With the approaching agreement accompanied by the upcoming “Commercialisation” of the Ponta do Oura (Mz) - Kosi Bay (RSA) border posts in late March 2022, it is paramount for coordinated and systematic measures to be in place for the efficiency of the corridor. The corridor which links the EN200 - R22 -N2 highways between Mz and RSA, requires a collaborated effort from public & private sectors, alongside communities on both sides of the border in ensuring it is optimised, subsequently triggering adequate trade and development opportunities.
Key Focus Areas Requiring Attention for the Efficiency of the corridor linking Kwazulu Natal (RSA) and Maputo (Mz), are as below:
#1 Efficient Road Infrastructure -->> Good maintenance of roads, for safe and free flowing of trucks and general commuters on the corridor, to reduce risk and attract more business on the corridor.
#2 Provincial Bilateral Trade Agreement -- >> A inter Provincial level agreement between MZ & RSA is paramount in coordinating and zooming in on key sectors/commodities for export/import between the provinces of Maputo and KwaZulu Natal. Without some form of a trade MOU, the corridor stands the risk of being a “white elephant”.
#3 Efficient Border Management Authority -- >> An efficient BMA body can centralise border management operations leading to the reduction of illicit activities, mitigation of human trafficking, enforced customs control and improved border policing.
#4 Establishment of a Corridor Management Institution -- >> A CMI body could ensure that the whole corridor value chain between the two countries is efficient, by monitoring and reporting trade bottlenecks, coordinating and running a cross border forum to deal with trade legal and compliance matters on the corridor and lastly to formulate trade stimulation strategies between the two regions.
#5 Transparency and Harmonisation of Procedures and Standards on Both sides of the Border -- >> The synchronisation of standards between RSA & MZ including other country Ports of Entry (PoEs), are particularly important at border posts where differences in standards and regulations often result in complex procedures that affect the movement of cargo and transport
#6 Coordinated SMME Development & Inclusion, for Trade Participation (RSA & Mz) -- >> The intentional development and inclusion of SMMEs to trade on the corridor, is one of the most crucial points, as the corridor needs to positively impact all communities and businesses alongside and in proximity of the corridor. This approach stands to stimulate “socio economic” standards of communities in and around the corridor.
Until recently, managing South Africa’s borders was the task of at least seven different government departments working at land, air and sea ports of entry. This proved taxing, particularly as movement in and out of South Africa continues to rise.
The new Border Management Authority (BMA) Act is meant to improve efficiencies by providing a single authority to oversee all aspects of the border environment. The law also requires coordination with other government bodies and border communities.
In principle, the concept is of a streamlined border management body that seeks to:
1. Centralise all border functions under a single commissioner.
2. Reduce trade bottlenecks.
3. Reduce corruption from border officials.
4. Prevent illicit trafficking of goods.
5. Facilitate movement of people and prevent human trafficking.
6. Secure borders from national threats from from outside the country.

WHAT ARE INDUSTRIES WITHOUT SMOKE STACKS “IWSS”?
Is this “the” piece of the puzzle for Africa’s development in the 21st Century?
Can Africa only focus on the manufacturing sector and try replicating East Asia’s Manufacturing Boom in the 70s/80s/90s ?
The answer to that is “NO”, as the conditions, cultural dynamics and comparative advantages are not the same. Manufacturing on its own cannot achieve this for Africa in the 21st century, a more diversified and inclusive approach is key.
Africa requires a more diverse 21st century industrial approach when structuring industrial policies, where technology is cross cutting in all sectors.
IWSS = Industries with similar characteristics as manufacturing but are not.

❗️📣 ANNOUNCEMENTS 📣❗️.... Borders between South Africa and Mozambique will remain open as per the current protocols - which are PCR to enter Moz and Rapid to enter SA, with no vaccine certificate required.
With the ambitions of all 54 states which have signed the agreement, this flagship project is none like any other that the continent has seen, which is to stand the test of time. The key focus is the fine print of the agreement and the political will from all participating states in ensuring that focus is correctly aligned in pivotal areas such as:
🔷Calibrating domestic “Industrial policy”, in order to ensure it fosters domestic industrialisation, job creation for expanding youth and sustainable development.
🔶Development of strategic “Special Economic Zones”, and improvement of key road/rail infrastructure to connect with the rest of the continent.
🔷Ensuring that the “Investment Climate” and “Ease of Doing Business” indicators are improved, to appeal to inward FDI for key investments.
🔶Establishing key ICT infrastructure, to optimise e-commerce and digital connection domestically and with the continent.
🔷Fostering key industrial skills with the youth, to aide the industrialisation of key sectors where “comparative advantages” pre-exist.
🔶Ensuring that previously sidelined / economically marginalised communities, are developed and involved to participate in the domestic economy and in a “grouping” approach.
