Catarman, Northern Samar βThe Department of Public Works and Highways (DPWH) - Northern Samar First DEO has now substantially completed the construction of a multipurpose building (Phase 2) at the University of Eastern Philippines, Catarman, Northern Samar.
The project, with a total cost of Php 9.8 million pesos, involves the completion a two (2) Storey multipurpose building (Phase 2) which includes construction of common CR and a covered waiting area on the ground floor, parking area, walkways, electrical works, plumbing works, fire exit ladder, 2000L water tank with 2hp water pump.
This one-stop-shop facility will accommodate essential government agencies such as the Professional Regulation Commission (PRC), National Bureau of Investigation (NBI), Department of Foreign Affairs (DFA), and Commission on Higher Education (CHED).
Prior to the construction of the multipurpose building, professionals and locals from this province had to endure a long and tiring six to eight-hour travel time to Tacloban, Leyte, to process important documents and transact with these agencies.
This travel requirement not only consumes valuable time but also incurs additional expenses on transportation and accommodation.
District Engineer Alvin A. Ignacio stated, "Upon completion of this building, professionals and locals could conveniently process their documents and transactions in Catarman; therefore, saving them time, money, and effort to travel. The one-stop-shop concept streamlines processes, allowing residents to accomplish multiple tasks at a single location."

Laoang Bridge to be implemented soon - Gov. Ongchuan
Governor Edwin Ongchuan expressed high hopes that Laoang Bridge 2 and 3 will be implemented soon with the national government funding P7 billion for the project.
The Governor announced this during the Kauswagan Caravan in Brgy Catigbian Laoang yesterday.
By November this year, the project is expected to be bid, he bared.
The project includes construction of the Talisay -Laoang Bridge (Laoang Bridge 2) and the Calomotan -Pangpang Bridge (Laoang Bridge 3) covered under the Samar Pacific Coastal Road (SPCR) 2 Project .
The project will connect the coastal communities to the mainland and contribute to the economic growth of the province.
To recall, Governor Ongchuan, with Congressman Harris Ongchuan requested President Marcos Jr. for support to the project during the inauguration of the Simora Bridge last year, under SPCR 1 Project.

UEP Students Successfully Completed 200-Hour On-the-Job Training at DPWH-Northern Samar First District Engineering Office
Catarman, Northern Samar - Accountancy students from the University of Eastern Philippines (UEP) celebrated a significant milestone as they completed their 200-hour on-the-job training at the Department of Public Works and Highways-Northern Samar First District Engineering Office (DPWH-Northern Samar First DEO) on January 22, 2024.
The collaboration between UEP and DPWH-Northern Samar First DEO aims to provide practical exposure and hands-on experience for aspiring accountants, bridging the gap between theoretical knowledge and its application in real-world scenarios. This initiative equips the students with essential skills and competencies necessary for their future careers.
During their training, the students actively contributed to various accounting processes within the department. They assisted in the preparation of financial statements, conducted audits, and analyzed data, showcasing remarkable dedication and enthusiasm throughout the training period.
Angel C. Gatongay, one of the trainees, expressed her gratitude for the transformative experience. "The on-the-job training went beyond the confines of textbooks and allowed us to apply the principles and techniques we learned in the classroom to actual work scenarios," she said.
Chief Accountant Ms. Maureen A. Sabayo commended the students on their accomplishments, emphasizing the significance of such training experiences for a deeper understanding of the accounting profession. She highlighted the value of real-world exposure in fully grasping the dynamics of the field.
The successful completion of this training program signifies a major milestone for the UEP accountancy students, bringing them a step closer to becoming professional accountants.

DE CHARLITO INSPECTS SLOPE PROTECTION PROJECT IN PALAPAG, NORTHERN SAMAR
Laoang, N. Samarβ The Department of Public Works and HighwaysβNorthern Samar Second District Engineering Office (DPWH-NSSDEO) District Engineer Charlito S. Carlobos recently conducted a random inspection of on-going projects in the Pacific Towns of the Second District of Northern Samar. One of the on-going projects he particularly inspected was the Construction of Slope Protection in Barangay Nipa, Palapag, Northern Samar.
The inspection aims to ensure that the scope of works implemented by the district office is in accordance to the construction methods requirements provided in the DPWH plans and specifications.
DE Carlobos spearheaded the District Inspectorate Team, accompanied by the Chief of Construction Section, Engr. Gil D. Herrera, Jr., and Engr. Bryan M. Fortes, Asst. Chief of Quality Assurance Section, along with project contractor Engr. Andres D. Balajadia,Jr., proprietor of ADB Dynamic Builders and Supply and his Project Engineer Lean Joseph Balanon.
The Php 53 million slope protection project will protect the road section from further damage by preventing spalling and soil collapse that may occur due to continuous heavy rains in the area during period of calamities. The completion of this project will lessen traffic disruptions from scouring roads that could interfere with road usersβ daily routines travelling along Palapag to Eastern Samar and vice versa, wherein the said area is prone to landslides and soil collapse. The 5 million peso project includes water, lighting and electrical installations, comfort room, lavatory, hanging cabinets and other fixtures which are vital to effectively deliver healthcare services to the community.

