The program centered on the two essential strategies for Rizal: the Local Climate Change Action Plan (LCCAP) and the Comprehensive Development Plan (CDP).
This initiative gathered all Heads of Offices and SB members from the Municipality of Rizal, in addition to the attendance of Mayor Marissa Manigsaca, Prof. Bobmil Flores (Consultant for CDP Formulation), and Dr. Ferlyn V. Logronio (Consultant-Writer for LCCAP Formulation).
OIC-MLGOO Mr. Marc Ramos presented a compelling rationale of the activity, highlighting the multi-sectoral approach to formulating the Comprehensive Development Plan. He acknowledged the challenges involved in such a complex undertaking, emphasizing the need for collaboration and effective communication across various sectors to ensure successful implementation.
The program focused on the LCCAP and CDP, examining their individual objectives and how they will complement each other to build a more resilient and prosperous Rizal. Participants actively contributed to the discussion, sharing their expertise and shaping these crucial plans.

The DILG's active participation in National Disability Rights Week, led by MSWDO Ms. Jovelyn Poligrates, demonstrating our dedication to fostering an inclusive society. The event, attended by Mayor Marissa Manigsaca, OIC-MLGOO Mr. Marc Ramos, and other officials, reinforces this dedication.
This year's theme, "Promoting Inclusion: Celebrating Abilities and Advocating Access," is brought to life with the insightful presentation by OIC-MLGOO Ms. Caress Haema T. Ilagan all the way from the Municipality of Siocon.
Ms. Ilagan's expertise/knowledge sheds light on the crucial rights and laws protecting Persons With Disabilities (PWD), emphasizing accessibility and inclusion. Her presentation highlighted the importance of creating a society where everyone can thrive, regardless of their abilities.
Her message resonated deeply with the PWD community, empowering them with knowledge about the benefits they are entitled to and their rights when facing discrimination. So they can have the tools to stand up for themselves and seek justice against those who violate their rights.
We are incredibly grateful for Ms. Ilagan for her participation & valuable contribution in this program. Together, we strive for a society that values and empowers all individuals.

To provide technical assistance and enhance local legislation and governance, OIC MLGOO Mr. Marc Ramos, along with SB Secretary Maโam Joy Anghag, MPDC Maโam Anne Leah Pilayre, Municipal Treasurer Maโam Rowena Haloc, MSWDO Maโam Jovelyn Poligrates, MDRRMO Sir Jordan Egay, Municipal Accountant Sir Jhofel Amba, and DILG Rizal staff Maโam Juchelyn Alumbro, actively observed the Sangguniang Barangay sessions in Barangays Nangca and Mabunao.
These sessions offered a valuable opportunity to offer technical support for Sangguniang Barangay proceedings, discuss local finance and revenue, address disaster management and peace and order issues, and promote effective solid waste management practices.

Discussions focused on the Seal of Good Local Governance for Barangay (SGLGB), with OIC-MLGOO Mr. Marc Ramos, Municipal Secretary Maโam Joy Anghag, and other Head of Offices providing valuable feedbacks and technical assistance about the results of SGLGB assessment for the year 2023, which had been meticulously reviewed by the assessor. Continuing their commitment to a cleaner and safer Rizal, OIC-MLGOO Mr. Marc Ramos, Engr. Edwin Claudio, MDRRMO Sir Jordan Egay, Maโam Katherine Boyles from the Municipal Engineering Office, Mr. Reynante Acal, the Solid Waste Management focal person and the PNP Officers are diligently conducting a second inspection of road clearing, HAPAG & Kalinisan efforts in every barangay of Rizal, Zamboanga del Norte.

OIC-MLGOO Mr. Marc Ramos led a productive meeting with all Punong Barangay's of Rizal, Zamboanga del Norte, discussing the exciting upcoming Benchmarking for the Lupong Tagapamayapa Incentives Awards. ๐ The meeting resulted in a comprehensive itinerary that will ensure a productive and enriching experience for all participants. ๐บ๏ธ This benchmarking program is essential for promoting best practices and raising Lupong Tagapamayapa's effectiveness throughout the barangays. We're excited to see the positive impact this benchmarking will have on our barangays!
Additionally, the meeting also addressed a crucial collaboration between the Liga ng mga Barangay and the 4Ps (Pantawid Pampamilyang Pilipino Program) of Rizal. ๐ค A clear understanding of responsibilities and action plans was established to effectively implement the Kalinisan Program. 2024 SGLG Assessment
The Municipality of Rizal recently completed the Seal of Good Local Governance (SGLG) assessment on June 20, 2024. The assessment was conducted by the Regional Assessment Team (RAT), led by CLGOO Vincent Roy Eustaquio, along with MLGOO La Libertad Octavius Bajamunde, JRMSU Extension Director Bobmil Flores, and LGOO II Rosafe B. Felizarta.
About SGLG:
The Seal of Good Local Governance (SGLG), being a progressive assessment system that gives distinction to remarkable local government performance across several areas, highlights integrity and good performance to institutionalize local governance reforms in the continuing pursuit for meaningful local autonomy and development.
The SGLG evaluates LGUs based on a comprehensive set of criteria that cover various aspects of governance and public service delivery, such as:
1. Financial Administration and Sustainability: Uphold the practice of fiscal discipline and sustainability, and transparency and accountability in the use of public funds;
2. Disaster Preparedness: Prevent and prepare for disasters whether natural or human-induced, in order to strengthen their resilience;
3. Social Protection and Sensitivity: Demonstrate responsiveness to the needs of, and facilitate meaningful engagement with the vulnerable and marginalized sectors of society;
4. Simultaneous Conduct of Road Clearing Operations and Kalinisan Program in All Barangays in the Municipality of Rizal
The event was officially launched with a program and signing of a pledge of commitment at North Mapang Gym, North Mapang, Rizal.
Leading the event was Punong Barangay Steward Tormis, who emphasized the importance of maintaining clean and safe public spaces for the well-being of all residents.
The activity garnered active participation from various community members, including barangay officials, BHW, BNS, tanod, SK chair and councilors, 4Ps beneficiaries, ERPAT members, members of the Women's Association, community volunteers, and the Municipal Composite Validation and Assessment Task Team (MCVATT).
The MCVATT team comprised of OIC MLGOO Lenin Marc Ramos, Rizal PNP Chief Police Captain Marvic Mapacpac, Municipal Assessor Engr. Edwin Claudio, a representative from the Bureau of Fire Protection (BFP) Rizal, Women's Association representative Eliza Rose, and Municipal Disaster Risk Reduction and Management Officer (MDRRMO) Jordan Egay.

