The Housing Equality Center of Pennsylvania has worked since 1956 to educate and advocate for equal access to quality, affordable housing. Founded by a group of activists and concerned community members working to support racial integration in their Delaware County neighborhoods, HECP emerged during the early civil rights movement and today stands proudly as the nation’s oldest fair housing agency

Blockbusting is the practice of using fear of racial change to push people to sell their homes at a low price. Homes are then sold at higher prices to minority homebuyers. “So essentially what you have is a landlord that is limiting a majority Black group of renters to housing in majority Black neighborhoods. And when you limit a class of renters to specific neighborhoods like that, you see this starts to look like modern day redlining,” said Sari Bernstein, a staff attorney with the Public Interest Law Center, which is representing the Housing Equality Center of Pennsylvania.
