H.E John Dramani Mahama Writes

I had the pleasure of meeting with representatives of our Teacher Unions at the NAGRAT head office in Accra. We had a healthy policy dialogue in preparation for finalising our (NDC) manifesto. Here are some key points I shared during the meeting:

1. I emphasised the importance of conducting an educational reform in my first 100 days in office and the integral role of teachers in national policy reforms.

2. My administration will focus on adopting ‘first language’ as a medium of instruction from KG to Basic 3 and training more teachers in major local languages to facilitate teaching and learning at the basic levels.

3. To encourage reading at the basic level, we plan to build more libraries and resume providing reading and textbooks for all basic schools.

4. Timely disbursement of the capitation grant to education directorates and schools will be a priority, as well as removing the capping and collateralisation of the GETFUND and resuming the free sanitary pad distribution policy.

5. I will prioritise the revival of abandoned TVET and E-blocks in our education infrastructure drive to decongest schools and improve the quality of education.

6. We also plan to review and improve the implementation of the Free SHS policy, resolve its associated challenges, and mainstream TVET and STEM in all secondary schools.

These are just a few highlights from the productive dialogue we had. I look forward to further collaboration with teacher unions and other stakeholders to develop effective policies for the education sector.

Together, we can build a better and more inclusive education system for our children and the future of our nation. Thank you to all the teacher unions who participated and shared their valuable insights.

*JOHN MAHAMA VINDICATED AGAIN AND AGAIN ON COCOBOD-INCOMPETENT NPP WILL COLLAPSE IT*
01/04/24

By: *Godwin Ako Gunn*

Today is the first day of April, and i hope Cocobod will tell us that buying keyboards for the ipads of board members at the cost of 4,500 cedis each is just an "April fool thing". Ghana has never been bruised and looted this way before.

I recall His excellency John Mahama made a call on Cocobod to remunerate cocoa farmers adequately prior to opening the 2023/24 cocoa season, giving the high international price of $3600. As usual, the NPP’s communicators and their appointees at Cocobod spinned yet another propaganda targeted at the experience former president. In the light of this Cocobod sponsored a rebuttal publication in the daily graphic on 15th September 2023 titled “open letter to former President John Dramani Mahama” where they attempted to discredit the former president with unsubstantiated claim to blame “forward sales” and other price projections which turned out to be false anyway. Apart from the genuine concern of the welfare of farmers, the former president John Mahama’s call also hinged on the foreseeable smuggling of cocoa to neighbouring countries due to lower cocoa prices being offered to Ghanaian farmers.

I also recall NDC’s national communication officer, Sammy Gyamfi, battling out the NPP’s falsehoods and the twisting of fact being churned out by Cocobod officials during the period. He mounted a spirited defence of John Mahama’s warnings, among other things that the low farmer prices were likely to affect the morale of farmers give out their lands for galamsey operators and accept higher prices from smugglers. Today, the very same galamsey and smuggling are being blamed from Ghana’s historic low cocoa output. In fact, reputable industry players are estimating the quantity of cocoa smuggled out of Ghana as 180,000 to 250,000 metric tonnes. For the current world market price of $10,000 per tonne, this means Ghana has potentially lost $1.8 billion to $2.5 billion dollars to smuggling. CAN YOU IMAGINE WHAT THAT MONEY CAN DO FOR GHANA? Please help me put that question to the Afuffo- Addo / Bawumia government.

This is not even my main focus but the foresight under the tenure of former President Mahama and how Cocobod took steps to cure the problems associated with the cocoa forward sales system which the NPP regime has been quick to blame for all the ills of the industry. I dare say the NPP has exaggerated the problems of their failed forward sales to cover their incompetence without proposing any alternatives. The NDC, on the other hand, foresaw the likely problems the Cocobod could face in times when cocoa prices could rise so high after all the cocoa has been sold earlier through forward sales. That is what the Cocobod is faced with today.

