The photo below is from a trip last year to Washington DC, where I attended a meeting of state and federal regulators at the offices of the CFPB, back when I was Chief Counsel for Consumer Protection & Advocacy for the Arizona Attorney General’s Office.

Did you know that the federal Consumer Financial Protection Bureau (CFPB) was created to provide a single point of accountability for enforcing federal consumer financial laws and protecting consumers in the financial marketplace?

Their work includes:

Taking consumer complaints.

Rooting out unfair, deceptive, or abusive acts or practices by writing rules, supervising companies, and enforcing the law.

Enforcing laws that outlaw discrimination in consumer finance.

Enhancing financial education.

Researching the consumer experience of using financial products.

Monitoring financial markets for new risks to consumers.

Some of the entities which the CFPB supervises or regulates include the following:

Banks (depository institutions and affiliates). Rest in Peace Bill Walton. His ties to Arizona Wildcats basketball through his son and former player Luke Walton brought Bill into my orbit when I was the President of the San Diego Beachcats University of Arizona Alumni Club. Bill was always willing to help our group raise scholarship money for students heading to the U of A from San Diego.

One time, the former NBA star was coming to our Wildcat golf tournament and dinner, and he called the house and left me a voicemail.

“Vince, this is Bill Walton. I’m coming to the dinner on Friday, but I need you to get me a TV. I’m announcing an NBA game the next day, so I need to see games Friday night. Bring a TV to the dinner, Vince!”

Thankfully, the dinner location had TVs in the bar area, so there was no problem. And Bill was able to watch the game footage that he needed.

So one of my funnest stories about him was that one time that Bill Walton called, demanding me to bring a TV to dinner. 📺 😆🏀

Thankful to see the memory of my old friend and colleague Howard Wayne recognized with an honorary street name in San Diego. I worked with Howard when he was a senior prosecutor at the California Attorney General’s Office in San Diego. He later became a consumer fraud prosecutor. I volunteered on Howard’s campaigns when he was elected as a State Representative in California. He was so dedicated to the community, protection of the public, and the environment.

Changes to the federal Fair Trade Commission rule on safe-guarding consumer information go into effect today, requiring financial institutions to notify the FTC of any event where unencrypted customer information involving more than 500 customers is acquired by someone without authorization. Glad to see the US District Court denied robocall defendant Avid Telcom and related defendants’ motion to dismiss the national federal robocall violation lawsuit filed by all 50 State Attorneys General in 2023. Proud to have supervised the Arizona legal team commencing and litigating this work for the State of Arizona last year, in my prior role as Chief Counsel for Consumer Protection. ⚖️

According to the lawsuit, Avid allegedly sent or attempted to transmit more than 24 billion scam Robo calls across the United States, facilitating, Social Security scams Medicare scams, auto warranty scams, employment scams and much more. Enough is enough!

A Force of Nature: How NYU Students Get Outside in the City 29/04/2024

¡Orgulloso de mi Hija! Proud of my daughter Maya!! 🤩💕 She was quoted in the NYU newspaper in the article “A Force of Nature | How NYU Students Get Outside in the City”. The article is about the NYU Community Agriculture Project, a student organization which does community-based agriculture in the heart of Greenwich Village, NYC.

“Our outdoor meetings are wonderful, because we work together to grow plants while bonding over a common interest,” says Maya Rabago, club secretary. She’s a Language and Mind major and Chemistry minor on the prehealth track. In warmer weather, the group regularly gathers to tend to their one-tenth-acre plot, and members often take home flowers, fruits, or vegetables. In winter, they meet indoors “to help stay connected to the environment.” Previously, they’ve started seeds, made bouquets, and discussed Indigenous foodways. “It lets us care for ourselves by taking care of our garden,” Maya says. “And it helps us keep in mind that we aren’t trying to connect with nature. Instead, we are a part of it.”

I am proud to have worked directly on this proposed law and effort when I was Chief Counsel for Consumer Protection at the AG’s office last year, meeting with the sponsoring legislator at the Legislature, engaging in follow up, and helping my colleagues with the drafting of the legislation. 🏛️📜

I am excited to let you know that I am back in the saddle after leaving my state job with the State of Arizona in mid-February.

I am also grateful to have had a chance to return to the AG's office last year, and for everything accomplished while I was the Chief Counsel for Consumer Protection in 2023.

It was an honor to work with so many talented and dedicated office staff members. I am proud that I led the hiring of hiring multiple new and mostly very experienced attorneys to fill out a staff with a large workload in Consumer Protection and oversaw the hiring of the newly launched Worker Protection Unit, and fought for some raises (for as many as I could, due to budget constraints). I brought in national tech fraud training for all of our civil fraud prosecutors, investigators and public-facing consumer information and complaint staff leaders.

During the past year, it was exciting to help strategize and propose successful litigation plans to protect elders by suing an elder care home for wrongful secrecy arbitration clauses in their contracts, overseeing and approving successful federal litigation against deceptive solar companies, participating in and overseeing the launch of major litigation against national insulin manufacturers and PBMs, serving as Counsel of Record and overseeing our team in federal litigation against Facebook and Instagram for harm to youth, personally negotiating the final terms/amounts in a $13 million settlement in a case against Cox on behalf of the legal team, and supervising and overseeing over $20 million in consumer fraud related case settlements (including some of the big Pharma case settlements) in less than a year. Not to mention building up ties to local, state and national consumer protection organizations and allies, and community and media outreach including the Spanish-speaking Latino community in Phoenix and Tucson. The investigations, cases, and settlements were a team effort with me proud to supervise great attorneys and dedicated office staff. There was so much more, but hopefully this gives you a flavor of how busy I was from February into December.

I am looking forward to using this time to reset and refresh, and I am open for business — and open to interesting new opportunities— ranging from law to consulting and more. If it is legal work, Rabago Law Office, PLC is the place to go. I am also willing to consider other unique roles and opportunities. 🏛️⚖️

This includes more than two decades practicing law in Tucson and in Arizona, with nearly 10 years working at the Arizona Attorney General’s office as an Assistant Attorney General, and more than eight years previously working as a
California Deputy Attorney General.

I know, I know, you are so young Vince, how can that be? I think I began my budding legal career with arguments when I was 8 (and probably did, if you ask my siblings). 😆

I’m happy to share that I’m starting a new position as the Section Chief Counsel for the Consumer Protection & Advocacy Section at the Arizona Attorney General's Office! I will be leading the AG’s consumer protection efforts for the entire State of Arizona. Vince Rabago was a career state prosecutor, formerly working as a California Deputy Attorney General and later as an Assistant Arizona Attorney General, with extensive experience in criminal law, litigation and appeals, and consumer and business law. Vince Rabago handles individual, consumer, business and regulatory matters, including advice, consumer and other regulatory investigations, litigation, and appeals in state and federal court. Licensed in Arizona, California, and admitted to practice in both state and federal court, including federal U.S. District Court, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court.

Kristine Rabago worked for the General Counsel’s Office of California’s Agricultural Labor Relations Board before moving to Arizona, handling labor cases throughout Southern California. Kristine now handles bankruptcy cases in Arizona, as well as a variety of civil matters for clients. She is licensed in Arizona, California, and Texas and is admitted to practice in both state and federal court, including the U.S. District Court and the Ninth Circuit Court of Appeals.
