Effecting payment of Shs 200m to each MP for the purchase of personal cars at this time when the country badly needs resources to buy vaccines to save lives of the population from the COVID 19 pandemic puts to doubt the PAYER'S appreciation of prioritization; and is a calculated temptation on moral standing of the MPs.

True, the money was budgeted and not solicited for. But logically, no crime is committed if such payment is postponed so that available funds are used to purchase the urgently needed vaccines, drugs and medical equipment.

The timing of the payment without regard to the sensitivity of the prevailing situation was bound to trigger public outcry. I believe this is a set up by the payer to portray the MPs as selfish and insensitive to the public plight.
Can the motive of blackmailing the MPs be ruled out?

Swearing in, and academic requirement for election to the local council. During the recently concluded local council elections, contestant's qualifications were not tagged on any academic qualifications. As such, anyone with the ability to convince the electorate to vote them into power was free to stand for any local council position. Therefore, is there a reason to mock the illiterate councillors for their inability to take oaths in English? If this sounds degrading then in the alternative, there is a need to either revise the law and set academic requirements for local council contestants or allow them to comfortably take oath and also legislate in their respective local languages. Otherwise, it remains a big joke to insist on using English when it's not a precondition for election. In the contemporary world, shying away from use of English casts doubt on how illerates will supervise literate technical officers and how they will comprehended various policy and program documents that are written in English? After years of UPE and USE; and with the steady rise in literacy levels, there is no excuse for non utilization of those graduates.

*they don't know the core reason as to why they are in parliament according to article 69 of the constitution of Uganda.
