The government provides effective mechanisms to reintegrate individuals who have fallen victim to drug abuse or drug dependence through sustainable programs of treatment and rehabilitation.

DDB issued Regulation No. 4, Series of 2016 which sets the Guidelines on Voluntarily Surrender of Drug Users and Dependents and Monitoring Mechanism of Barangay Anti-Drug Abuse Campaigns, otherwise known as Oplan Sagip, to establish clear protocols in dealing with drug users who voluntarily surrender. This underscores the assessment, intervention, and monitoring mechanisms, ensuring compliance with pertinent drug laws and promote recovery through rehabilitation.

The Philippine government recognizes the importance of providing a safe venue for educating out-of-school youth (OSY) and street children about the ill-effects of substance abuse.

Section 46, Article IV of Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, mandates the establishment of a Special Drug Education Center (SDEC) in each province. The guidelines governing the operationalization of SDECs are outlined in Dangerous Drugs Board Regulation No.1, Series of 2003.

The SDEC serves as a community-based facility that promotes preventive and developmental services for OSY and street children, helping them in coping with the challenges of adolescence, particularly their vulnerability to drug and substance abuse.

On May 2nd of this year, the Department of Social Welfare and Development - Social Technology Bureau partnered with the DDB in conducting the Design Thinking and Planning Workshop for the Development of the Model of Interventions for Special Drug Education Center (SDEC) Clients.

The PNP continues to monitor the condition of the lady victim after the rescue operation. The suspect, actor Kit Thompson, has been arrested at inihahanda na po ang mga ebidensya for possible filing of charges.

We do not condone any act of violence, especially against women. As we celebrate the Women’s Month, we couldn’t stress enough the inherent role of the PNP to protect the rights of every woman in society.

We vow to conduct a full, fair and transparent investigation.
