7th Annual Taranding to be Held July 1-5, 2024.
The Office of the Municipal Agricultural Service (OMAS) Of the Local Government Unit of San Julian, Eastern Samar will be holding the Annual Taranding on July 1-5, 2024 at the Community Fish Landing Center (CFLC), Brgy. 03 Poblacion, San Julian, Eastern Samar, with the theme: "Taranding han mga Produkto ngan Pagkaurusa, Burunyog nga Pitad ngadto han Pag-ursa".
Now on its 7th year, the Taranding will showcase local agri-fishery products, processed foods and handicrafts, and the recognition of achievers from different categories. Some agri-fishery related competitions will also be conducted.
To qualify for the different activities, individual farmer-participants must be registered with the Registry System for the Basic Sectors in Agriculture (RSBSA), while the fisherfolks must be registered with the Fisherfolk Registry System (Fish-R), as of January 31, 2023. Participating associations must be duly accredited or recognized by the Sangguniang Bayan of San Julian as of December 31, 2022.
Interested participants may contact our Taranding Focal Person, Agriculturist Paulino B. Camartin Jr., or to our Agricultural Extension Workers assigned to your barangay.

As per Municipal Ordinance No. 10 Series of 2017 approved on June 5, 2017 mandates for the establishment of Town "Taranding". This annual activity is hosted by the Municipal Agriculture Office (OMAS) of San Julian, a week-long farmer festival held every month of July.
The event holds different competitions for farmers and fisherfolks.

𝐏𝐇 𝐦𝐞𝐜𝐡𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐥𝐞𝐯𝐞𝐥 𝐢𝐧𝐜𝐫𝐞𝐚𝐬𝐞𝐬 𝐭𝐨 𝟐.𝟔𝟕𝟗𝐡𝐩/𝐡𝐚—𝐏𝐇𝐢𝐥𝐌𝐞𝐜𝐡
The farm mechanization level in the Philippines is now at 2.679 horsepower per hectare (hp/ha), a marked increase from the 2.31 hp/ha pegged in 2013, the Philippine Center for Postharvest Development and Mechanization (PHilMech) said on Friday.
“The increase in the country’s farm mechanization level can be attributed to the impact of the Rice Competitiveness Enhancement Fund (RCEF)-Mechanization Program that is now in its fifth year of implementation. And we commend the farmers’ cooperatives and associations as well as the local government units who have cooperated in successfully implementing the RCEF-Mechanization program,” said PHilMech Director IV Dr. Dionisio G. Alvindia.
The RCEF-Mechanization Program was made possible through the RA 11203 which is principally authored by Sen. Cynthia A. Villar. This program runs from 2019 to 2024.
He added that one of the core functions of PHilMech is to provide a continuous assessment of the postharvest and agricultural mechanization status of the county.
“Ultimately, addressing postharvest issues and pushing mechanization still form the core of farm modernization in the Philippines, hence PHilMech will continue to push technologies that will further level up the farm mechanization level of the country,” Director Alvindia said.
Based on PHilMech’s assessment, the highest mechanization level was logged in Region 2 with 3.5079 hp/ha, while the lowest was in the Bangsamoro Autonomous Region in Muslim Mindanao (BARRM) with 0.9031 hp/ha.
The other regions and their respective farm mechanization level are Cordillera Administrative Region with 2.3523; Region 1 with 3.0936; Region 3 with 2.6177; Region 4A (Calabarzon) with 3.3569; Region 4B (Mimaropa) with 2.2233; Region 5 with 2.9844; Region 6 with 2.7616; Region 7 with 3.019; Region 8 with 2.4131; Region 9 with 1.5908; Region 10 with 2.2967; Region 11 with 2.5912; Region 12 with 1.7217; and Region 13 with 1.6532.
The latest level of mechanization was based on the complete enumeration of existing agricultural machines, through the Socio-Economic and Policy Research Division’s project entitled “Updating the Status of Rice Mechanization in the Philippines”, covering the period of March 2021 to December 2022. The extensive coverage of this project was conducted by Hernaiz G. Malanon, Ph.D., along with his project team composed of Rodelio G. Idago, Ph.D., Roderic O. Verena, Nikko S. Sebastian, Judy Ann Lacbaoan, Dianne Joyce N. Bernardo, Melanie P. Abalos, Joy P. Quibuyen, and Charissa Mae P. Sharp.
Under the RCEF-Mechanization Program, PHilMech so far distributed a total of 22,844 units of various farm machines to 10,633 farmers’ cooperatives (FCAs) and associations and local government units (LGUs) covering the funding years 2019 to 2022.
The biggest portion of farm machines distributed were for land preparation at 12,644 units comprising four-wheel tractors, two-wheel tractors/power tillers, floating tillers, and farm implements/attachments.
Meanwhile, for crop establishment, 3,387 units of machines were distributed composed of precision seeders, walk-behind transplanters, and riding-type transplanters.
For harvesting and threshing, a total of 6,979 units of machines were distributed made up of reapers, combine harvesters, and threshers.
Finally, 1,338 units of facilities were distributed for drying and milling.

OMAS San Julian Now Ready to Venture in Beekeeping
After sending one of its staff to beekeeping training, the OMAS is now ready to venture in beekeeping, using the stingless bee or "kiwót" in our local dialect.
Upon the recommendation of Municipal Agriculturist Renato Operario Paligutan, Mayor Dennis P. Estaron has ordered OMAS Staff Ruffa Mae P. Moratal to attend the 3-day Training on Beekeeping (May 31 to June 2, 2023) at Kan Dada Integrated Farm, Brgy. Tigbao, Carigara, Leyte.
Conducted by ATI in Eastern Visayas, the training was aimed to enhance the participants' knowledge and skills on beekeeping, its tools and equipment, honey production and pollination.
Hence, the OMAS is now scouting for "kiwót" in our nearby farms which we will extract to serve as our initial colonies.

San Julian Attains 83 Percent Dog Vaccination Coverage
After the five-day mass dog rabies vaccination campaign last May 23 to 30, 2023, the OMAS' Livestock Coordinator, Agr. Rufo A. Caspe, reported that all the 16 barangays of San Julian were served by the vaccinators and 820 heads of dogs were inoculated, representing 83.3 percent of the total dog population of 984 (as of May 2023).
This accomplishment is way higher than the national target of 70% to reach herd immunity.
The leading barangay with the highest vaccination percentage of 91.9 was Brgy. San Isidro, followed by Brgy. San Miguel with 91.3%. The lowest was Brgy. Putong with 65.1 % coverage.
The vaccination team was headed by Rufo A. Caspe; while the members were: Rolando C Balano, Leonilo B. Delmonte, Romar O. Delmonte, Coney D. Quirante, Jander D. Capacite, Paulino B. Camartin Jr., Marinelle C. Silladilla, Mark Vincent O. Dela Rosa, Ruffa Mae P. Moratal, Kert Walfy B. Madrazo and Glicerio Desoloc Jr., and under the overall supervision of Mun. Agriculturist Renato O. Paligutan. Meanwhile, Tita N. Quinsayas and Marjorie T. Dala assisted in the documentation and consolidation of reports.
