick, at the time of his firing, had been investigating the State Department’s $7 billion arms sale to Saudi Arabia, despite congressional objections. Linick also was probing whether Pompeo misused department funds for personal errands such as walking his dog, making dinner reservations and picking up his dry cleaning.

Last week, Linick sat for a congressional interview where Democrats say he told them Bulatao tried to “bully” him as he investigated the State Department.

Linick also defended his work as “impartial” and “without regard to politics” during closed-door testimony on Capitol Hill.

He maintained that “every minute” of his work as inspector general “has been devoted to promoting the efficiency and effectiveness” of the agency and ensuring that taxpayer funds are protected against waste, fraud and abuse.

A handful of Senate Republicans have criticized the administration for failing to provide a reason for firing Linick.

Last week, Sen. Chuck Grassley, according to his office, announced he “is refusing to advance certain nominees until the White House provides adequate reasons for the termination of the Intelligence Community and State Department inspectors general."

For many of us who have spent our lives serving our country in the foreign service, the Trump administration’s shameless bashing of those who came forward to testify about the Ukraine scandal came as a shock. This unprecedented attack on superb career diplomats raised to a frightening new level the White House’s dirty war against the State Department.

I am a victim of this dirty war. After three decades, my career in the senior foreign service — along with so many others — ended abruptly last year. Some colleagues voluntarily left to protest a president who is making a mockery of U.S. international leadership and driving our foreign policy disastrously off the rails. Others could not work for an administration that callously ignores foreign policy professionals. But many of us remained committed to staying and carrying out the work of diplomacy, defending U.S. interests in a dangerous world.

Within the senior ranks, however, we watched our assignment possibilities vanish as the White House left top diplomatic positions vacant and handed out others as rewards to political cronies, campaign donors, and members of President Trump's golf clubs. Senior jobs at the State Department which had typically been filled by career foreign service officers went to blatantly unqualified appointees. Sensitive diplomatic special envoy positions were given to people such as an assistant to Trump’s son-in-law.

I watched the department devise cynical mechanisms for pushing career diplomats out the door, such as assigning us to menial tasks or effectively subjecting us to political loyalty tests.

Bent on marginalizing career diplomats, the Trump administration has embraced more gleefully than any of its predecessors the corrupt practice of auctioning off choice ambassadorships to the highest bidder. So far, 44% of Trump’s ambassadors are political appointees, many whose main qualification is having contributed a large sum to the Trump inauguration.

The current U.S. ambassadors to the U.K., France, Israel, South Africa, and the United Nations are, respectively, two current or former sports team owners, a bankruptcy lawyer, a handbag designer, and the wife of a coal magnate. Few other countries sell top diplomatic positions to wealthy people. Almost every country sends an accomplished career diplomat as ambassador to Washington.

Being a victim of Senior Dept of state Officials doing this to me personally based on the lies of a Mexican National while stationed at the US Consulate in Hermosillo MX 2013-2015. Then lying in sworn statements during the EEOC investigation. Collaborating their sworn affidavits (I have the emails). Violating HIPPA Law by sharing confidential Medical information. Violating the Privacy act by sharing confidential information. This included the CG in Hermosillo Karen Ogle The Consular Chief in Hermosillo Jermome Epping, The Management Consular in Mexico City Marjorie Phillps, The Information Management Officer in Mexico City Fred Armend. The violated the Federal rehab act of 1973 as well. Further, the lying Rocio Rodriquez) Mexican national's friend did the same thing to another American official at her post in 2012.
This corruption in our Federal Government needs to be fixed with a zero-tolerance law which in prisons any federal official who engages in this activity.
I have provided documentation and proof this is going on to the Office of Billy Long back in 2015 when this happened but to date there has been no real investigation and disciplinary action against my abusers. Further, the Dept of State has lied to the Office of Federal Operations. This has been reported to the Dept of State OIG last summer and no one from the OIG has contacted me to get my side of the story.
When I contacted the Office of Billing longs office I was contacted by the Benghazi select committee as I was assigned to Tripoli when the attacks happened but no action has been taken against the corrupt management in the Dept of State