WHAT DID THE EXPERTS DO UNDER MAHAMA?
The Board of Directors approved a pilot program of sales system where Cocobod can undertake forward sales and to use the proceeds of the sale for the usual syndication or to determine the producer price at the start of the season, being the two most important reasons for the forward sale system. However, the novel sale system being developed is built into it a component that would give Cocobod the opportunity to continue to maintain interest in the price of the cocoa already sold and be paid additional monies for price increases up until the time that cocoa has been shipped. In this sale system, Cocobod would be well positioned to take advantage of the increase in cocoa prices even after they have concluded the forward sales and have no cocoa to sell. For example, if Cocobod had sold cocoa at $3600 per tonne sometime in September 2023 for shipment in March 2024, by now Cocobod would be able to cream off the additional price increase of over $6400 per tonne as additional revenue to the state ($10,000 - $3,600). For example, if Cocobod commits 50,000 metric tonnes of cocoa to the new sales program, it is likely to accrue $320 million in additional revenue. In essence, Cocobod may have sold all of its cocoa at this point but would still be able to benefit from the huge historical price of $10,000 being quoted now. I understand this idea was hailed and published in other places.
However, I was heartbroken to hear that the very expert who brought up the idea was targeted and hounded out as soon as NPP took over power for daring to think outside the box. It took a suit in the High Court to rule in his favour for constructive termination without justification. What does it provide Ghana when its experts are hounded out of the country for square pegs to fit into the round holes they leave behind?

The next NDC government would scout the best Ghanaian brains available to turn things around in the shortest possible time. Otherwise, Cocobod would soon crumble under our very eyes. The next NDC government would not only describe problems or blame others like the Akuffo-Addo / Bawumia government but would be one that would find solutions and at the same time punish wrongdoers. With the next NDC government, Cocobod would be back to its former glories. Let’s keep hope alive better days ahead.

‘ONE STUDENT, ONE TABLET’ TURNED INTO TABLETS FOR ONLY SOME STUDENTS

The NDC Minority in Parliament, once again, is compelled to expose President Akufo-Addo and Vice-President Bawumia for trying to deceive Ghanaians, that they have fulfilled a campaign promise to provide tablets to ALL Ghanaian students.

Clearly, they have failed, because they have only provided tablets to less than a quarter of the population of Ghanaian students. This is obviously a cheap attempt to hoodwink unsuspecting Ghanaians into voting for Bawumia in the general elections, this year.

1. It is important to state, that the NDC is not against the provision of tablets to students to enhance their learning experience. In the NDC's 2020 Peoples’ manifesto, on page 70, under ‘7.2: Providing Globally Competitive And Quality Education,’ it is stated in 7.2.3(k) that the NDC will; "Provide students and teachers with free tablets loaded with relevant content to facilitate teaching and learning."

2. The failed Akufo-Addo/Bawumia-led NPP in its 2020 manifesto on page 57, under Education (promise123): Improve ICT facilities and curriculum on ICT, notes that “Curriculum approved and rolled out,” stating further that "Discussions are ongoing for distribution of tablets to JHS and SHS students."

3. Note, that per data from the Ghana Education Service presented to Parliament during the 2024 budget process, the total number of students in our public Senior High School (SHS) was given as 1,331,219 (1.3 million), while the total number of students in public Junior High Schools (JHS) stood at 1,448,896 (1.4 million). This brings the total number of students in our Senior and Junior High Schools to 2,780,115. What the NPP manifesto promised, was tablets for ALL students; which means tablets for 2,780,115 students in Ghana.

4. After seven long years (and still counting) of failing to fulfill this promise, and now with only nine months to go to general elections, the failed Akufo-Addo/ Bawumia-led government has, through GETFUND, procured only 450,000 tablets for a total of 2,780,115 students. It is worth noting, that no provision has been made either in the 2024 budget, or the recently passed 2024 GETFUND formula to procure additional tablets.

5. This means, that a whopping 2,330,115 students in both SHS and JHS will not receive the tablets. With the 450,000 tablets being given to only SHS students, it means the remaining 881,219 SHS students will not have some; and no JHS student will have one.

6. Again, it is worth noting that the Akufo-Addo/ Bawumia government has failed to tell Parliament and the people of Ghana the unit cost of the 450,000 tablets procured through GETFUND. This is clearly a government that has no regard for transparency and accountability. Even worse, it has no policy to guide the method of distribution and use of the tablets.

