Why was Estancia promoted to a second-class municipality?
According to Wikipedia, Estancia, or the Municipality of Estancia, is a 2nd class municipality in the Philippines' province of Iloilo. Estancia, built by Rodrigo, a wealthy Spaniard who married a local woman. The word "estancia" means "stay" in Spanish.
Apart from that, do you know who was responsible for putting the resolution to recognize Estancia as a second-class municipality into effect?
