The Barangay Newly Elected Officials (BNEO) program aims to capacitate newly-elected barangay officials so they can effectively perform their mandated tasks and responsibilities.
This program is designed to build a continuum of capacity development, anchored on the basic tenets of good governance:
1. Transparency: Ensuring openness and clear communication in governance.
2. Accountability: Holding officials responsible for their actions and decisions.
3. Integrity: Upholding ethical standards and honesty.
4. Participatory Governance: Involving community members in decision-making.
5. Corruption-Free Communities: Fostering environments where corruption is minimized.
The BNEO program provides foundational courses covering various aspects of barangay governance, including understanding roles and responsibilities, internal rules of procedure, revenue-raising powers, and the Barangay Development Plan. Additionally, elective courses delve into topics such as anti-corruption and disaster risk reduction.
Overall, the BNEO program aims to transform barangay officials into champions of excellence in basic service delivery, bringing the government closer to the people.

๐ป๐๐๐๐๐๐๐๐๐๐ (๐ฎ๐น๐ฌ๐จ๐ป) Barangays Program is a term-based capacity development program for barangay officials. Being term- based, the program runs for three years or more, subject to the extent of the term of the officials. The program is designed in recognition of the extensive role of the barangays in delivering basic services to their constituents, and at the same time, acting as the link between the national government and the people. With this enormous expectation from the barangay, there is a need to provide capacity development interventions for the barangays and barangay officials, especially because most of them have limited capacity in performing their mandated tasks and responsibilities.
Generally, the program aims to capacitate the newly-elected barangay officials to enable them to perform their mandated tasks and responsibilities and build a continuum of capacity development framework for actions anchored on the basic tenets of good governance such as transparency, accountability, and integrity, and participatory governance and corruption free communities.

The National Womenโs Month Celebration has its roots in the recognition of International Womenโs Day (IWD) on March 8th, a historical event stemming from the organizing efforts of women in the early 20th Century. Between 1909 and 1911, working women in the United States, united under the National Womenโs Trade Union League and other groups, protested against low wages, lack of protective legislation, and harsh working conditions.
These demonstrations were a response to the tragic Triangle Shirtwaist Factory fire in March 1911 in New York City, claiming the lives of over 140 working girls, primarily Italian and Jewish immigrants. The subsequent observances of IWD invoked the appalling working conditions and unfair labor practices leading up to the disaster.
In Europe, Clara Zetkin and the Socialist Womenโs International advocated for March 8th to be recognized as International Womenโs Day, annually celebrating working women worldwide. This celebration has left an indelible mark on historical events, including inspiring the general strike that initiated the Russian Revolution in St. Petersburg in 1917, where 10,000 women textile workers voiced their concerns.
IWD gained official recognition by the United Nations as a day to celebrate womenโs contributions to societies globally. In the Philippines, the National Womenโs Month Celebration has become a platform to spotlight womenโs accomplishments and address ongoing and emerging issues related to womenโs empowerment and gender equality. The focus is on concrete activities aligned with national and international agreements, including the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action, the Philippine Plan for Gender-Responsive Development (1995-2025), the Framework Plan for Women, and the Sustainable Development Goals.

The passage of the following laws serves as the legal bases for the celebration of National Womenโs Month:
๐๐ซ๐จ๐๐ฅ๐๐ฆ๐๐ญ๐ข๐จ๐ง ๐๐จ. ๐๐๐ ๐ฌ. ๐๐๐๐, โDeclaring the First Week of March of Every Year as Womenโs Week and March 8, 1988, and Every Year Thereafter as Womenโs Rights and International Peace Day.โ Signed by former President Corazon C. Aquino on March 1, 1988, it affirmed our solidarity with the United Nations and recognized Filipino womenโs contribution to the struggle for national independence, civil liberties, equality, and human rights.
๐๐ซ๐จ๐๐ฅ๐๐ฆ๐๐ญ๐ข๐จ๐ง ๐๐จ, ๐๐๐ ๐ฌ. ๐๐๐๐, โProviding for the observance of the Month of March as โWomenโs Role in History Monthโโ Signed by President Aquino on March 17, 1988, reinforced the earlier proclamation by emphasizing the role of Filipino women in the social, cultural, economic and political development throughout our history. It provided for a month-long nationwide observance with appropriate ceremonies and activities to be spearheaded by the Commission.
๐.๐. ๐๐๐๐ ๐ฌ. ๐๐๐๐, โAn Act to Declare March Eight of Every Year as a Working Special Holiday to be Known as National Womenโs Dayโ was signed by President Aquino on April 10, 1990. The law further strengthened the impetus for the celebration by declaring every March 8 as a special working holiday and enjoining employees from the government and private sector to participate in activities conducted by their offices.
