A resource person testifying at the Senate inquiry into the alleged abuses of Kingdom of Jesus Christ (KOJC) leader Apollo Quiboloy on Monday claimed that former President Rodrigo Duterte and his daughter, Vice President Sara Duterte, had received "bags of guns" from the religious leader.

Testifying during the second hearing of the Senate Committee on Women, Children, Family Relations, and Gender Equality, the witness, identified only as Alias "Rene," said he once worked as a landscaper for Quiboloy at Glory Mountain where he experienced firsthand the abuses.

"Ako po ay naging landscaper ni Quiboloy sa Glory Mountain at doon ko na po naranasan ang pananakit mismo sa kamay ni Quiboloy... Sa Glory Mountain, pag dumadating si Quiboloy sakay ng chopper, may dala po siya na malalaking bag na laman po ang iba-ibang uri ng baril at nilalatag po ito sa tent na katabi po ng mansyon niya," Rene, who was physically present at the Senate, said.

"Minsan po pumupunta doon din si former President Rodrigo Duterte at former Davao mayor Sara Duterte. Pag umaalis na sila doon sa Glory Mountain, dala na po nila yung mga bag na siya pong bag na nilalagyan po ng mga baril," he added.

(I was once a landscaper for Quiboloy at Glory Mountain where I experienced physical abuse from Quiboloy himself... In Glory Mountain, when Quiboloy arrived via chopper, he carried along with him big bags containing various guns and he would present them inside a tent beside his mansion. Sometimes former President Rodrigo Duterte and former Davao mayor Sara Duterte would go there. When they left Glory Mountain, they were carrying the same bags that contained the guns.)

Glory Mountain is located in Davao City and is known to be owned by Quiboloy.

GMA News Online has sought the comment of former President Duterte through his former executive secretary, Salvador Medialdea, and close ally Senator B**g Go, as well as Vice President Duterte, but they have yet to respond as of posting time.

Begging for almsRene started his testimony by sharing that KOJC was offering a "fake scholarship" to encourage the youth to join the religious organization.

He said after he joined "full-time" in the ministry, he was assigned to beg for alms on the streets, plazas, and restaurants, and given a P3,000 daily "quota."

"Kung hindi ko maabot ang aking goal ay papaluin at 'di ako papakainin... Pag ber months naman po, o mula September to December, ay mas puspusan ang aming pamamalimos. P1.5 million ang aking goal na kailangan makuha at maibigay kay Quiboloy sa loob ng apat na buwan. Kaya 8 a.m. to 11 p.m. ako namamalimos, halos wala na pong pahinga at kain. Gumagamit kami ng mga fake charity para mas nakakaawa kami tingnan," he told the committee.

(If I didn't reach my quota then I would be harmed... From September to December we begged harder for alms to reach the P1.5 million goal that I should give to Quiboloy in four months. I worked from 8 a.m. to 11 p.m. almost without rest and food. They use fake charity so we would look like legitimate beggars.)

Rene said he started to doubt KOJC when he became a youth leader tasked to recruit more young people to join the religious group and beg for alms.

"Noong nahalata nila na ako na ay may agam-agam, pinadala ako sa Central Headquarters sa Davao. Akala ko ay matutupad na ang pangako nila sa akin na papag-aralin sa Jose Maria College pero dinala lang pala ako sa Glory Mountain kung saan dito dinadala ang mga 'sanctioned workers' o yung hindi nakakakuha sa mga quota o kailangan ng pagwawasto," he said.

(When they noticed that I started having doubts, they sent me to Central Headquarters in Davao. I thought they would already honor their promise to send me to Jose Maria College to study but they instead brought me to Glory Mountain where sanctioned workers, or those who didn't reach the quota and needed to be disciplined, were sent.)

At the Glory Mountain, Rene said he experienced physical abuse from Quiboloy whenever the KOJC leader was not satisfied with their work as landscapers.

Sexual abuse

In 2020, Rene said he asked permission to go home because he suffered physical abuse from Quiboloy but he was not allowed to. Instead, he said he was assigned to become the personal assistant of a certain Jun Andrade, alleged to be one of the high-ranking officials of KOJC. It was during this time, he said, that he was sexually abused.

Rene said he raised the harassment with the KOJC Executive Secretary Eleanor Cardona, but instead of addressing the issue he was scolded and slapped.

