No person shall be appointed as Jail Non-Officer Rank of the BJMP unless he/she possesses the following minimum qualifications:

✅A citizen of the Republic of the Philippines;
✅A person of good moral character;
✅Must have passed the psychiatric/psychological, drug and physical tests for the ✅purpose of determining his/her physical and mental health;
✅Must possess a baccalaureate degree from a recognized institution of learning;
✅Must possess appropriate eligibility (Second Level eligibilities: CSE-Professional, ✅RA 1080, and Penology Officer Examination, etc);
✅Must not have been dishonorably discharged or dismissed for cause from previous employment;
✅Must not have been convicted by final judgment of an offense or crime involving moral turpitude;
✅Must be at least one meter and fifty-seven centimeters (1.57 m.) in height for male, and one meter and fifty-two centimeters (1.52 m.) for female (as per Republic Act 11549 or the PNP, BFP, BJMP, and BuCor Height Equality Act);
✅Must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his/her height, age and s*x.; and
✅Must not be less than 21 years old and not more than 30 years old at the time of appointment to BJMP Service.

CRIMES AND CRIMINALS

CRIME - refers to an act committed or ommitted in violation of public law.

CLASSIFICATION OF CRIMES

1. FELONY - An act or omission punishable by law which is committed by means of dolo (deceit) or culpa (fault) and punishable under the revised penal code (PRC).

2. OFFENSE - An act or omission in violation of a special law.

3. INFRACTION - An act or omission in violation of a city or municipal ordinance.

A). ATTEMPTED - The crime is attempted when the offender commences the commission of the felony directly or over acts and does not perform all the acts of ex*****on which should produce the felony by rea*on of some cause or accident other than this own spontaneous desistance.

B). FRUSTRATED - When the offender performs all the acts of ex*****on which would produce the felony as a consequence but which nevertheless do not produce it by rea*on of causes independent of the will of the perpetrator.

C). CONSUMATED - When all the elements necessary for its accomplishment and ex*****on are present.

A). SIMPLE CRIME - Is a single act constituting only one offense

B). COMPLEX CRIME - single act constituting two or more grave felonies or an is a necessary means for committing the other.

TWO (2) KINDS OF COMPLEX CRIME

1. COMPOUND CRIME (DELITO COMPUESTO)

2. COMPLEX CRIME PROPER (DELITO COMPEJO)

A). GRAVE FELONIES - Are those to which the law attaches the capital punishment or penalties which in any of their period are afflictive.

B). LOSS GRAVE FELONIES - Are those which the law punishes with penalties which in their maximum period are correctional.

C). LIGHT FELONIES - Are Infraction of laws for the commission of which the penalty of arrest menor or a fine not exceeding 200 pesos or both is provided.

A). CRIMES MALA IN SE - Are acts that are inherently evil. Examples: murder, robbery etc.

B). CRIMES MALA PROHIBITA - Are acts which are prohibited only because there are laws forbidding such acts. Examples: illegal possession of fi****ms, traffic violations etc.

CRIMINOLOGICAL CLASSIFICATIONS OF CRIME

1. ACQUISITIVE CRIME - If the offender acquired or gained something by committing the crime. Examples: robbery, estafa, bribery etc.

2. DESTRUCTIVE CRIME - If the crime resulted in destruction damage or even death. Examples: arson, murder and homicide, damage to property etc.

1. SEASONAL CRIMES - Are crimes that happen only during a particular sea*on or period of the year. Examples: violation of election law, tax law violations etc.

2. SITUATIONAL CRIMES - Are crimes committed when the situation is conducive to the commission of the crime and there is an opportunity to commit it. examples: pick pocketing, theft etc.

1. INSTANT CRIMES - Are those crimes that can be committed in a very short time. Example: Theft

2. EPISOIDAL CRIMES - Are crimes committed through sense of act or episodes and in much longer time. Examples: serious illegal detention

1. STATIC CRIMES - Are committed only in one place. Examples: theft and robbery

2. CONTINUING CRIMES - Are crimes that take place in more than one place. Examples: theft and roberry

1. RATIONAL CRIMES - When the offender is capable of knowing what he is doing and understanding the consequences of his actions.

