* Activities in the Culture matters of this Directorate have increased steadily during 2012 and at the same time the strength of officers in the Directorate has decreased steadily during last one year. Presently, only two WBCS (Exe) Officers are posted in the Directorate apart from the Commissioner himself. Four posts of WBCS (Exe) Officers are lying vacant in this Directorate since last year. The Backward Classes Welfare Department works for social, economic and cultural development of the people belonging to SC, ST and OBC in the State. The main functions of the Department are :

◊ Promotion and implementation of educational schemes including
training for enhancement of capabilities in them
◊ Issuance of caste certificates and enforcement of reservation
rules in services, posts and educational institutions
◊ Implementation of schemes including income generation schemes
for economic upliftment
◊ Strengthening of infrastructure and creation of community assets
for integrated development of the backward classes
◊ Social and cultural development of the backward classes

Out of the total population of 8,01,76,197 (as per 2001 census), SC & ST population figures are as below:
SC population – 1,84,52,555 (23.02% of the total state population), Male – 94,69,659, Female – 89,82,896.
ST population – 44,06,794 (5.5% of the total state population), Male – 22,23,924, Female – 21,82,870
The district Cooch Behar has more than 50% SC population.
No Census of OBC Population has been done however it is a estimated about 39% population as per belong to OBC. Out of the total OBC population 55.5% belong to OBC Category A containing 56 classes rest being OBC Category B.

Different activities of the Government of West Bengal towards welfare of the SC/ST/OBC people are described briefly under the following heads:

Reservation / সংরক্ষণ :

Reservation of the SC/ST/OBC people has been ensured in West Bengal by enactment of Act & Rules and Government Notifications. By enactment of the West Bengal Scheduled Castes & Scheduled Tribes (Reservation of Vacancies in Services & Posts) Act, 1976 and Rules framed there under, 22% posts for SC and 6% posts for ST in respect of services and posts under the control of the Government of West Bengal in establishments run or aided by the Government have been ensured. By issuance of notifications, 10% reservation for the Other Backward Classes (Category – A) and 7% reservation for the Other Backward Classes (Category –B) in respect of such services & posts under the Government of West Bengal has been ensured. Provisions have also been made to administer and ensure observance of the reservation norms in all establishments. Level of adherence to reservation norms has improved during the recent past.

Reservation in admission to educational institutions: Similar 22% and 6% reservation for SC & ST has been made in respect of admission to all educational institutions. However, for the Other Backward Classes, reservation in admission @ 7% has been granted in respect of admission to Primary, Secondary & Higher Secondary courses only. Proposal for introduction of reservation in admission to higher educational institutions for the OBCs (both Category A & B) are under active consideration.

Caste Certificates:

Caste Identification Certificates for the Scheduled Castes & Scheduled Tribes are issued in terms of provisions of the Scheduled Castes & Scheduled Tribes (Identification) Act, 1994 by the Sub-divisional Officers for respective Sub-divisions and by Additional District Magistrate, South 24 Pgs. for Kolkata. Caste Identification Certificates for the other backward classes are also issued in terms of the notification No.347-TW/EC dt.13-07-1994 and subsequent notifications. Recently, simplified guidelines for issuance of SC / ST / OBC Certificates have been issued. As a result number of caste certificates issued per month has considerably increased. Presently, about 60,000 – 70,000 certificates are issued every month.

* Budgetary allocation:

In order to ensure sustained development and welfare of the SC & ST, 23% allocation is earmarked for the SC and 5.5% allocation is earmarked for ST in the plan budget of all the Departments of the Government of West Bengal. So, all the Departments of the Government of West Bengal have been assigned the task of welfare of the SC & ST Communities. There is, however, no specific allocation in the plan budget of all Departments for development of Other Backward Classes. Besides this budgetary allocation of all the departments, the Backward Classes Welfare Department acts as the nodal department to consolidate the activities towards welfare of the SC/ST/OBC Communities.

