Campaign for rural sanitation has been completed across nation with many villagers joining. The political mileage has been taken during subsequent elections. Now needed is sustenance of the scheme while people willing to maintain, but fall short of water and funds. Acceptance was the key now needs management interventions in the villages to sustain it. Lack of water, management and fund would make 'Swachh Bharat Mission' waste...time make the ODF ++ click with real time models.

Nature has effects on its horizons. Humans needed to explore, appreciate and learn from its vast extent. The digital era now proves nature to be more photogenic than to be explored. We are constrained by dominance of technology over our basic Instinct. Urban and regional landscapes need study of changes made by humans and its explusion of natural beings. Law of natural selection is altered and surprises of nature is misunderstood. Keep learning by discoveries and exploration.

This time it rained well in all regions in India. Country on face of water crisis were provided with plenty by nature. Flooded cities have enough water but for how long only time will decide. We might not captured all water that was provided by rainfall. In fact the damage to infrastructure is more for cities to recover. The extreme weather is problem for global cities ecosystem. Unpredicted events created challenge for cities. How we are preparing communities or what they should be doing to overcome the losses?

Internal security has been considered as major threat by govt. There is visible decline in conflict assumed with neighbours when we are not in talking terms. Cities have brought in attemtion when our home minister in Delhi assumes and acknowledges the larger role played by intellectual individuals. These people now termed as 'Urban Naxals' who are supporting and propogating about rights of backward communities and tribes who are having armed conflict with central forces in central India. With exception very few would support violence to bring rights. Article in support of such groups by city dwelkers are seriously probed and even persons have to face the law. The cities are hotspot of idea exchange and views expressed in opposition to govt actions must be o n forums. Social conflict and action by communities have moved out from forested areas to cities. Right to Information, livelihood, food and shelter when becomes out of reach to some communities and field researchers often express their opinion so as to fight for justice as enshrined in constitution. Rural mass have low political voice and similarly small cities have getting lesser attention. Showcasing of some works by NITI Aayog about some distircts are good but it has slow in addressing problem of central India.

We have shifted to more central approach in our planning where state is lesser involved in welfare or related policy. There is gap in understanding and dependence on central ministries, leaving crumbling democratic setup in development related decision making. People with some capacity to express themselves are apprehensive about being branded as Urban Naxals. How do we address the issues concerning people that needs to be brought to main stream other than whatever good work govt., is doing today?

India needs planning for vast regions than just mega cities. We must share national plan for longer duration. Last five years planning in India seems to have taken over by consultants and project managers. Cities have been made to target smart but had lost control of path it's going to adopt. District planning and state planning is taken over by central planning at PMO. How long we are going to absorb learning from NITI Aayog that's it's flip flop with shorter version? Policy making and time lines are not clear. Can we suggest or list policies cleared by GOI? Policy must find space at the state and districts levels. Programs and schemes are fiscal in nature and for short term. Some resource management is required for medium and long term. When we can realise serious business..all policies are viewed and remarked online. Real policy making requires federal discussion among stakeholders.

In 2003, we (Green Eminent) had initiated Nagrik Paryavaran Raksha Yojna for awareness and collective action for Environment and Civic Issues. I thinking to revive shortly by adding Climate issues. Any suggestion for community action plan for water and environment is welcome.