2. IRRATIONAL CRIMES - When the offender suffers from any form of mental disorders insanity or abnormality thus the offender doesn't know what he is doing.

1. WHITE COLLAR CRIMES - Crimes committed by those persons belonging to the upper socio economic status or in the course of his occupational activities.

2. BLUE COLLAR CRIMES - Are those crimes committed by ordinary criminals as a means of livelihood.

CRIMINAL - In the criminological sense a person is already considered a criminal the moment he committed a crime.

CLASSIFICATION OF CRIMINALS

ACUTE CRIMINAL - Is a person who committed crime as a result of reacting to a situation or during a moment of anger or burst of feeling.

CHRONIC CRIMINAL - Is one who committed a crime with intent or deliberated thinking.

1. NEUROTIC CRIMINAL - Is one who has mental disorder
2. NORMAL CRIMINAL - A person who commits crimes because he looks up to idolizes people who are criminals.

1. ORDINARY CRIMINAL - A criminal who engages in crimes which do not require specialized or technical skill.

2. ORGANIZED CRIMINAL - Is one who possesses some skills and know how which enable him tocommit crimes and evade detection.

3. PROFESSIONAL CRIMINAL - A highly skilled criminals which are engaged in a large scale criminal activities ad usually operate in groups.

1. PROFESSIONAL CRIMINAL - A criminal who earns his living through criminal activities.

2. SITUATIONAL CRIMINAL - A person who got involved in criminal act because the situation presented itself.

3. HABITUAL CRIMINAL - One who repeatedly commits criminal act for different rea*ons.

4. ACCIDENTAL CRIMINAL - A person who accidentally violated the law due to some circumstances.

Ending Ridge = end point/ abrupt ending.
Bifurcation = splits, divides, branches into two.
Enclosure/ Lake Ridge = meets to form the original ridge. (bifurcating ridge that converge at certain point)
Divergence = spreading or two separate ridges.
Convergence = meeting of two separate ridges.
Recurve = curves back

Typelines = basic boundaries of fingerprint pattern.
Pattern Area = area surrounded by the typelines.

Appendage = short ridge found on TOP of the recurve.
Bar = (short or long ridge ) found INSIDE the recurve.
Obstruction ridge = (Short HORIZONTAL ridge) found inside the innermost recurving ridge that spoiled the inner flow towards the center of the pattern.
Uptrust = Horinzontal ridge that makes a sufficient raise at the center.
Incipient ridge = so thin or very fine ridge which is not included as a ridge count.

Delta= outer terminus, found in front of TYPELINES.
(requires Wide Space)
Two or more which conforms = the one nearest the core (YES)
Core = Inner Terminus , Found inside the recurve.
(approximate center of a fingerprint patterns usually found in L & W)

Plain Arch (A) = enter from one side and flow to the other side).
Tented Arch (T) = uptrust, angle & Incomplete loop).
Radial Loop (LH \, RH /) towards the thumb.
Ulnar Loop (LH /, RH \) towards the little finger.
Plain whorl (W) touch the circuiting ridge.
Central P.L.W. (c) Does not touch the Circuiting ridge.
Double loop Whorl (D) It has two Loop formations. (YES)
Accidental Whorl (X) combination except with plain Arch.

Rolled Impression = taken Individually (THUMB – towards the body) (All Except Thumb = Away from the body). ( Ten Fingerprints of whom? -Suspect)
Plain Impression = taken simultaneously. (serves as guide or reference)
Smudge = made by sliding motion.
Fragmentary = Partial Prints.
Chance Prints = left unconsciously or accidentally.
Latent Prints = left or usually found at the scene of the Crime.
VISIBLE = made from blood, dust and dirt etc.