He further said that in the middle of 2020, he was assigned as researcher at SMNI, which is run by the religious organization. While he was working at the news outlet, he said he was still required to beg for alms.

Because of the physical abuses that he suffered from a certain Tina San Pedro of SMNI, Rene said he decided to leave KOJC in 2021, but he was told by a certain Marlon Rosete, who was allegedly the CEO of the news outlet, not to speak about the religious organization, especially the events that occurred at the Glory Mountain.

The Senate is investigating the human trafficking and sexual abuses allegedly done under Quiboloy's leadership of KOJC to "allow [the Senate] to determine whether our updated human trafficking laws are able to cover large-scale and systemic acts of trafficking done under the cover of a religious organization.

"It was Senator Risa Hontiveros who sought the inquiry into the matter.Quiboloy earlier said he would not submit himself to the Senate investigation and would only answer the allegations against him before the courts. A subpoena has already been issued against him by the committee.

'Where did that huge stash of money go? It is a question that each Duterte in public service is unwilling to answer.'

The public’s message is clear. It is a request for accountability of public money that came from the sweat of their brows, entrusted to an elected official to steward that fund. It goes without saying that it is as well a request to manifest integrity of holding public office if it is answerable to public trust.

But the answers to that public request may not be forthcoming. And public opinion is now being swayed by the pattern they see – that the Dutertes love tons of public money and once they are caught running away with it, they turn their backs on how they spent it.

Instead of being forthright with the people they vowed to serve, Sara Duterte for example, in typical Duterte irascible action, instead threatened those who questioned her confidential funds as enemies of the state. Now comes her brother Paolo.

Let’s make the context clear. In the last three years of the Rodrigo Duterte presidency, Paolo sat in the House of Representatives for the first district of Davao City. The office endowed him with fiscal largesse that other congressmen who are no scions of the sitting president did not enjoy as favor – P51 billion in funds. Let’s make that simpler – the other congressmen did not receive P51 billion.

This is the breakdown of the funds – 2020 P13.7 billion, 2021 P25 billion, 2022 P13 billion. P51.7 billion is equivalent to about 102,000 low-cost housing units that could have benefitted his district (the Davao City glamorized by fake news has actually a high incidence of poverty). Take note, and this is important – each congressman receives on the average about P500 million to a maximum of P1 billion in so-called development funds. Notice the gargantuan leap of privilege only because he was the sitting president’s son.

The amount alone is exceedingly scandalous by any standards. A House stalwart bared the release of such funds to Paolo. Nothing is rumor here. Hence, it should merit a special audit by the Commission on Audit.

It is nothing short of an abuse of power. Listen to how this happened. In fact, it happened in a very surreptitiously political manner. Aside from the being the son of the sitting president, the chairman of the House Committee on Appropriations then in the 18th Congress was Paolo’s buddy Eric Go Yap of the ACT-CIS party list.

Despite not having a sterling record by co-authoring with Paolo the bill that proposed to rename the Ninoy Aquino International Airport, Yap was chosen to head the powerful Appropriations Committee even if he was just a neophyte congressman at that time.

The appointment appeared to have been deliberate, which was to put a loyal Duterte ally to head the committee. His predecessor as chair was in fact another Duterte loyalist, Isidro Ungab of Davao City’s third district, from July 24, 2019 to March 2, 2020.

Now, understand the role of the Appropriations Committee, which is the determination of salaries, allowances, and benefits of government personnel. It also functions in determining payments to government’s debts, yet it ignored that essential need of debt servicing by awarding a political buddy with P51 billion in unprogrammed development funds.

So how did Paolo spend the funds? A rundown of his projects from his own website raises more questions. These were his projects from 2020-2022:

On October 15, 2020, his website announced that he donated construction materials to General Baptist Church in Barangay Gallera in Talomo District. How much amount was donated, the website was silent.

The next month on November 2020 he donated “cooking equipment” for the use of children in the Catotal Home for Child Therapy and Learning Center, Inc. Again, no amount was indicated.

At the end of 2020, his office released a “first year in office” accomplishment report. It said that Paolo “dealt with many projects,” not saying explicitly if it actually funded them: multipurpose buildings, flood control and drainage works, road widening and/or maintenance, construction and reconstruction of roads and bridges, and preventive maintenance.

