We'll consider the short run a time frame less than one year. Our investment strategies are based around long-term steady growth and with that being said it would not make sense to tie up your money in an investment when you see yourself needing that money soon.
If you were saving for a house and planned to buy in the next year, you would be better off holding cash in a savings account than investing in the market. If the market takes a dip, you now need to sell at a loss to go ahead and make the purchase and now have less money than you started with.
For money needed in the short-run keep it safe so you know it's there when you need it!