I reported this information to the following State OIG, Office of Special Consul, EEO, Senators Blunt Hawley, Grassley Cruze, Blunt, The House oversight committee. about the people listed below in the Dept of State not one of them has been disciplined or fired even after fabricating testimony during a federal EEO investigation. Dear Senator Hawley
I am writing for your assistance to correct an injustice and to expose corruption and the mistreatment of Department of State employees as well as the dishonesty of senior management at the Consulate in Hermosillo Mexico where I served from 2013-2015.
I am an Honorably Discharged Navy veteran; I have served both domestically and overseas for 12 years in the Department of State as an Information Management Specialist until I retired on disability in 2018. I have held a security clearance throughout my working life.
I was assigned to the US Embassy Tripoli from February 2012 through April 2013 as the Information Systems Office. I worked closely Ambassador Christopher Stevens and with Information Management Officer Sean Smith who were two of the four Americans killed in the Benghazi attack. I was deeply involved in supporting the investigation into their deaths in September 2012, which resulted in me reliving the attack over and over again.
When I completed my tour in Tripoli, I began developing PTSD symptoms during my training for my tour in Hermosillo. I did not understand what was going on at the time and State’s Medical Affairs Bureau did not screen me for PTSD despite my serving at Embassy Tripoli during the horrific attack on our ambassador. I approached my Career development officer to seek to break the assignment to Hermosillo but they would not discuss changing my assignment. The deaths of my ambassador and colleagues were so distressing that I cried in class and had difficulty in focusing during my Spanish language training. My training was terminated, and I was granted a language waiver for the assignment in Hermosillo Mexico.
In Hermosillo, on February 13, 2015, the Consul General Karen Ogle and Jerome Epping counseled me for purportedly excessively talking about personal matters with my locally engaged staff and getting teary eyed. I never talked about personal issues. During that meeting, Ms. Ogle was verbally abusive
Ms. Ogle claimed that she obtained information from an OIG review, four months before. The month before (January 2015), I received , I had received a positive appraisal in my regular counseling session. If my supervisor Jerome Epping, Deputy Consul General, had a concern, it should have been addressed then, and yet, it wasn’t raised at all.
After Ms. Ogle’s verbal abuse in the February 2015 meeting, I became so distressed, I went to Northwest Medical Center Emergency room in Tucson AZ for medical care. I was diagnosed with severe depression, which was documented in my discharge papers. The doctor referred me to a Licensed Clinical Social Worker who specialized in PTSD treatment.
When I returned to Hermosillo, I briefed my supervisor that I would be seeking counseling with the social worker and informed him that I would be making trips to Tucson for follow up treatment. . In the 2015 investigation into my EEOC complaint against Jerome Epping and Karen Ogle for using my disability against me in my evaluation, Mr. Epping claimed I was traveling to AZ for glaucoma treatment.in his sworn statement to the EEOC investigator. . Given Ms. Ogle had counseled me for crying at work, it was clear I was suffering from PTSD and the claims of treatment for glaucoma were inaccurate. I traveled to Tucson AZ to see my LCSW.
On February 20, 2015 I sought medical support from the Regional Psychiatrist in Mexico City. On April 21 2015 He offered to help me be transferred on humanitarian grounds provided my social worker Tucson supported that request.. However, before that transfer could be processed, April 22, 2015 I was medevacked to a hospital in Tucson due to the pressure of the hostile work environment at post. According to a Dr Douglas at the Tucson hospital, I was under-diagnosed by Dr Regal. Dr. Douglas did not provide any additional details.
The Regional Psychiatrist in Mexico City, in violation of HIPPA laws on patient confidentiality, shared my confidential medical information without my consent with Ms. Ogle . Ms. Ogle violation of EEO laws in turn shared that information with my supervisor. The Regional Psychiatrist also told the Human Resource Officer (HRO) (again in violation of HIPPA laws) that my case was mishandled by Consulate Hermosillo management, noting “ This could have been handled a lot better” In a April 22 2015, email, the Regional Psychiatrist sent an email to State Department Medical Affairs Mental Health Office recommending that I not be returned to post after I was released from the Tucson hospital due to the hostile work environment at the Consulate.
In April 20, 2015, I filed an EEOC complaint for discrimination based on disability. During the EEOC investigation, Mr. Epping and Ms. Ogle collaborated to coordinate their testimony which was verified in their emails dated Mon Day, Year. Ms. Ogle. Mr. Epping, and Management Consul Mexico City Marjorie Phillips claimed that I did not inform them that I had PTSD and claimed I in fact did not have PTSD. First, these personnel are not medical professionals and have no business diagnosing subordinates. Second, the Regional Psychiatrist had specifically discussed my condition with Ms. Ogle, who informed Mr. Epping, so it was blatantly false that they were not aware I had PTSD. Moreover, the emails between Ms. Ogle and Mr. Epping in which they coordinated their story, demonstrates their general untrustworthiness and lack of integrity.
Moreover, the Information Management Officer (IMO) stated in his sworn statement that I never asked him for a transfer from Hermosillo, which is patently false. This is documented in an April 17, 2015, email, in which the IMO specifically responded to my request regarding this issue. Further, the EEOC investigator, in a November, 2015, email, coached Ms. Ogle and Mr. Epping on what to write in their statements and advised them to look for behavioral issues to counter medical facts.
Also, in early April 2015, I asked my supervisor in Hermosillo for an extended TDY to Nogales, AZ, so I could begin a treatment protocol for anti-depressants which was recommended by Dr. Regal, in Mexico City. In Nogales AZ, I would have English speaking medical support. Mr. Epping denied that I had made this request in his sworn statement. When I had that conversation with Mr. Epping, my wife was in the hall outside the room and heard the conversation.