Then on January 2021, he gave a press conference saying he was “planning” to donate tablets or cellular phones to students “in line with the ongoing distance learning amid the coronavirus disease 2019.” There were no subsequent reports if the “plan” was concretized.

In July 2021 he provided “much needed assistance to fire victims of Punta Dumalag 2 in Barangay Matina Aplaya.” Then on the same month he gave “rice packs and cash assistance” to fire victims in Barangay 38-D. Earlier in April, his office also gave cash aid and rice packs to “84 people affected by fire in Barangay 5-A Pag-asa in Bankerohan.” Why do fires habitually gut Davao City? The “progressive” city actually has dozens of shantytowns.

Moving forward to the succeeding year, on February 28, 2022, his congressional district office announced that he had sponsored a virtual job fair that immediately hired on the spot 27 applicants.

On March 18, 2022, his office released an information video titled “Davao City First Congressional District Accomplishment Report.” For COVID-19 responses, he distributed 150,000 face shields and masks to 54 barangays. It did not indicate the number of beneficiaries. There was also a “food pack distribution” to the same number of barangays; again no mention of how many individuals benefitted. The reports are very generalized.

During the pandemic’s Enhanced Community Quarantine period, his office sponsored the ECQ Cluster Games consisting of the Cluster Music Video War and Pulong Distance Duet Competition.

He also had a Barangay Caravan that consisted of free dental aid, medical check-up, and eye check-up with free reading glasses, livelihood programs, and legal services. His report does not indicate how much was spent for the caravan.

It also said he gave immediate relief assistance to “victims of man-made and natural calamities and other social disorganization to help alleviate the distressed condition of displaced families.”

Then his website reports on August 17, 2022 that Paolo distributed cash to various non-medical frontliners and tricycle operators and drivers as part of the Tulong Panghanapbuhay sa ating Disadvantaged/Displaced Workers (TUPAD). His office’s Communication and Information Office did not say how much was given each beneficiary. His office calls them “emergency grants.”

On November 25, 2022, it announced that he sponsored the 10th Pulong Duterte Taekwondo Championship, a yearly event by the various taekwondo clubs of the Davao region that he supports. How much money he donated for taekwondo, the report was silent.

On December 29, 2022, Paolo gave out cash assistance to indigent beneficiaries from 54 barangays in his district, again as part of the previously mentioned TUPAD.Finally, I was eager to see the infrastructural side of his projects funded by his development fund, but the so-called accomplishment report immediately segued to say, “Daghang salamat sa padayon ninyong pagsuporta (Much thanks to your continued support).” There were no infrastructure projects on his last year in office after cumulatively receiving P51 billion.So where did that huge stash of money go? MANILA - The Partido Federal ng Pilipinas (PFP) on Monday said it spent P272 million for the presidential campaign of its standard bearer Ferdinand Marcos Jr., noting that the amount is "well below" the spending ceiling for political parties.

"The PFP spent P272 million by way of expenses in the last 2022 presidential campaign, which is well below the maximum expenditure of P337 million allowed by law for a national political party," George Briones, PFP's general counsel, said in a statement.

"The PFP SOCE was signed and prepared by PFP National Treasurer Antonio Ernesto “Anton” Lagdameo who was recently nominated as by President Elect Ferdinand Marcos, Jr. as his SAP or Special Assistant to the President," he said.

The deadline for the filing of SOCE is on June 8.

In a statement, Duterte-Carpio said she and presumptive president Ferdinand "B**gbong" Marcos Jr. had talked about the defense post before the campaign period “but seeing the way things are at the moment, I expect that people who want to see the new administration to fail will fabricate intrigues about my loyalty and the DND position to break the UniTeam.” Liloan, Cebu mayor Christina Frasco, Duterte-Carpio’s spokesperson, told ABS-CBN News Channel Wednesday that the president’s daughter wanted to be appointed defense secretary. Marcos announced hours later that Duterte-Carpio had agreed to lead the education department.

“Yesterday, the presumptive president and I once talked about how I could help the country. It was decided that I would work on producing skilled learners with the mindset to realize their full potential as individuals,” she said.

The Davao City mayor added that the country needs a “future generation of patriotic Filipinos that advocate peace and discipline in their respective communities.”

As education chief, Duterte will deal with what has been called a deep-rooted and complex education crisis in the Philippines.

