Irregularities in Jalozai Project
Peshawar, May 15: Serious irregularities have been unearthed in the administrative and financial matters of Rs6.565 billion under-construction project of Jalozai campus of the NWFP University of Engineering and Technology, Peshawar. Reliable sources said that administrative approval of Executive Committee of the National Economic Council (Ecnec) to the ex*****on of Jalozai campus project was formally notified by the Higher Education Commission (HEC) on October 30, 2007 while the HEC released funds on March 6, 2008, while construction work to a "ghost contractor" was awarded by UET vide director works letter no. 2019-21/DOW/EU dated September 22, 2007. The reason behind award of various contracts of the project prior to its approval and release of funds was to mint quick money by some of the top officials in the UET administration, the sources alleged.
The contract for the construction of the boundary wall of the Jalozai campus was awarded to contractor Al-Mayar Associates, Peshawar, on September 22, 2007. The estimated cost for the wall was Rs13.96 million, while an amount of Rs22.311 million was approved for it with a six-month duration for completion.
It was in February 2008, four months after the contract had been awarded, that the contractor refused to continue the construction, saying his firm was incapable to carry out further work on the already approved rates and the firm appealed to the university to cancel his contract before its completion, which the university did and also made payment to the firm, the sources said.
A senior official associated with the project said that the construction work on the boundary wall was substandard and it was not approved by the project director concerned and above all the contractor had left it halfway, even then payments were made by the vice-chancellor and director for finance for the incomplete work that raised eyebrows.
He said it was a matter of serious concern that a strong wall had been erected for jail at the same site several years ago which could not be utilised as the provincial government dropped the idea to shift the prison there. Now that the wall, which is well constructed, would be demolished and a substandard boundary wall is being erected instead, which is beyond understanding, he added.
It was under the Jalozai project that the finance director of the University Sarwar Khan visited USA and inked a memorandum of understanding with George Washington University under which teachers of the UET would be trained at MS and PhD levels.
Strange enough, three fresh graduates were sent to the said university under the Rs1.42 billion human resource development programme of Jalozai campus. They included Omer Imtiaz Gilani, son of incumbent vice-chancellor of UET Peshawar Imtiaz Hussain Gilani, the sources said and added that Omer was a fresh graduate of Ghulam Ishaq Khan Institute,Swabi.
The most interesting aspect of the project was that the vice-chancellor and finance director (a person with commerce degree having no formal planning or engineering background) were made indispensable for the 84-month-long project, the sources said.
Some senior professors of the university opined that appointment of vice-chancellor and finance director in the project was a bid to save their job particularly that of the later, who was going to retire by the end of this year.
Perhaps it would be the most unique PC-1 wherein the services of two persons were made necessary till completion of the minimum seven-year-long project. The PC-1 approved by the vice-chancellor and director finance, it says: "The project will be administered by the incumbent director for finance and planning as its principal officer and overall in charge under the supervision of the vice-chancellor. For this purpose, he will be elevated to the status of adviser on finance and planning on the analogy of the position of advisor in Higher Education Commission in Grade 21.
"Necessary provision for this position shall be made in the recurring budget of the university. As continuity of thoughts and action is an essential requirement for the successful implementation of any mega project, the position of existing top concerned management of UET dealing with this project (i.e. the incumbent vice-chancellor and director/advisor finance and planning) should remain unchanged till the competition of the project. Upon reaching the stage of superannuation, the incumbent director for finance and planning will continue to work as adviser on finance and planning giving the expert professional services to the university and also supervise this mega project till its completion. His salary after retirement will be fixed at market rate by the vice-chancellor. He will also retain his present official residence on Peshawar Campus, conveyance and free utilities for which necessary provision will be maintained in the UET recurring budget."
The following are the few illegalities committed by Imtiaz Gallani and his another close confidant Prof Zahid Mahmood Former Dean Faculty of Engineering. These illegalities are known to the naked eyes in the university and are just a tip of the iceberg. Specialized investigations into the wrong doings committed by the emperor Gallani will reveal much more.
1. Serious irregularities in UET Jalozai campus project. Third party audit is needed to unearth the full scale corruption made in this project.

The Selection was made against the rules as his GPA is less than 3.0
Omer Imtiaz Gilani, son of incumbent vice-chancellor of UET Peshawar Imtiaz Hussain Gilani, who availed the jalozai scholarship for PhD studies illegally at Gorge Washington University spending a huge sum of more than Rs 10 millions has returned unsuccessful without PhD.
As per UET rule he was supposed to return the amount spent on him to the university excechqure (according to the deed of agreement duly signed by both the parties in the cout of law ). The university administration instead of recovering the amount spent on him awarded him a permanent post of lecturer in UET campus Abottabad. In this case, again the rules were bulldozed by the min dictator of the UET in is his own favor (Worst form of favoritism).
The son in law of Mr. Sawar khan (the then director of finance), was grantted a foreign scholarship under the Jalozai Project against the rules in UK. After completing his master in UK, he was supposed to return to Pakistan, but instead he went to Canada and settled there. No recovery was made from him either.
