Day 8 | Cadet Attachment Program
Phase 3
March 21, 2024

In Photos| Hostage Taking Crisis and Establishing an Incident Command System

The last activity of our Cadet Attachment Program Phase calls for an incident command system on a hostage taking crisis.

The Incident Command System (ICS) is a standardized management system used by emergency response organizations worldwide to coordinate and manage response efforts during incidents or emergencies.

The Incident Command System is critically important for effective emergency response, as it provides a proven framework for coordination, communication, and management, enabling responders to effectively mitigate the impact of disasters and save lives.

In this scenario, the successful resolution of a hostage-taking crisis typically involves a coordinated effort among various agencies and organizations responsible for public safety and emergency response. The overall coordination of all local city police stations, along with the responsive actions of the Philippine Coast Guard, Bureau of Fire Protection and the Disaster Risk Reduction Management Office of Silang, Cavite, played a crucial role in achieving success.

*The Luna City Police Station staff was notified by phone at approximately 11:10 am that there was a gunfight that had taken place in front of the Corps Publication Building of Camp General Mariano N. Castaรฑeda, Silang, Cavite, at around 11:00 am.
The PNPA Professor and Academics Duty Officer of the day, PLTCOL PALOMENO, oversaw the simulation exercise's scenario.
Following receipt of the tip, PLT COLANDOG's intelligence division within Luna CPS used the Barangay Information Network to confirm the news.
The SOCO team was sent out right away to gather evidence and process the crime scene. This station's investigators went to the incident site to carry out a follow-up investigation.

*Dragnet operations typically involve extensive planning and coordination among law enforcement agencies. They may target specific areas known for criminal activity or focus on particular types of crimes, such as drug trafficking, robbery, or illegal fi****ms possession. The personnel of Luna City Police Station conducted a simultaneous Police "Dragnet Operation" in response to the request of the Quezon City Police Station with regards to a shooting incident that occurred near the PNPA Gymnasium.

The Philippine National Police Academy (PNPA) achieved a notable accomplishment as the "Layag Diwa" Class of 2024 concluded the CAP Phase 2 Station Immersion. In a touching event, PBGEN ALIGRE L MARTINEZ, Deputy Regional Director for Administration, along with PBGEN ARNOLD P ARDIENTE, Dean of Academics at the Philippine National Police Academy, honored the Closing Ceremony held at Camp BGen Vicente P. Lim, Calamba City.

Through experience, we can learn a lot of things. During the duration of our Cadet Attachment Program, we learned from the different experiences of people we encountered. They taught us on how being a police officer should act. With the supervision of PLTCOL Rodel Sibalo Ban-o, OIC, Sto Tomas Component City Police Station, the personnel of the different sections shared their knowledge and experiences in their respective fields. The time allotted may be short but during that short period of time, we were able to have a background and idea of what will really happen in the future.

In Photos| PNPA cadets participated in the Flag Raising Ceremony held at Sto Tomas City Hall on Monday, accompanied by our Chief of Police, PLTCOL RODEL SIBALO BAN-O. Following that, PCOL MA SHEILA TEMPLONUEVO PORTENTO, Assistant Dean of Academics at PNPA, conducted a seminar on combating Online Sexual Abuse or Exploitation of Children (OSAEC) for Senior High School students at Sto. Tomas Senior High School.
Teaching young people this information is essential because it acts as a reminder of the possible risks associated with social media, especially for women. Given that the bulk of crimes in the modern world happen online, it is imperative that law enforcement officers devote priority to this issue. We must protect and educate them in order to ensure their future well-being.

"Punishment is not for revenge, but to lessen crime and reform the criminal."
-Elizabeth Fry
The cadets of the Philippine National Police Academy had the opportunity to observe the daily activities in the Operation Section at Santo Tomas City Police Station alongside PCpl Laygo, Pat Villete, and Pat Manahan.

This experience allowed me to become acquainted with the tasks carried out by the Operation Section of a police station. Among the tasks were the deployment of personnel for the upcoming anniversary of the EDSA People Power Revolution on February 25, 2024, considering Santo Tomas' strategic location as a gateway to Laguna, Quezon, and Batangas.

Additionally, preparations were made underway for the security plan concerning the upcoming Mahaguyog Festival in Sto Tomas, Batangas, scheduled from the last week of February to March 7.

"The youth of today are the leaders of tomorrow."
-Nelson Mandela
People always say that the future depends on our youth. We also say that no one knows what will happen in the future. Under the guidance of PLTCOL RODEL SIBALO BAN-O, Chief of Police at Sto Tomas CPS, an educational lecture on illegal drug awareness was successfully delivered to Grade 10 students at San Pedro National High School. Recognizing the natural curiosity of young minds and the potential risks it may lead to, as public servants, we are committed to providing them with factual information about the detrimental effects of illegal drugs.

Our goal is to not only emphasize how drug involvement can disrupt their education but also to highlight its severe impact on their lives. It is our responsibility, as guardians of public safety, to illuminate their path, imparting awareness and steering them away from the dangers associated with illegal drugs. Through knowledge sharing, we believe we can contribute to reducing illegal drug-related incidents.

As law enforcement officers, it is not only our duty to uphold the law but also to guide the younger generation, reminding them that involvement in such activities will not lead to positive outcomes in their lives.

Also, the cadets conducted an info drive and talked about the privileges, benefits, and responsibilities of being a PNPA cadet. They encouraged them to take the challenge and be a part of the long maroon line as soon as they become qualified.

"Patrol is the backbone of policing."
It may sound simple, but patrolling is a vital part in the police service. If we observe thoroughly, we can see the real essence of policing. It helps decrease the crime rate in a certain area because it intensifies the police visibility and inspection of facilities that makes criminals do not want to commit any more crimes. Having an effective patrolling practice can greatly affect the current state of the community because it can make the people feel that their place is safe from any form of crime. In this way, people can be more productive citizens of our country.

In Photos| Under the leadership of PLTCOL RODEL SIBALO BAN-O, the Chief of Police at Sto Tomas CPS, a simulation exercise (SIMEX) was conducted alongside personnel from PECU Batangas, BFP, and CDRRMO.
On the same date, the cadets observed how the PNP personnel of Sto Tomas CPS played their role as they emphasized how vital is the maintenance of peace and order within the community. As future public safety officers, we should play our roles in enforcing the law so the public can continue with the peaceful life they are living.

"Make a difference in the life of others."
On this day, with the full cooperation of Santo Tomas Component City Police Station headed by PLTCOL RODEL S BAN-O, Chief of Police, and the members of PNPA Layag-Diwa Class of 2024, empowered Barangay Santa Anastasia and all of its official by giving them the knowledge of the Barangay Justice System.

The Barangay Justice System, also known as the Barangay Justice or Barangay Justice Service (BJS) or the "Katarungang Pambarangay", is a unique aspect of the Philippine legal system. It operates at the lowest level of governance, specifically within barangays, which are the smallest administrative divisions in the Philippines.

Santo Tomas CPS also conducted an orientation about the stationโ€™s โ€œMen Opposed to Violence Against Women Everywhereโ€ (MOVE) program which gives importance to a set of laws and measures aimed at preventing violence against women and their children.
