26 - 29 Sept 2022 မြန်မာစံတော်ချိန် ညနေ ၅:၃၀ မှ ၈:၀၀ နာရီ တွင် ကျင်းပမည့် ဖော်ပြပါ Climate change and Agrarian justice ရာသီဥတု အပြောင်းအလဲ နှင့် စိုက်ပျိူးရေးဆိုင်ရာ တရားမျှတမှု နိုင်ငံတကာ ညီလာခံကို တောင်သူအရေး၊ မြေယာ၊ စိုက်ပျိုးရေး နှင့် ကျေးလက်အရေး ဆောင်ရွက်နေသူများ ပါဝင်တက်ရောက်ရန် မြန်မာဘာသာပြန် channel တခု ထားရှိကြောင်း ဝမ်းမြောက်စွာ အသိပေးဖတ်ကြားအပ်ပါသည်။

အာဏာသိမ်းပြီးနောက်ပိုင်း လက်ရှိကြားကာလ တော်လှန်ရေးနဲ့အတူ ဖက်ဒရယ်မြေယာစီမံခန့်ခွဲမှုစနစ်ကို ပြင်ဆင်သွားဖို့လိုအပ်တဲ့အတွက် “ကရင်နီပြည်၏မြေနှင့် အရင်းအမြစ်လားရာ” ဆွေးနွေးပွဲမှတဆင့် ထုတ်ပြန်လိုက်ပါတယ်။
ဖက်ဒရယ်မြေယာစီမံခန့်ခွဲရေးစနစ် ရေးဆွဲရေးကော်မတီဝင်တစ်ဦးက “တော်လှန်ရေးကြားကာလမှာလည်း ကျနော်တို့ မြေယာနှင့်အရင်းအမြစ်ကဏ္ဍကအရေးကြီးတယ်ဆိုတာကို ပြန်လည်မီးမောင်းထိုးတာတစ်ခုဖြစ်တယ်။ ပြီးတော့ အနာဂတ်ဖက်ဒရယ်တည်ဆောက်တဲ့အချိန်မှာ ဒီတော်လှန်ရေးပြီးတဲ့အချိန်မှာပေါ့နော အဲ့ဒါ မြေယာကဏ္ဍစီမံခန့်ခွဲမှုဟာ အခုကတည်းက ပြင်ဆင်ထားဖို့လိုအပ်တယ်။ အနာဂတ်ဖက်ဒရယ်မှာက ဖက်ဒရယ်မြေယာစီမံခန့်ခွဲမှုနဲ့ပတ်သက်ပြီးတော့ ပိုမိုကောင်းမွန်တဲ့စီမံခန့်ခွဲမှုတွေရှိဖို့က အခုကတည်းက ဒီတော်လှန်ရေးနဲ့အတူပြင်ဆင်သွားဖို့ လိုအပ်တယ်ဆိုတဲ့အတွက် ကျနော်တို့ ပြန်လည်စီစဉ်ခြင်းဖြစ်ပါတယ်။” လို့ ပြောပါတယ်။
Karenni Land Policy Development Committee (KLPDC) မှ ကရင်နီပြည်တစ်နေရာမှာ “ကရင်နီပြည်၏မြေနှင့် အရင်းအမြစ်လားရာ” ခေါင်းစဉ်နဲ့ စက်တင်ဘာလ ၉ ရက်နဲ့ ၁၀ရက်နေ့အထိ နှစ်ရက်တာ ဆွေးနွေးပွဲတစ်ရပ်ကို ပြုလုပ်ခဲ့ပြီးနောက် သဘောထား ၄ ချက်ကို ထုတ်ပြန်ခဲ့ပါတယ်။
