New laws permitting the use of marine geoengineering and climate modification programs in Australia

A new bill amending Australia’s Environment Protection (Sea Dumping) Act 1981, has been referred to the federal Environment Legislation Committee for inquiry and report by 27 July 2023.
The Bill will allow Australian companies to “export carbon dioxide streams for the purpose of carbon sequestration in sub-seabed geological formations” – also known as carbon capture and storage (CCS).
The bill also introduces a legal framework for marine geoengineering and climate modification projects to be conducted under a new permit system that the Environment Minister, Tanya Plibersek, said will:
“ensure that legitimate scientific research institutions and other organisations will be able to conduct marine geoengineering research with legal certainty…”
Over the past few years in Australia, consortiums of research institutions and companies have been running numerous trials aimed at modifying the ocean’s temperature and its capacity to absorb CO2 using Ocean Fertilisation (OF) techniques.
OF involves dumping everything from iron to fertilisers into the ocean to stimulate the growth of phytoplankton that will then die and sink to the seafloor, thus ‘sequestering’ carbon in the deep sea.
In 2021, the WhaleX Project dumped 300 litres of fertiliser into the ocean off Sydney, and announced their intention of dumping another 2000 litres in a follow-up trial last year.
That’s right. They’re now pouring fertilisers directly into the ocean to save it.
Of course the consortium behind the trials is calling their ‘nutrient’ ‘fake Whale poo’ but in the fine print you’ll find its base material is ammonia – the same based used in all the major nitrogen fertilisers used by farmers.
Then there’s the Solar Radiation Management (SRM) work being carried out by a team of geoengineers on the Great Barrier Reef (GBR).
The team run open ocean trials using a technique known as Marine Cloud Brightening (MCB), which artificially generates increased cloud cover to reflect sunlight back into space to lower the ocean temperature and prevent coral bleaching.
That’s the theory at any rate.
The team claims MCB can reduce incoming solar radiation over the GBR by about 6.5 % – this would require 800 to 1,000 machines, each with about 3,000 nozzles to generate particles for cloud brightening.
As climate scientist, Silvia Ribeiro, said:
“Their spin about helping coral reefs is totally unproven and the data they may gather is minimal, but the story they’re telling is that there is a technofix for climate change.”
These are just two of the many geoengineering projects currently being run in Australia.
All come with enormous risks and uncertainties – including threats to the marine food web, oxygen depletion, harmful toxin-producing algal blooms and transboundary climate disruption, including floods and droughts.
