Though ma*****na legalization has passed through ballots in several states, the picture at the local level is very
different. The perception that legalization is welcomed by the citizens of ma*****na-friendly states is not accurate.
Proposition 64, the ma*****na ballot measure in California, received just over 57% of the vote when it appeared on the ballot in 2016. Yet 80% of California localities have denied ma*****na businesses from setting up shop (Alfosni, 2019). This means that the approximately 630 stores licensed by the state are concentrated within 20% of the towns and cities.

One significant problem with high-potency products is the lack of regulation. Numerous studies have found that product regulation in “legal” states is limited (Lamy et al., 2016; Peace et al., 2016; Yates
& Speer, 2018) and internal audits conducted by state governments have exposed gaping holes in regulatory frameworks. In Oregon, for example, the Oregon Liquor Control Commission found that there is one state inspector per every 83 ma*****na licenses (OLCC, 2020) . NOTICE

On March 21, 2023, the Westchester County Board of Elections will conduct a Special Election in the Village of Dobbs Ferry in connection with the referendum on reversing the prohibition against issuing of licenses by New York State for “adult-use retail cannabis dispensaries” in the Village. As with all elections, the polls will be open from 6:00 a.m. to 9:00 p.m.

The polling places will be determined and staffed by the Board of Elections. The Special Election is not eligible for early voting. Absentee voting will be available and administered by the Board of Elections.

The Village will send out updates as we receive further details about the Special Election from the County Board of Elections.

OUR VOICES WERE FINALLY HEARD! ............................
Statement Regarding Cannabis Permissive Referendum

POSTED ON: JANUARY 25, 2023 - 9:51AM
At a meeting held 12/13/22, the Board of Trustees voted to permit licensed adult use cannabis dispensaries in Dobbs Ferry. This vote was subject to a permissive referendum. This meant that the issue could be subject to a Village wide vote if a timely petition containing the proper number of signatures by voters registered in Dobbs Ferry was timely submitted to the Village Clerk. A petition was submitted to the Village Clerk and upon review, she has verified that the proper number of signatures has been submitted. She has informed the County Board of Elections.

The Village will now proceed to conduct a special election on the question of whether adult use cannabis dispensaries should be permitted in Dobbs Ferry. The next step includes coordination with the Board of Elections regarding particulars of conducting a special election including the date, cost and procedural details. The Board of Trustees will continue to be transparent in the process of scheduling and conducting the election. More information will follow so please be sure to check our website and the Village newsletter.