Epping and Ogle made multiple false statements in their sworn EEOC statements based on the false claims of my Lead Locally engaged staff member Rocio Rodriguez. She fabricated these claims after her best friend in the consulate was fired over a cyber security infraction. Her friend Teddy Lopez attempted to download a game file on a government computer causing a Computer Incident Response Team alert. I reported this to first supervisor Alice Seddon. A few weeks later the user was discharged. This FSN (Rodriguez) also has a close relationship with her counterpart at the consulate in Tijuana Mexico. This counterpart fabricated a story in 2012 which lead to the involuntary/voluntary removal from the post of my counterpart there after serving successfully five years at the post. (Please see enclosed memo)
Moreover, the EEOC report of investigation is incomplete. . I listed several witnesses who had observed my interaction with the Locally engaged staff who were never contacted by the EEO investigator, including the Regional Security officers in Hermosillo and Nogales, and the Management officer in both posts as well. I supported both posts during my tour.

I was in a PTSD support group in Washington DC 2015- 2016 where I learned that the Department’s failure to provide proper treatment for officers with PTSD is common and that my case is not an isolated incident. I am willing to release any information necessary to right this wrong including my medical records. I am willing to testify under oath in any forum necessary to correct and expose this misconduct. I am willing to take a polygraph test. I have been in Counseling since 2015 and under the care of a doctor due to this incident and I have been hospitalized twice.
Furthermore, I have been in treatment for PTSD since February 2015. I was retired in 2018 on disability for PTSD. I am asking your office to contact the Federal office of Operations to reconsider my case as their Decision is based on bad information my lawyer refers to the sworn statements as inconsistent statements. There Address is Office of Federal Operations P.O Box 77960 Washington DC 20013 I would take this case to Federal court but do not have the money to pay the Lawyer I have had legal bills in excess of 78,000.00 dollars.
