The difference between the prioritized product backlog and the product backlog is that the former has been ordered in terms of priority ie business value, risk, dependencies, or technical feasibility. The latter is just a list of all the requirements expressed as user stories but is yet to be ordered.
The product owner is accountable for ensuring that the product backlog is prioritized and ordered. The whole team is responsible and all contribute to the backlog grooming process throughout the life of the project.