She is expected to address criticisms about the K-12 curriculum, poor teaching and learning conditions, below-par standing in international learning assessments, and insufficient instructional facilities worsened by the coronavirus pandemic.

Duterte-Carpio has no formal experience in the education sector. She has a bachelor’s degree in respiratory therapy from San Pedro College in Davao. She also attended San Beda University and obtained a law degree from San Sebastian College-Recoletos in Manila.

She earlier said that she will push for mandatory military service for Filipinos aged 18 and up if she gets elected. Duterte-Carpio also said she will replicate the disaster preparedness training conducted by Sangguniang Kabataan in Davao City.

Transition of DepEd leadership

Duterte-Carpio thanked education chief Leonor Briones for their readiness to work with her team for the transition of leadership. Briones, in a statement late Wednesday, said her team will turn over the Basic Education Plan 2030.

“We are confident that DepEd will be in able hands and anticipate a continuity,” she said.

Duterte-Carpio said she recognizes the “sincerity, hard work, and dedication of Sec. Liling in implementing education reforms under the Duterte administration.”

Sen. Sherwin Gatchalian, who leads the Senate Committee on Basic Education, Arts and Culture, said Duterte-Carpio has the “political capital to ensure that much needed reforms in the education sectorr—including a review of the K to 12 system—will be implemented.”

Marcos is poised to succeed President Rodrigo Duterte, with 31,103,670 votes as of 10:02 a.m. Duterte-Carpio is leading the vice presidential race, with 31,560,847 votes, based on partial and unofficial tally.

“I would not say na I will be the best vice president that our country will ever have, we will let history be the judge of that,” replied Duterte, chairperson of the Lakas-Christian Muslim Democrats (CMD) party.

“Pero yung nasa akin po talaga, at lagi kong sinasabi na sa ating lahat, sen, is yung tibay ng puso ko bilang Pilipino (But for me, and like what I always tell everyone, sen, is that I have the resilience of the heart of a Filipino),” she said.

“Matibay talaga ang puso ko, sen (My heart is really resilient, sen). I’m not the best, I’m not the brightest, I’m not the most brilliant candidate out there. Pero kung may ipapagawa ka sa akin (But if you’re going to give me a task), I will move mountains para ma-deliver yan sa iyo (in order to deliver it to you),” Duterte further said.

“So yan po yung nasa akin and of course nasa ating lahat mga Pilipino (So that’s what I have and of course every Filipino has that),” the UniTeam vice presidential bet noted.

Duterte is the running mate of Partido Federal ng Pilipinas (PFP) standard-bearer B**gbong Marcos. The two survey frontrunners comprise the UniTeam alliance.

Tolentino, who served as anchor during program, is himself a former local chief executive like Duterte.

MANILA, Philippines – Twenty Senators, 100 congressmen, and all of their agents in the pork barrel transactions were named in the affidavit of Janet Lim Napoles submitted to the Senate Blue Ribbon Committee Monday.

“To the extent of my knowledge, the following are the Senators, Congressmen and their agents and the officials or staff of implementing agencies of government that had connections with me and received part of the pork barrel,” Napoles said in her affidavit.

Alam ng mga tagapagmana ni Marcos na illgotten ang bilyon-bilyon na yaman nila. Nag-testigo pa nga noon sa Sandiganbayan si B**gbong para sa gobyerno sa umpisa ng Civil Case No. 005 kontra Lucio Tan, crony at dummy ng ama niyang diktador, tungkol sa nasasabing 60% shares ng ama niya bilang ill-gotten wealth sa mga kumpanyang buong ipinamahala kay Tan. Nagtestigo siya sa dahilan na ayaw nang magbigay si Tan sa kanila ng dividend kada buwan noong namatay na si Marcos sa Hawaii, at dahilang nagsisigaw si Imelda ng "Yang mag-boboteng Intsik na yan, barya kang yan!"

Hindi itinuloy ni B**gbong ang kaniyang pagtetestigo noong, dala ng takot, itinuloy din ni Tan ang pagbibigay ng nasabing dividend ni Marcos sa kaniyang tagapagmana. Ginamit lang ng nga Marcos ang nasabing civil case upang ituloy ni Tan ang pagbibigay ng regular na divindend nila sa mga illgotten na kumpanya nila.
