re ( GDC ) has been established in 1997 by the social activists concerning the civic rights and the development of the organizations for the powerless groups. Instead of providing social services, GDC defined itself as a“ organizing and learning platform” of local residents, labours and powerless groups to learn how to develop and organize themselves, to gain the power and resources for defending their civic rights, strive for the social justice and to facilitate the improvement of the social environment. The founders of GDC truly believe that “ organizing is power ” and the issue of “ poverty ” is the major concern of the powerless in the urban social movement. The strategies of GDC are concluded as “Take root in the community, organize the powerless, defend the civic rights and strive for the social justice”. The major tasks of the Centre are as follows:
1) To provide venue for meeting, training and organizing;
2) To provide the strategies for resources mobilization;
3) To recruit voluntary organizers for the development of the powerless groups;
4) To cultivate the sense of mutual responsible spirit and mutual support network;
5) To articulate the collaboration between the powerless groups and civil organizations.