7. Given, that government has not procured enough tablets to ensure that at least all SHS students get access to these tablets, what criteria will be used to decide and select which students in which schools are to receive these tablets?

8. Now that the government has failed to produce enough tablets to enable every SHS and JHS student get a tablet as promised, should government decide to pilot the one student one laptop programme, how will the schools be selected?

9. At this juncture, we are cautioning the government not to select schools based on partisan political considerations, where schools in districts with NPP MPs are selected and districts with non-NPP MPs left out.

We call on Ghanaians to hold the Akufo-Addo/ Bawumia-led NPP government accountable for failing to fulfil the promise of providing ALL students in SHS and JHS with tablets, despite receiving the most revenue in the history of Ghana. With the quantum of revenue this government has been lucky to have at its disposal, from 2017 to present, it's such a shame that it could only procure 450,000 tablets when we have 1,331,219 (1.3 million) students in SHS and 1,448,896 (1.4 million) in JHS.

Obviously, the government has once again failed to fulfill its promise to the people. Ghanaians, as usual, can be trusted to see through the razzmatazz attached to the launching of the programme and recognize it as an election campaign gimmick.

EXPOSING ASENSO BOAKYE’S LIES ABOUT THE KUMASI INTERNATIONAL AIRPORT REDEVELOPMENT

21/03/2024

I have just sighted a video excerpt of an interview between ace broadcaster, Bola Ray of Star FM and the Minister for Roads and Highways, Hon. Asenso Boakye (attached hereto).

In the said video, the Minister for Roads who doubles as the Member of Parliament for the Bantama Constituency, is seen struggling to mention just five (5) major achievements of the ruling NPP in their stronghold, the Ashanti region.

After much fumbling, the visibly confused and nervous Minister stated among other things that, “the Kumasi Airport is now an international airport” and that this is the achievement of the ruling NPP government.

This claim by Asenso Boakye is palpably false and a desperate attempt to appropriate the legacy of the Nation Builder, H.E John Dramani Mahama. It is therefore important to set the records straight so that the unsuspecting public are not misled.

1. For the records, the Kumasi International Airport Redevelopment is a three (3) phased project started by President John Dramani Mahama.

2. Phase 1 of the project was completed in the year 2014 at a cost of $USD29 million with the construction of a new 1,981 meter runway, modern Instrument Landing Systems and the provision of Auronuatical Ground Lighting, to make night flights possible. See: MyJoyOnlinehttps://www.myjoyonline.com › ma...Mahama, Asantehene commission refurbished Kumasi Airport

3. Consequently, the Kumasi Airport became an International Airport, albeit to a moderate extent, after the completion of Phase one (1) of the Kumasi International Airport Redevelopment project in the year 2014. As a matter of fact, President John Mahama flew from Vienna, Austria to Kumasi in the Presidential jet for a meeting with the Otumfour in 2015.

4. On 2nd November 2016, President Mahama secured and had Parliament approve €66.35 million($77.977 million) from Banco Santander S.A of Spain for the Phase two (2) of the project, comprising a modern one (1) million passenger a year capacity Terminal building with three Airbridges, multiple service facilities and the extension of the runway to 2,300 meters to accommodate larger aircrafts.

5. Indeed, President Mahama cut the sod for Phase two (2) of the project on 5th December, 2016, by which time the contractor was already on site. See: Graphic Onlinehttps://www.graphic.com.gh › newsPrez Mahama cuts tape for 2nd phase of Ksi Airport

6. In April 2019, President Akufo-Addo found and had Parliament approve € 58.9 million(69.6 million) from Deutsche Bank AG, London Branch, for Phase 3 of the project whose scope of works include the expansion of the terminal building, access roads, car park and a new fire station.

7. It is therefore an indisputable fact, that Phase 1 and 2 of the Kumasi International Airport Redevelopment project are the legacies of the Nation-Builder, H.E John Dramani Mahama.

8. For emphasis, the Kumasi Airport became somewhat an international airport after the completion of phase 1 of the redevelopment project, (the core component of the project) in the year 2014, under the erstwhile NDC/Mahama government.

