Pls share widely. THIS SO TRUE. The hospitals treating moderate to severe cases are our LAST LINE OF DEFENSE against SARS-COV. The FIRST LINE OF DEFENSE IS IN THE COMMUNITY in effective quarantine.

TL/DR: We NEED THE HELP OF THE PRIVATE, NON-HEALTHCARE SECTOR

Thank you to everyone who has been supporting the frontlines with donations, messages of encouragement, and prayers. It is much appreciated and we could not do this without you. A lot of non-healthcare people message me every day to ask how they can help the healthcare workers. But please also know that if we are pouring resources into the hospitals, WE ARE FIGHTING ON A LOSING BATTLEFRONT. The healthcare system is ALREADY overwhelmed now with CoViD patients, as you can see from the statements of major hospitals. More patients are pouring in on top of the existing ones. The best way to help the hospitals is to STEM THE TIDE OF NEW PEOPLE GETTING SICK and needing medical attention. The hospitals should be the last resort. WE CANNOT WIN THE BATTLE IN THE HOSPITALS. It should be fought on the streets, where you guys are.

We need serious, no-joke QUARANTINE, in separate, dedicated facilities that are MANAGED according to recommendations (14 days, PUMs vs PUIs etc) and ENFORCED. There have to be no exceptions and no excuses, rich or poor. No visitors. No nonsense of needing to bring in their own beddings and TV and other comforts. The people there have to be FED so they don't have to go out to eat. Their basic needs should be taken care of and they should be prepared to have only that. It should come at no cost to the people being quarantined, but they should have no choice. I know this is not easy, but it IS simple. It has to be simple, or else it will not work.

If you fit the criteria, in you go, period. You get out when you are allowed out. Everything will be provided to you.

It will not be easy. It will take forces bigger than I can bring together to accomplish. It will take significant funds and coordination. It will not be easy. But consider the gain... We have all heard about the 14 days. We have heard about flattening the curve. If we can make sure that NOT A SINGLE PERSON gets infected for a period of 2 weeks, then we are left only with the people who already have the virus.

In that span of 2 weeks, 80% of those people will recover on their own IN QUARANTINE FACILITIES for those that are mildly sick, monitored by a skeleton nursing staff. They can take Paracetamol on their own, and drink the lots of water that is provided to them. Then they will get well in 2 weeks.

20% of the people who are elderly, or have Diabetes, or Asthma, or Cancer, and a few who don't have any of those will get very sick. We will care for them in the hospital. Of those people we care for in the hospital, some of them unfortunately will die. But most of them will recover. All of that will happen in the 2 weeks that no one new gets infected. Everyone who got the virus will either recover, or die. And WE WILL BE DONE WITH THIS NIGHTMARE. Of course we can't expect zero new infections. But we can cut that figure drastically to a level that can be handled in quarantine facilities and hospitals.

It will not be easy. But I see a lot of people move a lot of resources everyday to accomplish so much. I see a lot of idle resources. I see a lot of leaders in the community. The healthcare sector is up to its eyeballs coordinating and organizing to treat patients. We cannot do this also. It is not even something we are experienced at doing. I don't know how to do it. But I know it has to be done. If we do not get this done, we have everything to lose. Just look at Italy. That could be us in a couple of weeks.

We appreciate all the help you send us in the hospitals. Often the food you send is all we have to eat. The PPE you send protect us as supplies run low. We could not continue to work without it. We will continue to stand our ground and do our best to hold the fort and save the ones we can. But we cannot win this battle. We need YOU guys out there to win it. We need heroes who will organize accommodations, prepare food, do laundry, provide transportation to and from... things that some of you do on large scales every day. If you guys do not win the battle out on the streets, we can never win the battle in the hospitals. Hospitals should not be the frontline of this fight. They are actually the last.”

Negros Occidental: A Province Divided? A Call to Action

Our provincial borders have been closed to land, air, and sea traffic against Covid 19. This is a prudent, and wise decision by our provincial leaders to prevent, minimize or contain the spread of this deadly virus.

Today, March 19, 2020 Bacolod, Sipalay, Moises Padilla, Victorias, and others have declared their own versions of Community Quarantine.

They have their reasons and I am sure that they have good Intentions.

The road to hell is paved with good Intentions. If this trend continuous we will self-destroy as a province.

We are a family. The province is the father, Bacolod, the capital City is the mother and the other towns and cities are the children.

