Nujoma: I’ve seen honourable members walking due to pension fund withdrawals”

“I’VE seen honourable members and former honourable members walking, catching taxis.

“Even two weeks ago, I saw one walking towards our building because that honourable member does not have the benefit of a pension or stable income.

“We’ve seen it in the area of civil service as well, especially nurses and teachers. That money spent will never come back, hence the principle of preservation.”

These are the sentiments of the Chief Executive Officer of the Government Institutions Pension Fund (GIPF), David Nujoma, who met with the Parliamentary Standing Committee on Public Accounts and Economy.

Nujoma briefed the committee on the incoming Financial Institutions and Markets Act (Act No. 2 of 2021) draft bill which proposes members of retirement funds preserve at least 75% of their minimum individual reserve (fund credit) until at least the prescribed early retirement age as set out in the specific fund rules.

The draft bill is set to replace the 1956 pension fund act.

Nujoma in the heated meeting was confronted by committee members on the dealings of the pension fund on how its monies are spent, as well as certain regulations which allow the GIPF to take over the pension funds of retirees who are single and do not have children that could be chosen as beneficiaries of the funds.

“It’s a debate that is still raging on. I would like to sketch a scenario of our experiences both at the GIPF and the Members of Parliament fund. There are some members who have elected to resign before they could retire and cash out irrespective of high tax penalties.

“We have seen most of these members come back in plus-minus 18 months, asking ‘are you sure there is nothing left because I finished it all’. There are cases where we have cashed out a million to a single member. Those zeroes look a lot, however, as fast as it comes in is as fast as it goes out. As leaders we have to make unpopular decisions for the good in the long term,” Nujoma stated.

The CEO was confronted with questions from Member of Parliament Celeste Becker, who stated that if a person does not have beneficiaries, the GIPF keeps the money.

“The Constitution protects pension funds. What you are doing is unconstitutional practice. You are touching the pension funds of people without their permission and keeping it to yourselves. I’m hoping that the fund can break its silence on this issue, and say this is a wrong practice,” Becker said.

In response, Nujoma admitted that in the fund’s arsenal of services, this may perhaps be its weak link. He however shared that the fund makes careful calculations to strike a balance and bring about equity to all its members.

Nujoma further noted that the final decision on whether or not to institute the pension preservation fund will be made by the Minister of Finance after public consultations.

Justice Minister Yvonne Dausab will host a public and stakeholder meeting on Monday on the possibility of establishing a national s*x offenders register.
A s*x offenders register is a list of persons who have been convicted of certain s*xual offenses. It is considered to be a tool in arresting s*xual violence by limiting access that offenders may have to vulnerable persons and potential victims.
The consultations were initiated after the ministry received several requests demanding the establishment of a national s*x offenders register.
The Minister will be the keynote speaker and will lead the discussion with stakeholders including civil society organisations, public and government institutions to come up with a solution that adds to the existing Namibian framework for the protection of vulnerable persons.

SADC announces launch of the Annual Scholarship to all active tertiary school-going learners from the SADC region and encourages learners to participate in the competition.

In 2019, the SADC Secretariat commissioned a Consultancy to enable the development and finalization of a Mechanism that designed to facilitate the recognition of and honour the Founders of SADC for their contribution to the estabishment of SADC and subsequent pursuance of a solid regional integration agenda. The Mechanism in Honour of the Founders of SADC was approved by Summit in August 2020.

The aim of the Mechanism in honour of SADC Founders is to increase the level of SADC citizens’ awareness on the history of the liberation of Southern Africa, cooperation and regional integration, as well as to recognize the contribution by Founders of SADC to the SADC. The SADC Founders include, Presidents Julius Nyerere of Tanzania, Kenneth Kaunda of Zambia, King Sobhuza II of Eswatini, Seretse Khama of Botswana, António Agostinho Neto of Angola, Robert Gabriel Mugabe of Zimbabwe, Samora Machel of Mozambique, Dr Kamuzu Banda of Malawi and King Moshoeshoe II of Lesotho.

Consequently, the SADC Secretariat will award annual scholarships for the years 2022 and 2023 to full-time taught Masters, Doctoral, Postdoctoral Studies or Research to promote research on the roles played by the SADC Founders. The research scholarship is available to post-graduate researchers in any discipline (who hold a master’s degree as a minimum) who are planning to pursue research or further studies at doctoral or post-doctoral level.
