Most of Romania's solar and wind energy potential is concentrated in the southeastern region of Dobrogea. The existing grid infrastructure there is struggling to keep up with additional power generation capacities.
According to forecasts by Transelectrica, the region could integrate an additional 2 GW of renewable energy by 2025.
Aside from the challenge of grid readiness, bureaucratic hurdles and speculative land acquisitions by inexperienced investors may also burden Romania's energy transformation. Developers of projects promising to deliver 50 GW have submitted technical connection permits with Transelectrica and the latter has to evaluate each of them.

In 2023, Bulgaria for the first time joined the list of EU member states that added over 1 GW of new solar capacity in a single year.
The country concluded 2023 with a whopping 3.9 GW of installed photovoltaic capacity, surpassing its 2030 goal of 3.2 GW.
While solar power shines bright, the wind segment faces challenges. There are plans for wind power projects exceeding 4 GW but the target for connecting wind energy to the grid over the next decade is just 403 MW.
Still, Bulgaria's energy system operator has laid out a 10-year network plan, requiring a EUR 1 billion investment, focusing on infrastructure development and digital transformation to support renewable energy integration. The broader use of smart energy storage systems is also there.
