Prayers for the 1 dead and 6 wounded today in a robbery gone horribly wrong at Rolling Oaks Mall here in San Antonio. A good samaritan who tried to intervene was shot and killed by one of the robbers. A second good samaritan who had a license to carry a concealed weapon shot one of the robbers. The second robber, who is still at large, fled shooting six people as he ran through the mall.

Eyes up, ever alert....

The Texas Department of Public Safety says that it had received 136,000 requests for licenses to carry guns this past December, January and February. That’s a nearly 140% increase over the applications submitted in the same three-month period last year.

To deal with the application logjam, DPS is hiring additional people and expanding opportunities for overtime. They're also cautioning gun owners to make sure their license applications are complete.

I know you know about the 51% signs, right? But were you aware that ALL ALCOHOLIC BEVERAGE RETAILERS MUST POST ONE OF TWO FI****MS SIGNS? One sign is intended for establishments whose alcohol sales constitute LESS than 50% of their gross receipts and warns that UNLICENSED possession of a concealed weapon is a felony. In this instance, holders of valid License to Carry (formerly CHL) may lawfully possess a concealed handgun within these premises, a restaurant that happens to also have a bar, for example.

The second sign, the 51% sign, is intended for establishments whose alcohol sales constitute MORE than 51% of their gross receipts. Consequently, possession of a concealed weapon (regardless of whether or not you hold a valid LTC) on a premises displaying a 51% sign is illegal.

Be on the lookout for new and improved 51% signs because as soon as the TABC runs out of its supply of the current 51% signs, they will be printing new, plain language signs and will require all old signs to be replaced with the new signs.

DID YOU KNOW....that Texas law requires hotels which restrict the possession, storage or transporting of fi****ms to inform guests of such policies prior to their checking in? The 2013 law requires that hotels clearly state their fi****ms policy on their website and on any written confirmation after accepting a reservation. Failure to comply will result in a misdemeanor + fine.

There's good news and there's bad news. The good news is that it's finally 2016, so the new open carry laws are in effect all over Texas permitting anyone with a license to carry a handgun - formerly a concealed handgun license - to carry their handgun openly in a shoulder or belt holster. The bad news is that many businesses and property owners are posting the new 30.07 signs at their entrances. The 30.06 and the 30.07 signs are similar, but have very different meanings, and if both are present, leave your gun in the car.

DID YOU KNOW: that as of February 1 the State of Virginia will no longer recognize concealed handgun permits issued by 25 other states previously recognized? The good news for us is that Virginia WILL continue to recognize concealed handgun permits from MI, OK, TEXAS, UT and WV, but be on the alert for similar acts like this in the near future.
