Rebel fighters affiliated with ISIL (ISIS) have killed at least 38 people in an overnight attack on a village in eastern Democratic Republic of Congo (DRC), officials and a civil society leader in the region have said.
The armed men used guns and machetes to attack residents of villages in Beni territory, in North Kivu province, overnight on Friday, local official Fabien Kakule said.

Debt restructuring agreement will stabilise exchange rate- ZACCI

THE Zambia Chamber of Commerce and Industry (ZACCI) president Anthony Kabaghe says the debt restructuring deal will stabilise the exchange rate.
And Kabaghe says to ensure the long-term stability of the exchange rate and sustained economic growth, the government should priotise transitioning the nation into an export-oriented country.
In a statement by ZACCI Secretariat, Kabaghe said debt restructuring agreement has fostered confidence in the market, and will cultivate a culture of predictability, and enable planned investment strategies, ultimately leading to economic growth.
He said the restructuring of the Eurobond will provide crucial debt
relief, with approximately $840 million in claims being foregone, and offering approximately US$2.5 billion in cash flow relief through reduced debt servicing payments during the IMF Programme period.
And Kabaghe says the agreement will also improve the country's credit ratings on the international
financial markets, making it easier and more affordable for Zambia to access external financing in the future.
He says with the reduced debt servicing obligations, the Zambian government can allocate more resources to social sectors like education, healthcare, and social welfare, leading to improved living standards and quality of life for its citizens.

The Anti-Corruption Commission (ACC) in Chirundu has arrested Mathews Mashapi, Director of Works at Kalomo District Council for corruption involving k 41,350 and a Toyota Hilux.
In a statement, ACC Head- Corporate Communication Timothy Moono says Mathews Mashapi has been charged with one count of corrupt practices by Public Officer.
Mr. Moono says Mashapi whilst acting in the capacity of Director of Works at Kalomo District Council did receive a Toyota Hilux as a reward in order to facilitate payment of k41,350, of the contract sum from the Constituency Development Funds to Techimiya Commercials before the Equipment had reached Walvis in Namibia as per agreement.
"Mr. Mathews Mashapi, aged 49, of High cost, Chirundu town council in Chirundu District has been charged with one count of corrupt practices by Public Officer contrary to Section 19(1) as read with Section 41 of the Anti-Corruption Act No. 3 of 2012 of the Laws of Zambia," Moono said.
"Details are that Mr. Mashapi, on dates unknown but between 1st January 2013 and 30th December 2013 at Kalomo in the Kalomo District of the Southern Province of the Republic of Zambia, being a Public Officer, namely Director of Works at Kalomo District Council did receive a Toyota Hilux as reward in order to facilitate payment of k41,350, this reward is part of the second installment of 25% of the contract sum from the Constituency Development Funds to Techimiya Commercials before the Equipment had reached Walvis in Namibia as per agreement."
Mr. Mashapi has since been released on bond.

GOVERNMENT HANDS OVER KASEBA WATER TREATMENT PLANT
Minister of Water Development and Sanitation Mike Mposha has handed over the rehabilitated Kaseba Water Treatment Plant to residents in Kafue District.
Mr Mposha said the rehabilitation works which were done at a cost of 11.7 million Kwacha, have addressed the challenges that prevented the Plants optimal operation due to aging infrastructure and frequent pump failures.
He explained that the works on the network replaced heavily corroded portions where the Lusaka Water Supply and Sanitation Company was losing huge volumes of water.
Speaking at the handover ceremony in Kafue District, the Minister said the development is a step forward in ensuring access to clean and safe water for all citizens.
Mr Mposha stated that the completion of rehabilitation works at Kaseba water treatment plant intake is part of a broader government-sponsored efforts to strengthen water supply infrastructure in Kafue District.
โThe funding of these works is a testament of our dedication as government to improving the lives of our citizens which aligns well with our commitment to achieving the sustainable development goals, Zambiaโs Vision 2030 and the Eighth National Development Plan,โ Mr Mposha indicated.
He implored the residents to support the functioning of the water plant by making timely payments for water bills to assure sustainability.

INCREASED HUMAN-WILDLIFE CONFLICT WORRIES GOVT
GOVERNMENT has expressed concern over the increased reports of human-wildlife conflict as it affects the lives of people and food security.
The Minister of Tourism Rodney Sikumba says the human-wildlife conflicts are more prevalent in communities that live near protected areas and game management areas.
Sikumba has disclosed during a media briefing that currently the number of human lives that have been lost this year due to human-animal conflict stands at 10.
He stated that human-wildlife conflict has continued to be a major challenge affecting the wildlife conservation efforts.
The Minister attributed increased cases of human-wildlife conflict to population growth, bushfires, poor agriculture practices and significant reduction of prey in game management areas.
He disclosed that in the second quarter Zambia recorded 4,206 human wildlife conflict reports.
He cited Muchinga, Eastern, Lower-Zambezi, Southern, Western and Kafue region as areas with most reports of human-wildlife incidences.
Sikumba indicated that most of the human-wildlife animal conflicts were caused by elephants, buffaloes, hippopotamus, crocodiles and bush pigs.

DEC arrests Tanzanian national for trafficking 2.312 kilogrammes of co***ne
"The Drug Enforcement Commission (DEC) in Lusaka has arrested a Tanzanian national for trafficking co***ne which he had concealed in his body through swallowing".
Jacob Mzinga aged 49 has been apprehended for Trafficking and Importation of Narcotic Drugs Contrary to Act No. 35 of 2021 of the Laws of Zambia.
Mzinga was intercepted by DEC officers at Kenneth Kaunda International Airport on arrival from Brazil. He has so far discharged 104 pellets of co***ne with a total weight of 2.312 kilogrammes but the process is still ongoing.
"The pattern we are seeing is that drugs are coming from South America transiting through Zambia to Southern and Eastern Africa. We want to assure the public that as a Commission we are able to detect drugs in whichever form they are concealed as can be demonstrated by this seizure".