ကရင်နီပြည်ရှိ ဌာနေတိုင်းရင်းသားများ၊ လူထုလူတန်းစားတွေရဲ့ မြေနှင့်အရင်းအမြစ်ဆိုင်ရာ အခွင့်အရေးတွေကို အသိအမှတ်ပြု အကာအကွယ်ပေးနိုင်ရန် သက်ဆိုင်တဲ့တာဝန်ရှိအဖွဲ့အစည်း၊ ဖက်ဒရယ်မြေနှင့်အရင်းအမြစ်ဆိုင်ရာ မူဝါဒရေးဆွဲချမှတ်၍ အကောင်အထည်ဖော် ဆောင်ရွက်ရန်၊ မူဝါဒရေးဆွဲရာမှာ ပြည်နယ်ရှိဌာနေတိုင်းရင်းသားတို့ရဲ့ မူလအခွင့်အရေးဖြစ်တဲ့ မြေနှင့်အရင်းအမြစ်ဆိုင်ရာ ပိုင်ဆိုင်ခွင့်၊ စီမံခန့်ခွဲမှုကို အာမခံပေးပြီး အသိအမှတ်ပြု အကာအကွယ်ပေးနိုင်တဲ့ မူဝါဒဖြင့်ဆောင်ရွက်ရန် ဖြစ်ပါတယ်။
ဒါ့အပြင် မူဝါဒ၊ ဥပဒေရေးဆွဲရာမှာ လူထူကပူးပေါင်းပါဝင်မှုကို အလေးထားရမှာဖြစ်ပြီး ပွင့်လင်းမြင်သာတဲ့နည်းလမ်းနဲ့ဆောင်ရွက်သွားရန်၊ ဖက်ဒရယ်မြေနှင့်အရင်းအမြစ်ဆိုင်ရာ ဆောင်ရွက်နေတဲ့ Stakeholders နဲ့ လက်တွဲပူးပေါင်းဆောင်ရွက်သွားမယ်ဆိုတဲ့ အချက်တွေပဲဖြစ်ပါတယ်။
“လက်ရှိကြားကာလမှာလည်း မြေအရင်းအမြစ်နဲ့ပတ်သက်ပြီးတော့ သက်ဆိုင်တဲ့ Stakeholder တွေက ပြင်ဆင်ထားဖို့လိုအပ်တာပေါ့။ ဒီတော်လှန်ရေးလမ်းကြောင်းအရကတော့ ဒီ NUG လည်း ဖြစ်မယ် ကရင်နီအရဆိုရင် KSCC ဖြစ်မယ် ဒီပြည်ထောင်စုအရဆိုရင်တော့ NUCC ဖြစ်မယ်ပေါ့နော။ ဒါကို အရေးကြီးအခန်းကဏ္ဍမှာထည့်သွင်းဖို့ ပြီးတော့ ဖက်ဒရယ်အစိတ်အပိုင်းထဲမှာလည်း ထည့်သွင်းထားပြီးသားဖြစ်တယ်။ ဒါပေမယ့် ပြည်နယ်အဆင့်မှာလည်း ဒါအရေးကြီးတယ်ဆိုတာကို ထောက်ပြခြင်းဖြစ်တယ်။” လို့ ကော်မတီဝင်တစ်ဦးက ဆက်ပြောပါတယ်။
ကော်မတီအဖွဲ့အနေနဲ့ ပြီးခဲ့တဲ့ ၂၀၁၈ခုနှစ်ကတည်းက မြေယာမူဝါဒပြင်ဆင်ရေးဆွဲထားမှုကို အရပ်ဖက်အဖွဲ့အစည်း၊ သက်ဆိုင်တဲ့နိုင်ငံရေးပါတီဝင်တွေနဲ့ တွေ့ဆုံ အတည်ပြုထားတယ်လို့ ဆိုပါတယ်။ အာဏာသိမ်းပြီးနောက်ပိုင်း ၂၀၀၈ဖွဲ့စည်းပုံဖျက်သိမ်းလိုက်ပြီဖြစ်တဲ့အတွက် ဖက်ဒရယ်ပြည်ထောင်စုတည်ဆောက်မှုနဲ့အတူ ဖက်ဒရယ်မြေယာစီမံခန့်ခွဲမှုစနစ်ကို မီးမောင်းထိုးပြနိုင်ဖို့ ပိုရှင်းလင်းသွားတယ်လို့ ဆိုပါတယ်။
“ကရင်နီပြည်၏မြေနှင့် အရင်းအမြစ်လားရာ” ဆွေးနွေးပွဲမှာတော့ ဒေသခံလူထု၊ ဖက်ဒရယ်မြေယာအရေးတက်ကြွလုပ်ရှားသူ၊ ရိုးရာဓလေ့မြေယာစီမံခန့်ခွဲကျင့်သုံးသူ၊ လူထုအခြေပြုအသင်းအဖွဲ့မှ တက်ကြွလှုပ်ရှားသူ စုစုပေါင်း (၁၀၀) ကျော် ပါဝင်တက်ရောက် ဆွေးနွေးခဲ့ကြတာဖြစ်ပါတယ်။
