As the world grapples with the escalating challenges posed by climate change and 2023 poised to become the hottest year on record, the global community eagerly awaits the 28th United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP28). Dubbed as a decisive moment for international climate action, the COP28 is scheduled to take place from 30 November until 12 December 2023 in Dubai, UAE. Since the event presents a critical opportunity to put the world on a more sustainable path, Sikkim has its share to showcase to the world how to address climate change. The Sikkim government’s flagship programme ‘Mero Rukh, Mero Santati’ has been chosen for the COP28. The selection is a global acclamation for Sikkim’s futuristic climate initiatives and also to showcase India’s leadership in climate action at the crucial global forum aimed deliberate on how to address climate change. Translating to ‘My Tree, My Progeny’, the Mero Rukh Mero Santati (MRMS) is a novel green initiative conceptualized and launched by Chief Minister Shri Prem Singh Tamang (Golay) on 2nd February 2023 to strengthen the connect between parents, children and nature by planting trees to commemorate child birth. It aims to plant 108 trees for every newborn child born in Sikkim. Stemming out of his concern for the environment and future generations and the Hon’ble Chief Minister himself spearheading the initiative, MRMS aims to reinforce the age-old bond between society and nature, creating an ecosystem where both trees and children can thrive, promising vitality, health, and happiness. With various departments of the state government coming together to support the program, MRMS seeks to facilitate seamless services for new parents, from enrollment to planting and post-care. As the Hon’ble Chief Minister says the Sikkimese society has an intimate association with nature since time immemorial. “We not only revere our mountains, lakes, rivers, caves and springs, but venerate the entire landscape as sacred. MRMS aspires to co- create an ecosystem where both the tree and the child are able to reach towards the sun, a brighter tomorrow that promises vitality, health and happiness,” he adds. MRMS represents a fusion of cultural resonance and practical, research-based environmental conservation. The number 108 holds significance in Indian spiritual traditions, symbolizing universal wholeness and completeness. In Sikkimese context, the number 108 carries great significance in various religious and spiritual processions. Even in Ayurveda, it is mentioned that there are 108 marma points in our body, which are vital life force points. Exploring the spiritual context of the number 108 reveals a deep connection. Despite its spiritual value, the number 108 also has a practical, researchbased scientific angle. Many studies published in journals suggest that 108 trees sequester nearly 2.7 tons of carbon annually, almost equal to the average per capita carbon emission of an Indian, which stands at 2.29 tons per year. Although the ability to sequester carbon varies with species, environment, and other factors, on average, it appears to compensate for per capita emissions, contributing to the path to “Net Zero.” In past COPs, the idea of “Net Zero” has been proposed, and with MRMS, Sikkim aims to be a global leader in carbon neutrality. The per capita carbon emission of an individual is met immediately after their birth, eliminating carbon debt for the newborn.
While undergoing scrutiny for its selection for COP28, MRMS is said to have aligned with various criteria, including afforestation, community participation, lifestyle changes, spiritual and cultural connotations, and a practical and research-based approach, among others. This got it chosen over numerous schemes from different states. As Shri Pradeep Kumar, the PCCF-cum-Secretary of the Forest and Environment Department, mentioned in a recent interview, “MRMS is not by default or by design but by divine.” The scheme appears divine, considering its blend of spiritual and scientific elements. The scheme adopts a holistic and multi-disciplinary approach, not only sequestering carbon but also involving the community. What sets MRMS apart from other plantation schemes is its commitment to nurture and care for the saplings even after planting, an aspect lacking in most plantation drives. Saplings are taken care of alongside the newborn, receiving manure and water as the newborn receives vaccines and healthcare. This creates a connection between the family and the saplings, fostering an environment where the saplings are cared for and nurtured. The sense of ownership and responsibility that the family develops toward the saplings is the driving force behind their nurturing. Perhaps due to these factors, MRMS has received over 3000 registrations in its inaugural year since its launch on 2nd February 2023 by the Honorable Chief Minister of Sikkim. It has already gained international recognition. Being selected for the 28th Conference of Parties, the United Nations Climate Change Conference, which has been held every year since 1995, is a significant achievement. Countries participate to discuss the global climate crisis, with every UN member state that is a signatory to the United Nations Framework on Climate Change (UNFCCC) taking part. Each year, country leaders, activists, NGOs, and representatives come together to discuss climate change action. Following COP27 in Egypt last year, the 28th COP is scheduled to be hosted in Dubai, United Arab Emirates. Showcasing India’s climate leadership through schemes launched by Sikkim on such a prestigious international stage is a matter of immense pride. Sikkim’s Mero Rukh Mero Santati will stand among the world’s best ideas, alongside world leaders, activists, and representatives. Such schemes provide our country with leverage to raise various issuesand concerns globally. India has the potential to become a global leader or ‘Vishwa Guru’ in the fight against climate change. India is already setting an example in the fight against climate change through initiatives like Lifestyle for Environment (LiFE), Unnat Jyoti by Affordable LEDs for All (UJALA) scheme, etc. In the fight against climate change, India also proposed 2023 to be the International Year of Millets at the United Nations, promoting crops that require less water considering the growing scarcity due to climate change. MRMS could give additional leverage to India’s soft power during the conference. It is also a tremendous opportunity for our state, Sikkim, to attract the world’s attention to our state and other Himalayan areas that have been on the frontline facing the climate crisis. The recent Teesta Flood caused by cloudburst and glacier melting is largely attributed to the rise in global temperature caused by the global community. COP28 is set to begin the 2-year review of the Paris Agreement, which aimed to limit the global temperature increase to 1.5 degrees Celsius. The review must consider the consequences faced by the Himalayas, one of the most fragile ecosystems. COP27 proposed a ‘Loss and Damage Fund,’ which is expected to be finalized in COP28. If the ‘Loss and Damage Fund’ is finalised then India could ask compensation for the damage it has incurred due to climate change. India, as a victim of the climate crisis, could raise various concerns and provide solutions globally. Sikkim, known as the green state of India, could also propose availing compensation from the Reducing Emissions from Deforestation and Forest Degradation (REDD+) framework, which provides result-based payments to countries sequestering carbon and aiding the global fight against climate change. Sikkim, as a Himalayan state on the frontline of the climate crisis, with schemes like MRMS and Organic Farming, has considerable leverage and opportunity to address crucial issues. Sikkim’s participation in COP28 could be revolutionary environmentally and geopolitically. ‘Mero Rukh Mero Santati’ not only signifies a commitment to environmental conservation but also encapsulates the cultural and traditional values of the Sikkimese people. As Sikkim takes the stage at COP28, this visionary program serves as a beacon of hope for a greener and sustainable future, not only for the state but for India and the world.

