Congratulations Dr. Catherine Layon-Miral on your Appointment as Director III of the Department of Health!
The Provincial Government of Northern Samar takes pride in the achievement of Dr. Catherine Layon-Miral, a Career Executive Service Eligible (CESE) and dedicated health practitioner in the province, as she embarks on a bigger role as implementor and advocate of health programs for people beyond Northern Samar.
Dr. Miral, who has served the Provincial Government as Provincial Health Officer I, brings with her 19 years of committed service to the province. She holds a Master's Degree in Public Health from the University of New South Wales in Australia which she has excellently completed under an Australian Development Scholarship.
She has made remarkable contributions to the province’s health sector, notably as the main proponent of the PGNS Medical Scholarship and Nursing Scholarship Programs and a key contributor to the local health investment plans, operational and other health development plans of the Provincial Government. Her dedication has significantly uplifted and advanced the health services in Northern Samar.
Governor Edwin Ongchuan and the entire PGNS family wishes you all the best in this new chapter of your career and success in your bigger mission for the Filipino people!
On November 1, 2024, JCI Catarman Cocoking proudly brought forth “Undas Help” at the Catarman Public Cemetery. This meaningful project was created to honor and remember our dearly departed loved ones a tradition that speaks to the bonds of love that transcend both time and place.
As Catarmananons visited the resting places of their family and friends, JCI Catarman Cocoking offered small yet heartfelt tokens of care. Free water was provided to refresh those who spent their day in quiet reflection. Free blood pressure checks were made available to ensure that each visitor was supported, body and spirit. And, with a touch of sweetness, free candies were given to bring a gentle smile, a reminder of life’s simple joys, even in moments of remembrance.
The act of remembering those we have lost is more than a tradition it is a profound expression of love, gratitude, and connection. It reminds us that while our loved ones may no longer be physically with us, their lives and legacies continue to shape who we are. At JCI, we believe in the spirit of active citizenship, and through “Undas Help,” we sought to serve our community while embodying the values of compassion, love, and respect.
In coming together to honor our past, we not only strengthened our shared humanity but also renewed our commitment to building a kinder, more thoughtful future one small act of kindness at a time.

JCI Catarman Cocoking received the Prestigious JCl GAVEL AWARD as a recognition of their commendable performance in JCIPEA during the Closing Plenary Assembly of JCI Philippines last October 19, 2024 held at SMX Convention Center Clark,Pampanga.
JCI Philippines 2024 National President Atty.Mark Peter Quilaneta, together with Area Vice President- Area 4 Atty. Ralph Martin Yu, National Director for JCIPEA Florence King Erlano and National Secretary General Hannah Chloe Cano awarded the Gavel to Gene Frank Santiago Saises 2024 LO President of JCI Catarman Cocoking.
This GAVEL is only awarded to the local organization who submitted reports that are equivalent to 100 points.
Elated with the recognition, the members of local organization are motivated to be better in the next JCIPEA reporting.