Our economy is intertwined just as the kitchen provides the food for the family, we cannot separate the rice from the pork, separate the salt from the fish or the vegetables from the sugar. The parochial approaches of each town and city by delaying the free flow of goods and services thru its poorly prepared quarantine systems are doing just that. Our provincial borders are locked down, the enemy now is within.

Enemy # 1. COVID 19 Virus. Stop its spread. The best option for now is to stay at home. So as in a home, family members are staying in their own rooms and practicing social distancing. Good. Then the family will have to eat. Somebody will have to do the marketing. He/she goes out to the market, wearing face mask, is stopped by a check point, stays there for a few hours, is subjected to a thermal scanner, delayed again due to malfunctions, eventually he reaches the market. A long line of people is in line, due to social distancing. Waits again and when he's turn comes up sees that most goods are out of stock due to panic buying and hoarding. Waits again. Prays. He is getting hungry. Learns that the food deliveries are held up in the checkpoints. Waits again. The merchandisers are gone. There are very few items displayed. Again, they are held up in the checkpoints. He is feeling weak. Looks for a transport to bring him for consultation. Nothing. No rides. Walks back going home. Again delayed because of checkpoints. Meets other walkers. A farmer tells him that his pigs, poultry, needs feeds but he cannot get pass the checkpoints because it is not considered essential. Another tells him you are better off because I am supposed to deliver my pigs and poultry but they died waiting in the checkpoints. Another tells him I am supposed to buy medicines but... I am worried that I cannot go to work today n since it's no work no pay... And more litany of questions are discussed. Where are the answers? He reaches home and everyone is hungry. We do not want our family hungry. We do not want our province hungry. We do not want each town and city having their own fiefdoms, their own versions of lockdown, affecting the free flow of goods and services, the livelihood, the economy. When our survival is threatened, chaos comes. Our provincial borders are closed. Let us make it easier for one another by becoming part of the solution. We will survive or fall as a province

Enemy # 2. OURSELVES

A family united stands. A family divided falls. This is a time to help one another. Open up our resources to one another. We can do this even while doing our own ways to prevent the spread of Covid 19. Keep people at home, observe social distancing. Covid 19 is like a fire that needs fuel to burn. The fuel for this virus is people. The less people are contaminated the less fuel. We stop the virus by starving it of fuel. Yet people are still out in the streets. We need effective communications to instill a sense of discipline in our communities. Each sector of our society must be mobilized. A fully defined set of responsibilities, for the barangay, town/cities s/province, with corresponding authority and accountabilities must be proclaimed. Schools, religious groups, associations, CSO'sm NGO's etc. should be given participation in decision making, implementation and feed backing. A wholistic approach inclusive of the responses to our health, economic, political and peace and order must be prepared and practiced.

Do not stop our Economy. The free flow of goods and services must be unimpeded. Another day of work another day of food on the table. As long as our livelihood continuous there is hope. Our lifeblood is our island economy. Food, feeds, water, sugar, medicines our daily necessities must be present, available, affordable and accessible in as many places as possible

Use community quarantine wisely. Let households, plant camote, petchay, radish lettuce, pepper, any plant, anywhere. In your gates, roof, sidewalk, backyard, Use any containers available, bottles, old shoes, containers etc. Use chicken manure that you can get from poultry growers, mixed with 1/3 rice hull and another 3rd soil. Seed packs must be distributed by our LGUs for those that can afford buy seeds. Raise your own food chickens, ducks, swine, quails, turkey anything, where applicable for your family. This crisis is for the long term. We are just witnessing the 1st wave. We do not know how long this will last.

Last week, Bishop Gerry Alminaza of the Diocese of San Carlos, accompanied by clean energy and environmental advocates, met with DENR Secretary Roy Cimatu to discuss the urgency of heightening the Department's ambitions on the quality of air that Filipinos get to breathe.

Bishop Alminaza handed to the DENR head a letter signed by thirteen bishops from dioceses all over the Philippines raising their concern.

The letter read, "we call your attention to a matter which harms the very breath of life of many Filipinos: the dominion of poisonous coal, and the inadequate protective measures that enabled this."

"In coal-affected communities all over the Philippines, and in crowded cities regularly clouded by haze, children of future generations have yet to be born. They need not breathe the same deadly air as their parents and grandparents were forced to...Coal and other polluting industries have no place in a country that truly seeks to protect its people and environment."