VOICE Advocates for a Green Diwali: "This Diwali Say No to Firecracker" Event at M. G Marg, Gangtok

In an effort to promote an eco-friendly and safe Diwali celebration, VOICE organized a compelling anti-firecracker awareness event, "This Diwali Say No to Firecracker," at M. G Marg, Gangtok.

The event, spearheaded by the dedicated VOICE team from the East District, featured a diverse display of cultural shows, captivating performances, and short, insightful speeches aimed at raising awareness about the harmful effects of firecrackers on the environment and public health.

Amidst the vibrant atmosphere, community members were enlightened about the environmental impact of fireworks and the importance of celebrating Diwali in an eco-conscious manner. The program emphasized the need to prioritize the well-being of our surroundings and fellow citizens during festive seasons.

During the programme, Sanjay Rai also sensitised the public present regarding the recent triump of Sikkim Government’s Flagship Initiative “Mero Rukh Mero Santati” being selected for the COP28 at Dubai which is a matter of great pride for not just Sikkimese but for all Indians.

"We believe that celebrating Diwali without firecrackers is not just an individual choice, but a collective responsibility towards our environment and community," said Drupadha Gurung, East District Coordinator. "Our goal is to inspire a positive change in traditions, encouraging everyone to enjoy the festival responsibly."

The response from the general public was overwhelmingly positive, with attendees expressing appreciation for the informative sessions and entertaining performances. Many pledged to adopt a firecracker-free Diwali and spread the message of environmental consciousness to their friends and family.

As the festival season approaches, VOICE remains committed to promoting sustainable practices and fostering a sense of community responsibility. The "This Diwali Say No to Firecracker" event serves as a significant step towards creating a greener and healthier environment for everyone.

Mahendra P. Lama is an Indian professor and a development economist who was the pro-vice chancellor of IGNOU and the founding Vice Chancellor of Sikkim University in India. At the age of 45, he became the youngest vice chancellor of a National Central University in India. He is presently a senior Professor in the School of International Studies , Jawaharlal Nehru University, New Delhi; Chief Economic Adviser in the Government of Sikkim (Cabinet Minister Rank) and Member of the Eminent Persons Group on Nepal-India Relations
appointed by the Prime Ministers of India and Nepal. He is also a former member of National Security Advisory Board, Government of India.