9. Phases 2 and 3 are being done concurrently because according to the contractor, it would save the nation $4 million. Both phases are yet to be completed and operationalized. Therefore, it cannot be the case that the Kumasi Airport was made an international airport by the ruling NPP as claimed by Asenso Boakye in the attached video.

Asenso Boakye ought to know these basic facts and save himself from further embarrassment. The fact that he struggled to mention a single major completed project of the ruling NPP in the Ashanti region, is testament to the fact that the Akufo-Addo/Bawumia/NPP government, that he is a part of, has failed the good people of their electoral world bank, the Ashanti Region. The NPP and the likes of Asenso Boakye must bow down their heads in shame for monumentally failing and taking for granted the good people of the Ashanti Region.

The desperate attempt by the NPP to plagiarize and steal the achievements of the Nation-Builder, H.E John Dramani Mahama, will not be tolerated. Notice is hereby served.

*Do not be deceived by the Electoral Commission and the Chief of Army Staff, Major General Onwona*

The EC insists mere laptops were stolen from their custody. yesterday, I posted right here about stolen registration kits NOT BVDs, find link below for confirmation:

https://www.facebook.com/share/p/q5oKZPwnGVNJY9YD/?mibextid=oFDknk

Besides tell the EC that the highly specialised laptops are voter registration kits and not mere laptops for KG1 kids to play with.

Because those stolen voter registration kits remain a danger to our Electoral process including the possibility of cyber attacks, we call for an unbiased investigation/inquiry into the IT Department of the Electoral Commission.

In addition, instead of Maj. Gen. Onwona, The Chief of Army Staff apologizing to Ghanaians for the killing of eight (8) Ghanaians during the 2020 presidential and parliamentary elections and the invasion of the august Chamber of Parliament on January 06, 2021, he is re-empgasising what they intend to use the military to do in the 2024 elections.

Maj. Gen. Onwona must understand that the non-performing NPP government has lost the trust of the military except a few.

He must also appreciate that with lost of trust, unlawful orders will be disobeyed on December 07!

He must further appreciate that NDC will win in all the military barracks.

Find below and attached what security personnel CAN NOT do during elections as captured in our freshly preppared Polling Agents Training Manual.

Security Officers MUST NOT:

 Take part in the actual administration of the elections,

 Check the ID cards of the voters,

 Take part in the counting of the votes,

 Harass or intimidate any candidate, agent or voter,

 Assist any person to vote or tell any voter who to vote for, or

 Do anything that would suggest that they favour a particular party or candidate

The Electoral Commission's Voters Registration Kits (that were stolen) and ongoing recruitment of Returning Officers
----------------------------------------------------------------

Thanks to our unimpeachable and patriotic sources, the NDC MPs in Parliament confirmed yesterday that some Voters Registration kits of the Electoral Commission were stolen.

Prior to yesterday's parliamentary engagement with the EC, this news was nonexistent to the Ghanaian voter and to the media.

We thank our patriotic unimpeachable sources for their continuous support in ensuring we work towards a free, fair and transparent elections while saving the EC from itself from NPP's illicit infiltration and influence.

But, the stolen EC Voters Registration kits is not the only burning issue.

We also have information (which may be denied by the EC) that NPP submitted a list of NPP's preferred Returning Officers and Deputy Returning Officers that the EC must recruit.

We are further informed that the NPP's list of preferred names constitutes the bulk of the applicants the EC shortlisted for the interviews, which will start this week.

Whereas not everyone at the EC and its top echelons are aware and are involved/complicit in this sabotage of Ghana's democracy to favour NPP, we urge SOME members of the Commission and the EC staff to resist this dubious temptation which at the appropriate time (soon) will embarass the once reputable Electoral Commission of Ghana and some of its members.

On the back of the confirmed stolen Voters Registration kits ahead of the May 7 voters registration exercise, let me add that a thorough investigation 🔎 is needed immediately to determine the extent of compromise of the EC's IT system and Department.

We shall continue to prepare even as we watch the EC and all actors with eagle eyes.
