Stuck in the system For thousands of migrants, Hong Kong’s detention system is a nightmare. Exactly what goes on behind the scenes isn’t clear, but repeated accounts have depicted the horrible conditions within and the urgent need for serious reforms to be made to the system.

What would you say to your loved one if you can have only 5 minutes a week? This is a very real question for people in immigration detention.

Detaineess in CIC can only make one 5-min call each week at a designated time.

If their family are lucky enough to pick up their calls, there are still not enough time to communicate for love, for legal concerns, and for sharing important informations about themselves.

"I cannot even call my family when my father died. The officer asked me to wait for my designated call time on next Monday"

"I have no money to buy international call cards. My family has not heard from me for months.... They may think that I am dead."

"How am I suppose to prepare my immigration case with my 5-min call time to get me out of this place?"

"I called my son at my designated time, but he can never pick up the call because he is at school. And there is no way for him to call back."

Remember the mothers in detention who cannot meet their children for months and years. Remember their children too.

We have met more than one cases in CIC:

The mothers are put in arbitrary detention after *finishing* their sentence, the children are put in shelter even if they do have mums.

Free the mothers.
Free the children.

This morning CIC visiting computer is broken, families are waiting outside not knowing when they can visit their loved one on mothers’ day.

[Solitary Confinement for 3 Months]

[3/2022] Voicing against arbitrary detention, detainees in TTG who refused to eat breakfast and lunch are placed in solitary confinement in Stanley Prison for 3 months.

According to International Human Rights Law on Solitary Confinement, being in solitary confinement for continuously 15 days is considered torture and a cruel, inhumane and degrading punishment.

A cic detainee committed su***de and was pronounced dead at the hospital. The 36-year old Chinese woman was waiting for the arrangement to be deported back to mainland China. 【8.2 | 青山灣羈留者絕食逾月 神父絕食聲援】

青山灣入境事務中心(Castle Peak Bay Immigration Centre, CIC) 位於屯門咖啡灣，是本港逾期居留人士的羈留中心。然而自上年12月起，CIC被揭發虐待已被逐印傭作家Yuli Riswati和其他羈留人士，情況至今仍未改善。

6月29日起，多於二十名被羈留人士以絕食抗議入境處在無任何解釋下的無限期羈留，當中有人已絕食逾月。他們被拘留的時間少則兩個月，多則兩年，但入境處至今仍未有向他們和其親屬交代拘留限期，更漠視他們最迫切的醫療需求。

據CIC關注組成員探訪後所述，絕食人士的身體十分虛弱，有人出現頭痛、善忘的症狀；有絕食者要求見醫生卻屢次被拒；有長期病的絕食者更是不獲批准服用隨身藥物。根據羈留者所述，羈留中心不論任何症狀只會提供必理痛，導致得不到適當藥物治療的羈留者最終病情惡化，這與入境處聲稱絕食者身體和情緒大致穩定的說法有所出入。

今日（8月2日）8時開始，人稱「甘仔」的神父Franco Mella在入境事務中心外進行50小時的絕食行動，以聲援絕食的被羈留人士。甘仔神父過去數十年曾多次為爭取社會公義絕食，今年71歲的他笑言「唔洗擔心我身體，其實有時絕食下對身體更好。」身旁放著的是義工和關注組成員提供的食水，不遠處有個小帳篷。

本星期陰雨連綿不斷，甘仔神父撐著兩把雨傘泰若自如坐在原地。談到今朝的聲援，神父為之動容。「我哋係停車場大叫『Free now！Release them now！』，佢地聽到即刻大嗌『Freedom！』，嗰刻不知幾感動。」最後，神父希望自己的絕食能夠為在內的絕食人士帶來希望，讓他們知道自己並不孤單，更希望能夠引起社會大眾的關注。

截止夜晚6點，神父已絕食10小時。

At the same time, CIC Concern Group and detainees’ families and friends also showed a huge banner at Coffee Bay Carpark, which is the only spot where detainees will be able to see outside their barred windows, in order for CIC detainees to see that there are voices in support of their quest for freedom outside the high walls. We will abide by the rules that restrict group gatherings.

CIC Concern Group reinstates that it is basic human rights for anyone, regardless of their identity, nationality and ethnicity, to have access to adequate medical care and personal liberties. The group will continue to pay close attention to the development of the situations, visit hunger striking CIC detainees, and let the public know about their unfair detention situations. We urge the public to pay close attention to the conditions of ‘black jail’-like detention in the CIC, demand the Immigration Department to release indefinitely detained persons, and end various inhumane treatments in the CIC.

While we still have our liberties, let’s fight for the others’ freedom and care about the basic rights that everyone deserves.

【甘浩望展開絕食　聲援 CIC 羈留人士】

被外界稱為「黑獄」的青山灣入境事務中心（下稱CIC），6 月 29 日起有廿多名羈留人士開始絕食，抗議無限期羈留，至今仍有 14 人繼續絕食。「甘仔」甘浩望神父將由今日（2日）開始進行 50 小時絕食行動聲援他們，CIC 關注組要求入境處停止無限期關柙。

今早 8 時許一陣大雨過後， CIC 關注組成員及絕食者親友，到中心對面的停車場，該處是面對著羈留者囚室，趁他們要離房到活動室前，拉開展示數十餘呎長、黑底白紙寫上「FREEDOM NOW」的橫額，大力揮舞雨傘及衫，高叫「Freedom now! Release them now! We can hear you!」。

羈留者聽到後，紛紛在窗口大叫和高呼「Freedom!」回應，又從鐵窗揮舞 tee 裇及白毛巾，叫聲此起彼落逾半小時。

甘浩望神父表示，十多位 CIC 絕食者仍堅持未有放棄，所以周五決定進行絕食以示聲援，並引起公眾關注，他認為政府不能 CIC 的情況坐視不理。

關注組成員阿魚表示，行動是為了讓絕食者和羈留人士知道，外界有人關注支持，希望分擔他們被無限期羈留的痛苦，即使入境處或不作理會，也會繼續聲援他們，「他們何時能放也不知，至少與他們行一段路，直至他們獲得自由」。

青山灣中心的前身，是設於域多利監獄的羈留中心，其後 CIC 於 2005年中啟用，首五年由懲教署代為暫管，至 2010 年 4 月入境事務處正式接手管理，主要羈留需要被遣返人士。 羈留者均在等候離港或被批「行街紙」，但等候時間由數天至數年不等。

關注組指，CIC 於 2000、2006、2008、2009、2017及2018年，均有羈留人士發起絕食行動，不過當時不為公眾所知，今次始於 6 月 29 日的絕食，是 CIC 絕食行動首次有關注團體發起聲援，14 位羈留人士主要為印度裔及巴基斯坦裔，他們絕食期間有飲用水及奶茶。