Central Government Assistance:

Government of India allocates fund to all State Governments towards welfare of SC & ST under three major heads, SCA to SCSP, SCA to TSP, Article 275 (1) of the Constitution of India. Allocation under these heads depends on guaranteed allocation of fund in the plan budget of all Government Departments proportionate to SC & ST population in the State. Government of West Bengal receives considerable amount of fund under these plans. SCA to SCSP is dedicated for welfare of the Scheduled Castes while SCA to TSP is dedicated to the Scheduled Tribes. Under SCA to SCSP, 90% fund is paid towards income generation schemes through bank loan and the rest 10% is earmarked for infrastructural schemes. Under SCA to TSP, 70% fund is paid towards income generation schemes and the rest 30% is earmarked for infrastructural schemes. Fund under Article 275(1) of the Constitution of India is also received for infrastructural assistance in the tribal dominated areas.

About 60% of the entire budgetary provisions of this Department are spent on educational schemes. More than 30 lakh students are covered under these schemes. Besides, 10,000 Cycles were distributed at a cost of about Rs.2.5 Crore. These are very popular schemes of the BCW Department.

There are three types of hostels for SC/ST students in West Bengal; namely, School attached hostels, Ashram Hostels and Central Hostels.

There are at present 1518 School Attached Hostels for SC & ST students having capacity of 55,000 SC and 45000 ST students.

All hostellers get free accommodation and also hostel charges @Rs.750 per month.

Besides this, there are 5 Ekalabbya Model Schools and 9 Pandit Raghunath Murmu Residential Schools in this State where students can get good quality education in these residential schools along with food and lodging.

Vocational training: There are different schemes of vocational training for SC/ST students. Such vocational training is provided at Government costs in different Polytechnic Institutions, ATDCs, Central Tool Rooms, Electronic Corporation of India Ltd. and similar other institutions. Moreover there are 45 Training-cum–Production Centres (TCPC) under this Department where SC/ST trainees are trained in various job oriented trades. All the trainees are provided with stipends during the course of training.

Infrastructure Development Schemes under State Budget: In the State Budget of the BCW Department as well as State Budget for all other departments there are provisions of fund for community development schemes for welfare of the SC/ST/OBC communities as well are development of infrastructure in the SC/ST dominated areas. All kinds of schemes for development of infrastructure in SC & ST dominated areas with a view to improve the quality of life of the targeted people are taken up under these schemes.

Old age pension for tribals: The BCW Department has introduced a scheme of providing pension to tribals below poverty level beyond the age of 60 years. The schemes was first introduced in ITDP Mouzas and subsequently been extended to the entire State. The pension amount has currently been set at Rs.750 per month. About 1.3 lakh tribal people get this benefit. Govt. has recently approved increase of this pension amount from Rs.750 to Rs.1000 per month.

Special Government of India Schemes: Government of India is also running two other development schemes - a scheme for development of Primitive Tribal Groups (PTG) and ‘WADI’.

PTG -In West Bengal, three tribes i.e. Lodha, Birhor and Toto have been declared as PTG. Government of India grants special fund for development of these tribes. A special plan for Rs.43 Crore has been sent to Government of India for comprehensive development of PTGs. Presently there are about 249 Birhors, 1,227 Totos & 57,012 Lodhas in West Bengal.

In the year 2008-09, Govt. Of India sanctioned Rs.901.74 lakh for PTG development. In 2009-10, another Rs.537.235 was received. However, no fund has been received from Govt. Of India in 2010-11

WADI / ওয়াদি -

This programme is basically an agricultural based framing system linked with processing and marketing of products, micro finance, health components and women empowerment through participation for income generation activities. Two projects, one in Purulia and another in Bankura under joint venture with NABARD. Besides, four more projects are being taken up - 2 in Paschim Medinipur and 2 in Jalpaiguri.

POA Act and PCR Act: Prevention of Atrocities Act (POA) and Protection of Civil Rights Act (PCR) are two Acts which protect the Scheduled Castes and Scheduled Tribes against atrocities and un-touchability. West Bengal is not an atrocity- prone area.

However, there are incidents of atrocities against the Scheduled Castes and Scheduled Tribes in this State also and hence elaborate measures have been taken to protect the people belonging to SC/ST against such atrocity. State-level and District-level Committees have been formed, Special Courts under POA Act have been set up and Special Public Prosecutor to try the cases under POA Act have been appointed. However, there is no incident of untouchability registered under the Protection of Civil Rights Act, 1955.

Besides, there is a provision of granting incentives in cases of inter-caste marriages. Presently a grant of Rs.5,000/- is allowed on each incident of inter-caste marriage. The Government is considering a proposal for enhancement of such incentives to Rs.30,000/-.
