Today, former Sheriff Jamey Noel was arrested and charged with 15 felonies. These alleged crimes, including Official Misconduct, Ghost Employment, and Obstruction of Justice, relate to both Jamey Noel’s time as former sheriff, as well as conduct committed outside of the sheriff’s office. Now that this arrest has occurred, I can finally break my silence on this investigation.

In the early months of becoming your Sheriff, my team and I discovered many unnerving and possible criminal activities by Jamey Noel. I contacted the Indiana State Police and reported three issues, and asked that they conduct an unbiased and independent investigation. Today, you as taxpayers, get to see the results of the ISP investigation.

First, on December 30, 2022, I discovered a secret recording device (wiretap) in the office of the former Assistant Chief, which had been planted during Jamey Noel’s term. This wiretap led directly to Sheriff Noel’s former office. After that discovery, I ordered an office-wide review, at which time I discovered more disturbing information.

Second, I reported that Jamey Noel had ordered several Clark County Sheriff’s Office employees to work and perform maintenance on his personal property, investment properties, and business properties. These employees were instructed to conduct this work while being paid to work at the Clark County Sheriff’s Office.

Third, I reported that shortly after taking office, a police officer abruptly resigned and requested a retirement benefit. Knowing this officer did not qualify for the pension, my command staff looked into his request. We found documents that appeared to have been falsified, forged, and destroyed to fraudulently make it appear that this person was owed a pension, in which they were not. That former employee was also a family member of Jamey Noel.

After finding the listening device, having employees self-report that they had been forced to work on former Sheriff Jamey Noel’s personal projects while on duty and discovering that he allegedly participated in an attempt to defraud the pension system that so many of our dedicated employees deserve, I called the Indiana State Police. I was disturbed and very disappointed in Jamey Noel’s conduct and the steps he took to conceal information from his staff and me during his tenure as Sheriff, but I knew something had to be done.

The Clark County Sheriff’s Office employees and I have cooperated extensively with the ISP investigation and will continue to do everything we can to ensure anyone who took advantage of the office is held fully accountable.

January 1, 2023, was a new day for the Clark County Sheriff’s Office. I assure you that my command staff and myself are committed to doing what is best for the citizens of Clark County. No man is above the law, not even the Sheriff. I will continue to serve you honestly, fairly, and with transparency, just as I was elected to do.

All subjects mentioned in this statement are presumed innocent until proven guilty.

Respectfully,
Sheriff Scottie Maples

📢🚸 Important Community Announcement from Sheriff Maples 🚸📢

As we are in the beginning of a new school year, I wanted to take a moment to address an important issue that concerns the safety of our children and our community as a whole. With the school year starting, you will notice an increased presence of our dedicated deputies around school buses.

The safety of our children is a top priority for all of us, and it's crucial that we work together to ensure their well-being during their daily commute to and from school. One of the most significant risks they face is when they enter or exit the school bus. Unfortunately, we have observed a concerning number of stop arm violations, which puts our young ones in harm's way.

In an effort to curb these dangerous violations and protect our students, our deputies will be closely monitoring school buses during their stops. This means you might see more law enforcement presence along the bus routes, particularly during pick-up and drop-off times. The purpose of this initiative is not to penalize anyone but to create awareness and encourage compliance with traffic laws. This is in partnership with the Indiana Criminal Justice Institute.

As a community, we must all do our part to keep our children safe. I urge all drivers to be extra vigilant when approaching a school bus. Remember, it is the law to stop when a school bus's stop arm is extended and red lights are flashing. This applies to traffic in both directions, unless the road is divided by a physical barrier or median.

If you witness any instances of reckless driving around school buses or have concerns about traffic safety in your neighborhood, please don't hesitate to report it to your local law enforcement office. We rely on your cooperation and support to maintain the highest standards of safety for our community.

Thank you for your attention to this matter, and let's work hand-in-hand to ensure a safe and successful school year for all our children.
Sincerely,

Sheriff Maples