Mr. Muhammad Sarwar Khan retired as director finance 6 years ago and was re-appointed as adviser to the VC on contract basis along with full benefits such as free housing and official car etc. Mr. Sarwar Khan was holding the university house even after 6 years of retirement.
Simple BS ladies having had a close relationship with Gallani and Sarwar Khan, named Shehla Kiran and Saima Hassan were appointed one as Director Computer management solution in BPS 19 and the other one as a Deputy Registrar against the rules and their appointments were challenged in the Peshawar High Court by a UET Employee. The case is still active in the PHC.
Another person named Dr. Najeeb who was a school teacher in the Beacon House Peshawar and was a tutor of Gallani kids has been kept as a director energy center (recently established) on highest salary of Rs. 3,00,000 + without any advertisement for the post for the last one year (Worst form of favoritism).
The Former Dean Prof. Zahid Mahmood who was also one of the collaborators of the VC in these wrong doings has been rewarded by the VC in many ways giving him government owned laptop free of cost in a friendly favour.
Rashid Mahmood S/O Prof. Zahid Mahmood (the current Dean) has been appointed as a lecturer in grade 17 in the department of electrical engineering who was initially not recommended by the selection board (Worst form of favoritism).
The Former Dean who is going to retire in December 2014, a fresh summary of his job extension has been moved to the Governor KPK seeking his approval on the false grounds (Worst form of favoritism) .
Appointing Sardar Ali as a Professor in the department of Basic Sciences for two years term without any justification (The person who helped Imtiaz Gallani in getting fourth consecutive extension). He has no contribution in terms of quality teaching and research.
Appointing the daughter of Sardar Ali as lecturer in the department of Mechatronics and his son as a LAB engineer in the department Computer System Engineering (Worst form of favoritism)
Sardar Ali although retired, has been accommodated in the official faculty house at the cost of permanent faculty members who are being denied on campus accommodation. This is against the existing statutes of the university where it has clearly been mentioned that the on campus accommodations is the sole right of the serving faculty members to be allotted to them purely on merit.
Fazl-e-Khaliq,a special friend of VC has been appointed as coordinator of the jalozai campus, a clear and illegal step taken by VC. While he was already dismissed from his job in accordance with the letter No. SO (III)6(2)2/GS/10/ Dated 15.01.2013 issued by Governor KPK to the university, in the light of which 17employees were made redundant including Fazl-e-Khaliq Jan as well.
VC has only recruited for his own personal interests again.

JUSTICE FOR UET, REMOVE IMTIAZ GILLANI
Mr Imtiaz Gallani who is the remnant of the dictator Musharaf (remained education minister after the 1999 takeover and appointed as a Vice Chancellor (VC) of UET Peshawar in 2004) has become a mini dictator in the form of VC of the University Engineering and Technology (UET) Peshawar. Due to prolonged stay as VC of the UET and inherent autocratic behavior, the once considered premier technology institute, is continuously on the decline in the light of the parameters set by the HEC and other national and international organizations. Mr. Gallani has got four continuous extensions not because of his academic excellence and good management but due to collusion with the bureaucracy and politicians of the previous governments.
His continuous 12 years stay, which is unprecedented in the history of UET (probably longest tenure for any V.C in the whole country) emboldened him to run the affairs of UET in a non-academic dictatorial manner. Mr Gallani who is a simple MBA and has only experience as “government contractor”, has no academic credentials, like no research and teaching background. He has destroyed this institution by running it like a personal fiefdom, by making a record moral and financial corruption and misuse of power. As a result of his bad governance, UET is nowhere in national/international ranking and this institution has lost its charm during the continuous four tenures of the current VC.
The moral character of Imtiaz Gallani is also a big question mark and a major factor contributing to the moral pollution on the campus. It is very unfortunate that the place where we are supposed to frame human thinking and embark on character building, is becoming a Hub of such illegal activities under the patronage of Mr. Gallani.
His list of wrong doings is very long, but a few of them is mentioned below. He has made political appointments in the lower cadres to appease the previous ANP government to get an extension for the fourth consecutive period. Recognizing the true face of Mr. Gallani, the then governor Mr. Masood Kausar has rejected the summary of his extension for the fourth time and wrote the following remarks on his summary” Grave yards are full of people like him and no one is indispensible”.
Despite the rejection of the summary of his extension by the then governor; he got the position for the fourth time through wheeling and dealing as the then CM Haider Hoti has been approached through the middle man Sardar Ali and the summary of his appointment has been moved for the second time. Prof. Sardar Ali is the active member of ANP and has a close relation with Asfandyar Wali. Sardar Ali was made a Professor in a dubious manner as his PhD thesis was plagiarized and his research papers were fake. Prof Sardar Ali got retirement last year in Novmber 2013 but re-employed by Gallani to reward him on high perks and privileges. One daughter of Sardar Ali has been appointed as a lecturer and his son has been appointed as a LAB engineer in the university as a reward of helping Gallani in getting fourth extension.
The illegal fourth extension of Gallani was then challenged by Prof. Faiz Noor department of electrical engineering in the Peshawar High Court. The case has subsequently been suppressed under the influence from Gallani.
