Cook County Courthouse Cooling Centers Open During Excessive Heat
Cooling centers available to all residents across County.
Cook County is opening cooling centers as heat indices as high as 100 are forecast for the region on Sunday through Tuesday.
Cook County is opening cooling centers at the County’s Skokie, Maywood and Markham Courthouses 24 hours from Sunday, July 14 at 7:00 a.m. through Tuesday, July 16 at 4:30 p.m. Residents who do not have adequate access to air conditioning are advised to seek respite at a cooling center.
The County’s Department of Emergency Management and Regional Security offers the following tips during excessive summer heat to help keep residents safe:
Stay hydrated and avoid alcohol and sugary drinks
Try to stay in the shade or indoors as much as possible
If working outside, take frequent breaks, preferably in an air-conditioned space
Take pets indoors and make sure they have plenty of water
Never leave children or pets unattended in a vehicle
It’s also important to check on relatives, neighbors, seniors and members of vulnerable populations when temperatures climb to extreme levels.
If you must work or spend extended time outdoors, watch for symptoms of heatstroke i.e., when the body starts to lose its ability to regulate itself. The telltale signs of heatstroke are:
An extremely high body temperature, such as 103 degrees or above
Dizziness and nausea
A throbbing headache and a pulse that is rapid and strong
Skin that is red, hot and dry
If there is a medical emergency due to a heat-related illness, call 9-1-1.

Cook County Department of Animal and Rabies Control Issues Pet Safety Tips Ahead of July 4 Holiday
The boom, crackle and pop of Fourth of July fireworks as well as other outdoor elements can present potential hazards for pets. To ensure pets remain safe and healthy during the weekend festivities, Cook County’s Department of Animal and Rabies Control recommends pet owners take the following precautions.
Fireworks
Do not bring your pet to fireworks displays.
Fireworks can cause even the most well-trained dogs to panic. Create a “safe” space in your home to ensure your pet feels comfortable. This could be a room they typically sleep in that includes some of their items like a pet bed or blanket.
Familiarize your pet with the sound of fireworks to desensitize them. Record the crackling, whizzing and booms fireworks create and play the sounds softly while giving your pet treats in their “safe” space. As your pet becomes more comfortable, you can gradually increase the volume.
Playing with your pets can be a good way to keep them distracted from the loud noise.
Your veterinarian may recommend an anti-anxiety medication to help keep your pet comfortable.
Fireworks can also spook pets, causing them to run away. Having a microchip implanted is the best way to increase your chances of being reunited with a pet that may have darted off. This quick procedure can be done at your veterinarian’s office. Make sure to register your microchip so your contact information is easily accessible to anyone who scans it.
Consider affixing a tracking device, like an AirTag, to your pet’s collar or harness.
Outdoor Activities
Dogs often instinctively chase children who are running, on bicycles or on skateboards. Dog owners should ensure their pet is on a strong leash or properly secured behind an impenetrable fencing system that their head does not extend over. The greatest number of children are bitten by dogs during the summer months.
Be vigilant that your pet does not pick up food off the ground. People often discard food products that may be harmful to pets along their normal walking route. Keep dogs on short leads to prevent them from eating things like chicken bones or corn cobs, which could be deadly.
Always keep your dog on a leash while walking unless you are in an approved dog park.
Warm Weather
Pets should not be left in cars if the ambient temperature exceeds 78 degrees. The temperature in a car can go from 78 degrees to 115 degrees in 15 minutes even with windows open.
It’s important to know the warning signs of heatstroke which can occur when pets are active for even a short amount of time in weather above 80 degrees. If your pet is experiencing fatigue, excessive panting, disorientation, lethargy, discomfort, seizures or collapse, seek veterinary help immediately.
Water evaporates in high heat so animal water bowls, whether inside or outside, must be refilled multiple times a day.
Dogs must be provided with shelter against the sun if they are left outside. All animals tethered outside must be provided with housing, water and food.
Rabies Vaccinations
Dogs and household cats should be vaccinated against rabies. Do not allow cats to roam freely. Their chances of having an interaction with wildlife are three times greater than dogs.
Windows, doors and other openings should have a screen installed to prevent entry of unwanted wildlife including bats.
Bats remain the most prolific source of rabies in Illinois. If you see a bat inside your home, avoid contact and contact local municipal authorities. If a bite or scratch has occurred, contact a physician immediately.
Cook County is currently offering low-cost or free rabies vaccines and microchips through its Partners and Prevention program. Find an upcoming clinic near you:

Cook County Announces $20 Million Stormwater Management Project Implementation Program
Cook County Board President Toni Preckwinkle announced $20 million in funding for the Stormwater Management Project Implementation Program at a press conference this week. The initiative is led by the County’s Department of Transportation and Highways (DoTH). Funding for the program is provided through the American Rescue Plan Act (ARPA) and will advance 26 stormwater management projects throughout the County, with a focus on supporting under-resourced communities.
DoTH worked with key partners, including the Metropolitan Water Reclamation District of Greater Chicago (MWRD) and the Cook County Department of Emergency Management and Regional Security (EMRS) to select the 26 projects from previously unfunded/underfunded MWRD Stormwater Partnership applications, the Cook County Hazard Mitigation Plan priorities and other known locations where funding is critical to moving projects forward.
“This initiative reflects the mission, vision and values set forth in Cook County’s Policy Roadmap, which served as the guide for how the County’s ARPA allocation should be invested,” said President Preckwinkle. “Climate change will only exacerbate flooding across the County. This is especially true in communities with historic disinvestment which were disproportionately impacted by COVID-19. This program is one of many steps the County is taking to increase climate resiliency.”
Projects included in the agreement will advance planning, preliminary engineering, design engineering and construction phase projects. MWRD will be the lead agency for 16 of the 26 proposed projects, while the County will either work directly with communities or in-house to implement the remaining projects.
“We thank President Preckwinkle, the Cook County Board of Commissioners and the County’s Department of Transportation and Highways for their support in building resilience throughout Cook County,” said MWRD President Kari K. Steele. “This critical funding will help us complete more stormwater management projects throughout Cook County, especially in disproportionately impacted areas deserving of our support.”

I’m very sorry to learn of the passing of my dear friend and colleague, Cook County Commissioner Dennis Deer.
Dennis was a cherished friend and a remarkable colleague who was always sharing thoughtful ideas and positive advice with his fellow Board members.
As Chairman of the County Board’s Health Committee, Dennis was a strong advocate for the County’s role as a leader in promoting public health. He understood the importance of protecting all County residents from preventable, serious health threats and the importance of access to quality health care for all.
My thoughts and prayers are with his wife Barbara, sons Kaleb and Kanaan and daughter Trinity and all the members of 2nd District staff at this time.
