Z.C.F was created with a view of being a beacon of hope to the vulnerable people living with HIV & AIDS, especially women and children in order to enable them to attain improved livelihood. Z.C.F secretariat is situated along Cedar Road in Woodlands near Maina Soko Military Hospital in Lusaka. There is a Board of Governors that meets three times a year, whilst the day -to -day operations of the programme are managed and supervised by the programme Management Team.
