Conduct of Public Consultation on the Draft Memorandum Circular titled “Organization, Structure, and Operation of Cooperative Development Councils (CDCs)”

On August 25, 2021 (Wednesday) from 9:00AM to 5:00PM, via the Zoom platform, the Authority will be conducting a public consultation on the draft memorandum circular titled “Organization, Structure, and Operation of Cooperative Development Councils”.

Relative to this, we are inviting the chairperson or authorized representative of all active and existing cooperative development councils, RCOs, SAOs, and cooperatives to attend and participate in the consultation.

Kindly submit your comments, suggestions, and recommendations on or before August 20, 2021 to the Cooperative Research, Information, and Training Division (CRITD) through email address [email protected]

The Authority will be conducting a public consultation on the
proposed Memorandum Circular titled “Guidelines on the Classification of the Status of Cooperatives” on August 12, 2021.

Relative to this, we are inviting the Chairman/General Manager/authorized representative of your cooperative to attend the said consultation.

Also, we would like to solicit your comments, suggestions and
recommendations on the herein attached draft memorandum circular in order for the Authority to come up with appropriate and applicable regulation. Kindly follow the link for the article with the attached template.

ADVISORY

All cooperatives who have scheduled their general assembly meetings during the period covered by the current ECQ/MECQ declaration of the National Government, or where their respective local government units prohibit mass gatherings, may cancel or postpone the same by following the herein below guidelines:

A. For Cancellation

1. Submit via e-mail to your respective CDA regional offices, on or before August 31, 2021, the following:

a) Letter signed by the Chairperson and/or the Chief Executive Officer/General Manager of the cooperative, together with a notarized board resolution, informing the Authority of its decision to cancel the conduct of its annual GA meeting, and stating therein the reason(s) for the cancellation;

b) Proof of due notice to its members about the cancellation of its GA meeting, stating therein the reason(s) thereof.

2. The incumbent officers shall serve on a hold-over capacity, notwithstanding any provisions in the by-laws to the contrary, until the conduct of the next regular GA meeting and election of officers.

B. For Postponement and Re-scheduling

1. Submit via e-mail to your respective CDA regional offices, on or before August 31, 2021, the following:

a) Letter signed by the Chairperson and/or the Chief Executive Officer/General Manager of the cooperative, together with a notarized board resolution, informing the Authority of its decision to postpone and reschedule the conduct of its annual GA meeting due to the restrictions imposed by the Government and stating therein the new date of GA meeting which shall not be later than September 30, 2021;

b) Proof of prohibition imposed by the local government units, if applicable.

c) Proof of due notice to its members on the postponement and rescheduling of its GA meeting, stating therein the reason(s) thereof.