LOOK || New School Building Constructed in Laoang, Northern Samar
To help bridge the gap on school facilities as against the increasing number of learners, the Provincial Government of Northern Samar continues to support the construction of school buildings in the province, recently completing a new school building in Catigbian National High School, in Laoang.
The newly completed school building consists of two classrooms and three cubicles with attached toilets. It is equipped with a ventilation system and was funded under the Special Education Fund of 2023.
The Provincial Government Inspectorate Team recently visited the project to check and ensure that its construction is compliant with the set infrastructure standards.
The initiative is a mark of the Provincial Government's commitment to enhancing education in Laoang and in the province. (DBN, act)

The Provincial Government of Northern Samar has recently concluded the rehabilitation of Brgy. Cagaasan Provincial Road in the municipality of Laoang, spanning a length of 211.85 meters.
This comprehensive project involved the construction of a pavement with slope protection, along with the installation and reinforcement of a durable concrete box culvert. The primary objectives were to establish a robust and stable road surface and to mitigate potential flooding issues in the vicinity.
Financed through the 2023 Maintenance and Other Operating Expenses (MOOE), this initiative aligns with Governor Edwin Ongchuanβs poverty reduction strategy. The overarching goal is to facilitate the transportation of agricultural products, enhancing accessibility to social, health, economic, and various government services for the local population.
The Hitapian Farm-to-Market Road Project, funded by the national government's Local Government Support Fund - Support to the Barangay Development Program (LGSF-SBDP), recently finished concreting a 405-meter road connecting Brgy. San Jose (Hibubullao) to Brgy. Hitapi-an, Catubig. This initiative, aligned with national road standards, aims to enhance access for farmers and communities in the area, addressing challenges related to market accessibility due to insufficient transportation infrastructure. The project is part of the broader efforts of the National Task Force to End Local Communist Armed conflict (ELCAC) to promote inclusive and sustainable peace and development in the region. Additionally, this new road not only benefits the agricultural sector but also improves access to vital services like schools and hospitals, fostering economic growth and development. This project complements the ongoing DPWH 2nd Engineering District road-concreting project within the same barangay, contributing to the overall enhancement of transportation infrastructure in the area. So far, 1.1 kilometers of the 2.3-kilometer road from Brgy. San Jose to Brgy. Hitapi-an have been concreted.
In Manila, on Thursday, the Department of Transportation (DOTr) and the local government units (LGUs) of Northern Samar officially entered into a memorandum of agreement (MOA) to facilitate the construction of three ports within the province.
During the MOA signing ceremony in Northern Samar, DOTr Undersecretary for Maritime Elmer Sarmiento emphasized that the implementation of these port projects is geared towards enhancing the regional economy and improving maritime transportation.
Sarmiento stated, βWe are establishing connections between communities, such as Mapanas and other municipalities in Northern Samar, with larger island economies to foster their economic growth.β
The MOA was collectively signed by representatives from the DOTr, Northern Samar Governor Edwin Ongchuan, and Mapanas Mayor Ronn Michael Tejano.
To fund the construction of a port in San Jose and the wharves in Allen and Mapanas, the DOTr has earmarked PHP25 million for each project.
Expressing gratitude during the event, Governor Ongchuan thanked the DOTr for these initiatives and underscored their significance for the people in the province.
βThis is a significant development for our economic upliftment because through these infrastructure projects, barges and commercial vessels will traverse our province, supporting the infrastructure projects we are building,β Ongchuan remarked.
He highlighted that economic activities in the area predominantly revolve around buying copra (dried coconut meat) and selling it in Lucena and other areas in Quezon province.
Meanwhile, Mayor Tejano mentioned that the port project in their municipality would contribute to making their product prices more competitive.
βWe are enthusiastic about the unprecedented development that the wharf will bring, benefiting not only Mapanas but also neighboring towns,β he expressed.
