Over the past decade, we have strengthened the capacity and capability of our healthcare system. Across 204 countries, Singapore has the highest life expectancy at birth for both men and women.

But the health of our population is declining – driven by ageing society, and unhealthy lifestyles choices.

Unfortunately, when illnesses strike, they can exact a heavy toll on ourselves, our families, and the healthcare system.

To tackle these issues, I announced the Healthier SG strategy in Parliament today. It is a major reform of our healthcare system over the next 10 years, focusing on prevention. Our family doctors will need to become the key anchor of the healthcare system.

With the rise in COVID-19 cases, MOH is setting up Stepped-Up Community Care Facilities (CCF) to provide care for patients who have mild symptoms and are generally well, but have underlying conditions that require closer monitoring. Such facilities will be adequately resourced with more medical and nursing manpower, as well as medical monitoring devices.

This will augment our hospital capacity, and allow us to provide treatment for the seriously ill patients in our hospitals.

The first Stepped-Up CCF will be at the repurposed NTUC Health Nursing Home (Tampines), which will be operational on 23 Sep 2021.

Vaccination continues to be a major strategy in our move towards a COVID-19 resilient nation, due to the high-level of protection conferred by the vaccines against severe illness and death.

With waning vaccine immunity over time and to pre-empt spikes in breakthrough infection, we will be commencing on booster shots for (i) persons who are moderately to severely immunocompromised; 2 months after second jab and (ii) seniors aged 60 years and above, as well as residents of aged care facilities; 6-9 months after second jab.

This ensures that these individuals have adequate protection against the virus, especially given their higher risk of severe COVID-19 infection.

The Expert Committee on Covid-19 Vaccination is still studying booster shots for other groups. Details will be shared later.
