Senator Niraj Antani (R) District 6, Dayton area, offered the amendment to SB 89 to reduce cosmetology and barber education.

The Senate Government Oversight Committee only has 5 members. My best guess is the vote will be 3/2 in favor of passage out of the committee during tomorrow’s hearing at 11:00, then added to the Senate session at 1:30 for a vote, then on to the house, where it will be assigned to a committee.

Personally, I would be calling the good senator’s office to request removal of the amendment at tomorrow’s committee hearing. (September 27) Not likely, but let’s light up his phones anyway.

He is the swing vote, for sure. It’s not over ‘till it’s over. Most likely you will speak with a legislative aid, but he will get the message: remove the amendment, or vote no. 614 466 4538

SB 89 was amended in the Ohio Senate Government Oversight Committee Wednesday, June 21, 2023 to include a massive reduction in the hours required to become a licensed cosmetologist or barber.

This poses a risk to the public we serve, devalues our current licenses, and reduces the career opportunities and earning potentials for new licensees.

The HB 33 Conference Committee removed identical provisions from the budget bill in June, 2023 and passed a compromise lowering the Cosmetology Hair Design license requirements to 1,000 clock hours. We thought this would put an end to attacks on our profession, and stop wasting legislators limited time. But nooo. Here we go again!

Why are cosmetology and barber professions being targeted? Not three months have passed since the last attempt to lower cosmetology and barber educational requirements. This is the 4th attempt in 4 consecutive Ohio General Assemblies to reduce education in professions dominated by women and minorities. What’s up with that?

Thank you to all who shared our messages, wrote emails, made calls, and secured signatures for the protect our profession website in our fight against cosmetology and barber education reduction. The latest attempt was via an amendment to the state’s budget bill.

We are pleased to report that the attempt failed, and cosmetology and barber styling education requirements remain as they are in current law.

We’re not so foolish as to expect that this will put an end to the years-long endeavor by the big business corporate salon franchises, but we live to fight another day…and know that we will.

The reduction of Cosmetology and Barber education is highly controversial and has been rejected time after time by the legislature. Education reduction doesn’t belong in the budget bill in the form of a sneaky amendment.

If we must have this fight yet again, do it the honorable way, legislators, and introduce a stand alone bill and allow public comment.

I know you’ve seen this request previously. The alert is real. Rather than allowing true democracy, by way of public testimony, legislators are adding an amendment to the current budget bill that will reduce cosmetology and barber education to 1000 clock hours, without benefit of public input.

You will cringe at the lack of understanding of our profession and the inaccuracies of some testimony.

If you are an esthetician or a cosmetologist specializing in permanent lash application, this service will become a boutique service, no education required, if moves forward.

If you are a licensed Natural Hairstylist, Natural Hairstylist Instructor or a school teaching Natural Hairstyling, Those licenses will all be abolished.

Who knows what professional service or license will be eliminated next. To remain quiet is to accept.

HB 277 is scheduled for Sponsor testimony Wednesday, September 22, 2021. Your signature will generate letters to the Ohio House Commerce and Labor Committee members. Let’s pepper their in-boxes with strong opposition prior to Wednesday!

Rhoda Olsen, former CEO of Great Clips, Inc.
From her proponent testimony for SB 133:
“Great Clips, Inc., is the largest haircare brand in the world. We have over 40 franchisees in Ohio that operate more than 300 salons.”

Great Clips franchise-only purchase fees are $20,000 to $35,000 per location. Average the franchise-only cost: $27,500. Corporate Great Clips sold 300 franchises, at average cost, earning $8,250,000.

But that’s not all Corporate Great Clips earns from franchisees. Added is a 6% “Royalty Fee” of gross sales franchisees pay.

Let’s say each of the 300 salons grosses $15,000 monthly, $180,000 annually. So,$180,000 x 300 salons = $54,000,000, of which Corporate Great Clips charged the “Royalty Fee” of 6%, earning another $3,240,000 annually.

That’s just Ohio. In the US and Canada, there are 4,400 Great Clips Salons, according to Ms. Olsen.

Is it any wonder Corporate Great Clips continues to be a proponent of Cosmetology Education reduction?

Corporate Great Clips and other national chain salons continue to seek legislation supporting their business model of selling franchises and charging “Royalty Fees”, to the detriment of an industry comprised largely of females and minorities.