Conduct of Comprehensive Seminar on SGLGB Indicators for Local Leaders and Representatives
To ensure the participation of all barangay officials in the preparation for the SGLGB and to provide technical assistance and clarity on SGLGB indicators, DILG Rizal facilitated the conduct of the seminar.
Key speakers: Department heads including SB Secretary and SGLG focal Jocelyn Anghag, MPDC Anne Leah Pilayre, BPLO Jovelyn Serencio, MDRRMC Jordan Egay, MSWDO Jovelyn Poligrates, and Municipal Budget Officer Zosimo Amba.

NATIONWIDE IMPLEMENTATION OF THE BARANGAY ROAD CLEARING OPERATIONS, ASSESSMENT, VALIDATION, AND RECOGNITION UNDER THE BAGONG PILIPINAS PROGRAM
This Memorandum Circular is issued to remind all Local Chief Executives on their roles relative to the conduct of road clearing operations within their respective jurisdiction, and to guide all concerned in the performance of their roles and responsibilities in the implementation of road clearing operations, BARCO assessment and validation under the Bagong Pilipinas Program.
The Memorandum Circular covers all City and Municipal Mayors, Punong Barangays, Sangguniang Barangay Members, and other Barangay officials, and functionaries, Sangguniang Kabataan Chairperson, SK Members and other SK Officials, DILG Regional Directors and Field Officers, Chiefs of the PNP and BFP, Heads and representatives of the Local PNP and BFP heads, BARMM MLG, and other concerned.
DILG Rizal Conducts SGLGB Orientation for LGU Functionaries
The Department of the Interior and Local Government (DILG) Rizal recently spearheaded an orientation on the Seal of Good Local Governance for Barangay (SGLGB) for the Local Government Unit (LGU) Rizal. The event sought to familiarize LGU functionaries with the SGLGB assessment process, establish an SGLGB Municipal Assessment Team tasked with evaluating barangays, and provide administrative and logistical support services.
Among those present were Municipal Mayor Marissa D. Manigsaca, SB Secretary, and SGLG Rizal Focal Jocelyn Anghag, along with all heads of offices of LGU Rizal.
About SGLGB: The Seal of Good Local Governance is a performance assessment and recognition system aimed at identifying barangays with exemplary performance across various governance areas. It utilizes a "3+1" assessment framework, requiring barangays to excel in all three Core Governance Areas and at least one Essential Governance Area.

DILG Rizal Facilitates RIBARSECA Meeting and SGLG Team Field Inspection

DILG Rizal successfully orchestrated two very important activities.
The first activity, the 2nd Quarter Meeting of the Rizal Barangay Secretaries Association (RIBARSECA), was hosted by Barangay Nangca, under the leadership of Punong Barangay Jonathan Jutba. Held at the Nangca Barangay Hall, the meeting aimed to discuss essential topics such as Katarungang Pambarangay (KP) and the Seal of Good Local Governance for Barangay (SGLGB). Also on the agenda was the election of RIBARSECA officers.
Among the attendees was DILG ZDN Cluster 1 Head, Anabella Jatico, who led informative discussions on the overview of Katarungang Pambarangay (KP), the Lupong Tagamapaya Incentives Awards (LTIA), and the requisite documents for KP. Cluster Head Jatico also provided a brief overview of SGLGB and the documentary checklist necessary for its preparation.

Additionally, Juchelyn Alumbro, Administrative Staff of DILG Rizal, took the floor to discuss the specific reports required and emphasized the submission deadlines.
A notable point in the discussion was the announcement of the planned semestral awarding ceremony, recognizing the outstanding performance of barangay secretaries. This initiative seeks to motivate and acknowledge their hard work, fostering a culture of excellence within the barangay secretaries.
The RIBARSECA gathering served as a platform to strengthen collaboration between DILG Rizal and barangay secretaries, paving the way for more effective local governance and community development.
