Grand Bahama Power Company (GBPC) filed a rate application with our regulator, the Grand Bahama Port Authority (GBPA). We are reaching out to you today to share the details of our filing, the reasons for it and the impacts on our customers.
Our filing addresses two main topics: an adjustment in base rates and a generation plan. Here is what you need to know on the rate portion of our filing:
• Our proposed rate adjustment impacts different customers in different ways. For our residential customers, some segments would see a drop in rates, while others would see no change from today’s rates, and others would see proposed increases of various amounts depending on usage:
• A 3.2% decrease in base rates is proposed for a segment of residential customers – those who consume up to 200kWh per month, which comprises about 18% of residential customers.
• For residential customers consuming 201-350kWh per month, there is no change in base rates proposed. This segment represents about 24% of residential customers.
• Residential customers consuming between 351 to 800 kWh per month, representing about 32% of customers, will see a base increase range from 1% to 7.5%.
• Customers consuming more than 800kWh per month will experience a base increase of 7.5% to 8.9%, representing 26% of residential customers.
• For our other customer classes, General Service Large customers will experience increases of 3.5% to 4%, and Commercial customers will see an across-the board-increase of 4.4%.
• Overall, the average all-in rate increase for all customers is projected to be 4%, as compared to inflation rates in The Bahamas of 8.4% over the past several years.
Like most residents and businesses, GBPC faced significant challenges since our last rate application in 2015 with impacts from Hurricanes Matthew and Dorian, after which we safely restored the Island’s electricity in record time. We have been able to stabilize rates to customers through prudent operations management and a strategic fuel hedging program that has kept fuel costs stable at 10 cents since 2015 and will continue to keep fuel costs consistent through 2022.
Our filing also included a generation plan that looks at the energy demand forecast and compares it against our current generation availability. The plan shows that, with a notable drop in load over the past five years, there is no need for significant generation investments. However, our plan takes long-term view of generation and related fuel costs to customers, and we know that incorporating renewable energy thoughtfully and responsibly will lead to lower costs to customers. As such, we are proposing to make investments in small, utility-scale solar plants – that is, providing the cost of solar would be less than or equal to the cost of fuel. These proposed projects would be individually approved by GBPA and would depend on the savings in fuel being equal or exceeding the required return on investment, thereby benefiting customers.
Our plan also proposes to look for Independent Power Producers to provide the same affordable solar power to our grid. This would open a new sector for Bahamian investors, and investments in solar would see about 15% of our generation from renewable sources by 2026, translating to cost savings for customers and a notable reduction in our carbon footprint.
We know that, with this filing, many of you are facing the possibility of a rate increase. We also know that no one wants to see the cost of electricity rise. The reality is that we need to continue to invest in Grand Bahama Power’s operations to maintain safe, reliable, and increasingly renewable electricity service for customers for years to come. This rate filing proposes to do just that, while recognizing and shielding those most vulnerable in our communities.
